Minutes of the Meeting held on Wednesday 30th June 2010
at the Kings Worthy Community Centre, Fraser Road, Kings Worthy

P/10/57 Apologies for Absence

Apologies for absence had been received from Cllrs Barnes and Young.

P/10/58 Election of Chairman and Vice-Chairman

Cllr Gordon was proposed as committee chairman by Cllr Warrener and seconded by Cllr Andrew-Power. Cllr Steventon Baker proposed Cllr Andrew-Power as chairman. There being no seconder for this proposal and Cllr Andrew-Power stating that she did not want to stand, it was agreed unanimously that Ian Gordon be elected to the chair with all members voting in favour.

 

Cllr Gordon thanked members for their support and looked forward to working with them.

 

Members agreed that the appointment of vice-chairman be deferred at the present time in line with the Finance Committee.

P/10/59 Public Question Time

Abbots Worthy House – one member of the public expressed his support for the proposals which had been submitted to WCC. In particular, the wall had been allowed to fall into disrepair by previous owners, following a preservation order being placed on the wall. The owners refused to repair it and eventually WCC undertook the repair by default.

Others were against the scheme having particular reservations on the safety aspects of the new access points and their effect on the B3047. The owner stated that he had undertaken extension consultation with villagers and WCC. It was apparent that it was the conservation officers who were clouding the issue with differing opinions.

 

Councillors discussed with the public and the applicant their thoughts and noted the letters received both supporting and objecting to the scheme.

Speed Limit/Tesco Express Parking – a member of the public expressed his concerns regarding the lack of logic behind the reduction of the limit on both Lovedon Lane and Springvale Road. He informed the meeting that there had been no recorded accidents on Lovedon Lane over the past three years and none of the five on Springvale Road involved pedestrians. The local authority would not normally fund such a change until a fatality justified the expenditure. Cllr Gordon indicated that HCC Highways had responsibility for the matter and that the PC were awaiting their recommendations.


The clerk gave an update on the responses received from the questionnaire in the newsletter - to date these were 78 to retain the existing limit and 8 for the reduction.

 

The problems still remain with regard to parking and vehicle movements outside of Tesco Express. Members were urged to lobby WCC to fully implement the original proposals. Cllr Gordon agreed to pursue the matter. Action – Cllr Gordon

There is insufficient information accompanying the application. The increased intensity of use and vehicle access is likely to result in visual harm, particularly to the surrounding mature landscape.

P/10/64 Enforcement Notices advised since the last meeting

Cllr Gordon is to again raise the cases of 70 Fraser Road and the pit on Ramsay Road with Simon Finch. Action – Cllr Gordon

P/10/65 Correspondence

  • Flashing Speed Warning Signs – Members noted that the police were offering a similar service to that of HCC at no cost. This would not only indicate the speed of the vehicle, but would also keep a log of those exceeding the limit.

    The initiative from Jackie Porter and HCC involved each parish sharing the cost. Cllr Gordon agreed to clarify the options on offer. Action – Cllr Gordon

  • Cycling on Footpaths – Cllr Gordon had investigated the situation in Fryers Close and could find no evidence of misuse. He had made the police aware.


P/10/66 Clerk’s Notices

  • Three Maids Motocross – a circular had been received from the Action Group opposing this facility. Members discussed the merits and decide not to have a representative on the group.

 

P/10/67 Chairman’s Notices

  • Willis Waye – Cllr Gordon informed members that the development of 30 dwellings is to start on Monday next.

  • Associated Papers – Cllr Welstead asked that wherever possible the paperwork associated with applications should be distributed prior to the meeting.

  • Over-Hanging Trees – Cllr Steventon Baker had received a complaint regarding the nuisance of over-hanging trees for disabled buggy users in the Stoke Charity Road area. She agreed to establish more detail for Cllr Gordon to investigate. Action Cllrs Steventon Baker/Gordon
