P/10/108 Apologies for Absence

o Apologies for absence had been received from Cllrs K. Andrew-Power and D. Welstead

P/10/109 Public Question Time

o None

P/10/110 Minutes of the Meeting held on the 26 October 2010

o The minutes were agreed as a true record of the meeting and they were signed by Cllr Gordon.

P/10/111 Matters Arising from the Meeting of the 26 October 2010

o Blueprint – Future Planning – Cllr Ian Gordon informed parish councillors that Headbourne Worthy Parish Council was to provide feedback on Blueprint following the meeting held at the Church Rooms, St Mary's Church, London Road on 25th November, 2010.

 

o Development at Clelands/Gambut, Churchill Close – A parishioner had reported that the developer may have been using a compactor on the site which may have been the reason for some parishioners experiencing a cloudy water supply with attendant damage to ball-cocks, in addition to cracks in wall plaster.

 

Councillors expressed their concerns regarding possible non-adherence to the original plans concerning the height of the buildings and the course of the new internal roadways.

 

Action: Deputy Parish Clerk to formally request Winchester City Council's Environmental Protection Officer to investigate the above related matters and to alert WCC's Enforcement Officer and HCC's Highways Department concerning the planning issues.

Cllr Ian Gordon expressed concern over parking and access in Churchill Close. He has spoken with PC Robin Tebb regarding the possibility of introducing "No Waiting" cones as a solution.

o Development at 37 Willis Waye – Cllr Ian Gordon informed parish councillors that he had contacted HCC regarding the damage to the grass verge and the green just outside the entrance to the development.


HCC had informed Cllr Gordon that this was allowed under a Section 38 Agreement to enable the developer to gain access to the site.
Any damage should be made good by the developer upon completion of the works.

  • There are still concerns that this application represents an over-development of the site. Concern was expressed over the creation of a second entrance which would present a further hazard for traffic and emergency vehicles;
  • Research has demonstrated that the junction of Nations Hill and Springvale Road is hazardous with major road traffic accidents having occurred at that point.

P/10/114 Enforcement Notices

o The Deputy Clerk circulated the latest listing from WCC.

P/10/115 Update on Abbots Worthy House

o Planning Application 10/00710/FUL was refused by Winchester City Council on 30th November, 2010.

P/10/116 Parking Issues

o Discussion deferred until next meeting.

 

Action: Deputy Parish Clerk to investigate and report on WCC's policy regarding parking motorised vehicles on grass verges.

P/10/117 Street Lighting Policy Document

o Cllr Ian Gordon summarised the salient points from the HCC document on street-lighting policy. He confirmed that Kings Worthy Parish Council was signed up to HCC's plan for street-lighting. HCC would be upgrading lighting in the area as part of an overall plan for the Winchester district.

P/10/118 To define the future procedure for handling planning applications which require decisions before scheduled Planning & Highways Committee Meeting dates.

o Cllr Ian Gordon proposed that the Planning & Highways Committee Chairman should be empowered to make decisions on behalf of the Parish Council in the above circumstances subject to involving the Vice Chairman on cases where the Chairman had any concerns.


This proposal was fully supported by Cllrs Judith Steventon Baker and Bob Barnes.

P/10/119 Correspondence

o Hookpit Farm Lane Adjacent to The Tesco Express Site - Request for Double Yellow Lines - A parishioner had asked Kings Worthy Parish Council to request and support the above proposed road-marking scheme in the interest of road safety.

 

Cllr Ian Gordon informed parish councillors that a previous request for this requirement had been refused by HCC due to an objection from a local resident. HCC had implemented a solid white line on the edge of the road in question.
