Minutes of the Meeting held on Thursday, 7 July 2010
at Kings Worthy Community Centre, Fraser Road, Kings Worthy

RA/10/49 Apologies for Absence

Apologies had been received from Cllrs Prince and Warrener.

RA/10/50       Election of Chairman and Vice Chairman

The names of three councillors were proposed for the position of chairman;

 

Cllr Read - nominated by Cllr Steventon Baker – seconded by Cllr Bohle
Cllr Sign – nominated by Cllr Young – seconded by Cllr White
Cllr White – nominated by Cllr Sign – seconded by Cllr Young

 

There was a 3:3 voting tie between Cllr Read and White and a decision was made to select the new chair by tossing a coin.

 

Cllr White was elected to chair the committee.

 

The names of two councillors were proposed for the position of vice-chairman;

 

Cllr Bohle – nominated by Cllr Steventon Baker – seconded by Cllr Read
Cllr Sign – nominated by Cllr White – seconded by Cllr Young

 

There was a 3:3 voting tie and a decision was made to select the new vice-chair by tossing a coin.

 

Cllr Sign was elected as vice-chairman

RA/10/51 Public Question Time

None

RA/10/52 Minutes of the Meeting held on the 6 May 2010

The minutes were agreed as a correct record of the meeting and were signed by Cllr White.

RA/10/53 Matters Arising from the Meeting of the 6 May 2010

  • RA/10/41 Eversley ParkCycling – Cllr White shared with the new councillors the initiative to allow cycling to school on the paths at Eversley Park for a trial period until the end of the summer term. Members agreed that it should be extended to the Autumn half-term.

  • RA/10/47 Playground Equipment Repairs – the contractor had been on site and undertaken some of the repairs. He was having problems in sourcing spare parts for the infant roundabout at Eversley Park.

RA/10/54 Burial Ground – Registrar’s Report

Members noted the registrar’s quarterly report on the Burial Ground.

RA/10/55 Project Updates

  • WCC Open Space Funding – Cllr White shared with the new members the system of funding play and sports facilities from a levy by WCC on new housing developments.

The clerk circulated the latest listing showing that we had a balance of monies of £24,997. [£44,885 for sport with play being overspent by £19,888]. Headbourne Worthy PC had agreed to allocate their balance for sport of £8,491 to the Eversley Park All Weather Pitch.  

  • Burial Ground Landscaping – the clerk confirmed that an order had been placed with Heritage Landscapes Ltd for the work which they anticipated starting in August/September.                                                                                               
  • Project Listing – Members accepted the listing from the old committee and agreed the following priorities;

    1. Eversley Park All Weather Court – this project was discussed with the new councillors including the research so far. All agreed that this should remain the priority project. A project group was formed consisting of Cllrs Bohle, Read, Sign and the clerk.      

    2. Youth Shelter

     

    London Road Corner – Wild Flowers – agreement on this project
    [all or partially privately funded] has yet to be received from WCC. Action - Clerk to chase this over the summer  

         

    Land Off Hookpit Farm Lane [Top Field] – Transfer of land [pending developer’s project getting underway - not yet imminent]

     

    3. Eversley Park – Public Toilet Facilities   

  • Ground Supervisor’s Report – Members accepted the report from Kelvin Mason. The clerk confirmed that the broken step at the KWCC had been repaired. Cllr Sign asked that a quotation be sought for replacing the shrubs in the two tubs outside the KWCC. Action – the clerk

RA/10/56 Handyman

Cllr White shared with members that Stan Howell was unable to commit time to undertake additional maintenance duties. The clerk had obtained a quotation for the re-painting of the railings at the play area in Fraser Road. Cllr Bohle agreed to write a specification for the work and members agreed to source the details of two local contractors for additional quotations. Action – the clerk

RA/10/57  Byelaws

Cllr White and Sign updated members on the need to have byelaws for all of our recreation areas. The clerk confirmed that Church Green had been registered and that the quotation from our solicitors was the upper limit.

 

Whilst it was agreed that we should involve our solicitors in the legal aspects of facilitating the new byelaws, members wished to have the draft listing circulated for comment. Action – the clerk

RA/10/58 Clerk’s Notices

  • Church Lane Seat – a request had been received from Jane Rutter for a seat to be installed on Church Lane at the junction with The Woodlands for parishioners waiting for a bus. The grass area is part of a front garden. Members were concerned at the possible on-going cost of renting the land and the costs involved in installing a seat. It was discussed that there is already a seat on the opposite side of London Road that potentially could be used for long waits between buses. Members decided to defer the request.

Jane had also highlighted locations for additional dog bins. She has been informed of the siting of current bins, some very close to her requests. Members were reluctant to commit funding for additional bins. Parishioners can now use litter bins for the disposal of dog faeces.

  • Fraser Road Exercise Equipment – a quotation had been obtained of £48 for a sign indicating that the area closed at 9pm to reduce the noise levels at night to neighbouring properties. Members agreed that it be taken to the Finance Committee for approval. Action – the clerk                                                                                                                                                      
  • 122-128 Lovedon Lane – the developer was willing to include a piece of art work in the paving on this housing complex. A mosaic relating to the line of the old railway would have to be part funded by the PC for which there is no budgetary provision.

  • Members considered that the KWPC logo or directional motifs on the path would be inappropriate. They asked the clerk to respond with their views and to indicate that they would consider other options if funding was forthcoming from the developer. Action – the clerk

 

RA/10/59 Chairman’s Notices

  • Allotments – it is understood that Headbourne PC are considering sites for allotments. Cllr White suggested that perhaps we should invite a representative to our next meeting or leave it to be considered as part of the Parish Plan. Members agreed that it should remain in the remit of the Parish Plan.                                                                                                                                     
  • Football – a request had been received from the Worthys YFC to discuss with members proposals to improve the facilities at Eversley Park. The clerk was asked to arrange for them to attend the September or October meeting. Action – the clerk  
                                                                                                 
  • Notice Boards – Cllr Steventon Baker asked for clarification on the length of time that notices can remain on our boards – 1 month.    
                                         
  • Willis Waye - Notice Board – Cllr Read asked if a new board is to be installed on Willis Waye. Cllr Sign outlined the approach previously taken with regard to notice boards and indicated that there was no such proposal.

RA/10/60 Date of next meeting

The next meeting was scheduled at 7.30pm on the 2 September 2010.

The August Walkabout was arranged for 6pm on the 11 August 2010. All Parish Councillors are invited.

The meeting closed at 9.26pm.
