P/10/24 Public Question Time
Presentations were made by the following prospective applicants;
- Mark Gardener – Abbots Worthy House – the proposal is to demolish part of the house and erect a Georgian style dwelling in the grounds. Extensive consultation has been undertaken with the neighbours; WCC Planning and the Conservation Officer etc. Members expressed some concerns as to the entrance on the bend.
- James Etheridge – Lovedon Farm Lovedon Lane – the proposal is to replace a mobile home with a dwelling. The revised plans involve a smaller footprint, together with additional landscaping. Members were very supportive and express their concerns that the previous application had been refused.
- Paul Hawkins/Rob Williams – 2 Park Lane – the proposal is to erect a dwelling in the grounds of the existing property for an elderly relative. Members express some concern over the extent of the re-development in Park Lane.
- Mark Oakley – 3 Park Lane – this is a variation on the existing approval involving amended roof lines and reducing the footprint to improve parking and allow more amenity space.

The minutes were agreed as a true record of the meeting and were signed by Cllr Gordon.
P/10/26 Matters Arising from the Meeting of the 24 February 2010
- P/10/13 30mph Speed Limit – Cllr Welstead understood that Mark Oaten had become involved with the campaign. Cllr Gordon indicated that neither he nor the parish office had been notified and was surprised as he had not attended the Parish Council meeting where the petition was presented.
- P/10/15 Tesco Express– Cllr Gordon is still pursuing the poor state of the garages.

- P/10/21 Parking of Contractors Vehicles adjacent to Building Sites - Cllr Warrener shared with members the problems on Lovedon Lane with the development at 122-128. He had been advised that such matters should be raised with the site manager or WCC, and not with the individuals concerned.
Cllr Jacobs suggested that a letter be sent to WCC recommending that a clause controlling contractors parking should be included in all approvals for the village. Action – the clerk .

Their concerns outlined on the previous application remain. They consider that a single storey extension would be in keeping with the area, however they again regard this proposal for a two storey extension to be an over-development of the site; overbearing on neighbouring properties; having an undue impact on the adjoining public recreation area; and setting a precedent for similar developments.

Cllr Warrener asked the clerk to establish more information on the listing of 70 Fraser Road. Action – the clerk
P/10/30 Correspondence
- Grit Bins – a letter had been received from HCC asking for bids for additional grit bins. Members agreed that the letter should be circulated to all councillors for nominated sites. Action – the clerk
P/10/31 Clerk’s Notices
- 122-128 Lovedon Lane a letter had been received from WCC suggesting that this new development be named “Broadview Close”. All members were in favour. Action – the clerk
P/10/32 Chairman’s Notices
- Network Rail Bridge Closure on Stoke Charity Road – Cllr Gordon had attended a consultation meeting with Network Rail and was impressed at the way they had addressed the issues raised over this closure. The number of parking spaces had been increased from 12 to 32 and Dial-a-ride arrangements had been put in place to transport residents affected. The 20 mile diversion is only advisory.
Cllr Warrener thanked Cllr Gordon for his input on this project.
- 117 Springvale Road – Cllr Welstead highlighted that the external finish on the development was not as approved. The clerk was asked to investigate. Action – the clerk
