Minutes of the Meeting held on Thursday, 2 September 2010
at Kings Worthy Community Centre, Fraser Road, Kings Worthy

RA/10/61  Apologies for Absence

Apologies had been received from Cllr Young. Cllr Prince did not attend.

RA/10/62       Public Question Time

Cllr Rutter raised two matters;

  • Kings Worthy Festival – she updated members on the progress of this enterprise. A committee had been formed of which she was chairman.              
               
  • Church Lane Bus Stop Seat – She again referred to the request she had received to site a seat on the grass adjacent to the first house in The Woodlands. Members expressed their concerns at the implications of such an initiative which may involve the possible purchase of private land.

    It was not felt that it was reasonable to ask to put a public seat on what is thought effectively to be someone’s front garden. Jane was keen to pursue this idea independently and would report back as needed, possibly to clarify the ownership of the land.

                                                                       
RA/10/63 Minutes of the Meeting held on the 7 July 2010

The minutes were agreed as a correct record of the meeting and were signed by Cllr White.

RA/10/64 Matters Arising from the Meeting of the 7 July 2010

  • RA/10/47 Playground Equipment Repairs – the clerk had referred the repair of the infant roundabout to the manufacturer. Similarly the defect on the exercise equipment leg-press had been referred to the supplier who had agreed to repair the item under warranty. The uncovered wire on the rope ladder to the slide in Eversley Park is pending, awaiting work from the contractor.

  • RA/10/56 Handyman – Max Francis had indicated that he is willing to come back and undertake some of the maintenance work.

  • RA/10/59 Football – the clerk was asked to invite representatives of the Worthys Youth Football to the October meeting. Action – the clerk 
        
  • RA/10/58 122-128 Lovedon Lane – Members wished to be involved with agreeing the position of the break-through in the hedge at Upper Broadview. Action – the clerk

                        

  • RA/10/60 Village Walkabout – Members thanked Cllr Sign for the excellent walkabout on the 11 August 2010.

                                                                                                                                    
RA/10/65 Project Updates                                         

The Project Status Report had been circulated to members [copy attached].                      

  • Burial Ground Landscaping – Cllr Sign reported that the work had been completed under budget. All agreed that the improvements were excellent.                               
  • Eversley Park All Weather Court – an informal meeting had been held with a representative who had undertaken work with us previously. Members were able to discuss the various options available to assist with the specification for tender.  A further meeting would be convened, including users of the area and Jane Rutter who is keen to be involved.  
                                                                   

RA/10/66 Newsletter

It was agreed that publication of the next newsletter should be scheduled for October 2010.

 

The suggestions for inclusion were; Parish Plan, Parking, 30mph speed limit, Carols on the Green, Burial Ground Landscaping and continued advertising of the website including the most recent award.

 

Jane Rutter agreed to compile an article on the Village Festival. Cllr Read volunteered to be a member of the Festival Committee.

 

Members also agreed to schedule another litter-pick on the 9 October 2010 at 2pm.

RA/10/67 Byelaws

Members reviewed the draft model byelaws from Hedley’s. It was agreed that permissive use of certain activities, such as skateboarding, use of model aircraft etc ensuring not to inconvenience other park users would be more reasonable than absolute bans.

 

The clerk was asked to forward their responses back to Hedley’s. Action – the clerk

RA/10/68  Clerk’s Notices

  • Lovedon Lane Bus Shelter – a request had been received from a parishioner for the damaged panels in the bus shelter opposite Edinburgh Road to be replaced. Members agreed that with the onset of Autumn that this should be programmed as soon as possible. The clerk was asked to obtain a quotation for one clear panel and one metal panel for approval by the Finance Committee.

  • Seats, Benches and Picnic Tables – Members agreed that a review of our furniture should be undertaken to ascertain those items that needed treatment before winter. Cllr Sign agreed to meet with the clerk and supplier to undertake such a review. RA/10/69 Chairman’s Notices

None

RA/10/70 Any Other Business

  • Burial Ground Trees – Cllr Sign reported that our Grounds Supervisor had been asked to review the need for pruning/crown lifting the trees in the new crematoria area.                                                                                                                 
  • Hillside Stoke Charity Road – Cllr Read raised her concerns regarding the continuing problems which the hedge which has still not been cut. Cllr White agreed to write to the householder again.

  • Footpath Springvale Road/Lovedon Lane – Cllr Steven Baker raised the need for weed-killing on this footpath. Action – the clerk      
                                                      
  • Bus Shelter London Road – Cllr Bohle raised the need for this shelter to be cleaned.
    Action – the clerk               
                                                                                            
  • Playground Equipment Church Green – Cllr Bohle had received a request from Claire Welland of the pressure group to give a presentation to committee at their next meeting. Members agreed to the request.               
                       
  • Worthies Sports & Social Club – Members agreed that another liaison meeting should be scheduled with the WSSC. Action – the clerk                                                 

 

RA/10/71 Date of next meeting

The next meeting was scheduled at 7.30pm on the 7 October 2010.

The meeting closed at 9.14pm.
