Nearly 100 people, including parish councillors from Headbourne Worthy and Kings Worthy, attended a special public meeting of the Planning Development Control Committee on 14 June at United Church, Jewry Street, Winchester.
At the meeting City councillors rejected the principle and detail of CALA Homes application for development at Barton Farm. They identified a number of reasons for their decision; in particular councillors recognised the requirement to reconsider housing need in Winchester now that the Secretary of State for Communities and Local Government has told local planning authorities he will remove regional housing targets.
If the developers continue with their planning appeal submitted in April, Winchester City Council will contest proposals for development on Barton Farm. The appeal is to be heard at a public inquiry due to commence on 7 September. The final decision on whether to allow the development to go ahead will be made by the Secretary of State after receiving a recommendation from the Planning Inspector who will conduct the inquiry.
