P/10/80 Apologies for Absence
- Apologies for absence had been received from Cllr Ian Gordon.
- Cllr David Young did not attend.
- Cllr Warrener welcomed Sarah White, Chairman of the Parish Council, to the meeting.
P/10/81 Public Question Time
- 10/00710/FUL - Abbots Worthy House
Many of the residents of Abbots Worthy attended the meeting and the majority actively supported the proposals.
Councillors were mindful of this local view.
However, there was a minority view against the application.
Generally, there was no objection to the new-build.
However, concerns were expressed regarding the entrance on Mill Lane and the alteration of entrances on the B3047, together with the new driveway and the trees to be removed.
P/10/82 Minutes of the Meeting held on the 27 July 2010
The minutes were agreed as a true record of the meeting and they were signed by Cllr Warrener.
P/10/83 Matters Arising from the Meeting of the 27 July 2010
- P/10/70 – Flashing Speed Warning Signs – Cllr White had received a document detailing the sharing of the equipment and installation procedures with other parish councils. Location and movement of the sign together with the charging of its battery were outstanding issues to be agreed.
- P/10/77 – 30 mph Speed Limit – The results of a survey by HCC were being awaited before agreeing any future course of action. Parish councillors agreed that HCC should meet with the Parish Council to discuss the issues and the survey results.
- P/10/78 –Stoke Charity Road – The clerk was asked to contact PC Tebb to raise the matter with the householder who owns the hedge which is restricting visibility. Action: The Clerk

P/10/86 Enforcement Notices advised since the last meeting
- Members noted the latest listing from WCC.
- The Reading Room, London Road - Cllr White understood that the posts had been erected to support plants and not a fence as suggested.
P/10/87 Correspondence
The clerk circulated a parishioner’s letter, together with Cllr Gordon’s response concerning the speed limit and crossing at Tesco.
P/10/88 Clerk’s Notices
106 Springvale Road – councillors agreed on the naming of Boxall Gardens.
Edinburgh Road Development – Action: Cllr Steventon Baker to seek suggestions from local neighbours for a suitable name.
Lovedon Lane - Ragwort issue on the road verges had been raised by a local farmer
– Action: Parish Clerk to chase HCC.
Grit Bins – two approved (Ilex Close & Wesley Road) by HCC.
Cllr. Warrener registered his concern that there would be enough bins in place in order to avoid the problems experienced last year
37 Willis Way – this planning application was received late from WCC and not in time for the Parish Council to comment, but Cllr Gordon considered that the proposal only represented a minor amendment to an existing permission.
P/10/89 Chairman’s Notices
Forbes Road Repairs – the councillors were delighted to note the efficiency and quality of the work carried out by HCC.
Cllr. Warrener requested that those responsible for the work should be formally acknowledged in writing
Felmer Drive – Parking Issue Cllr Warrener referred to the long term parking problems affecting this location and stated he would continue to support the residents in efforts to resolve the difficulties – Cllr White shared with members the parking problems in Felmer Drive – there was not a lot that the Parish Council could do – road-taxed cars were entitled to park upon the adopted highway provided that they were not causing an obstruction.
P/10/90 Any Other Business
Appointment of Vice Chairman - Cllr Warrener stated that a Vice Chairman to the Planning and Highways Committee was formally required – he would be happy to be Vice Chairman subject to a vote in October.
Wesley Road – Horse Box Trailer issue – Cllr Welstead indicated that a horse-box was still being parked on Wesley Road causing a potential hazard and asked for the matter to be referred to PC Tebb. Action: Parish Clerk to chase PC Tebb.
P/10/91 Date of next meeting
Scheduling of Planning and Highways Committee meetings – The Clerk suggested that meetings be moved to the last Tuesday in the month to accommodate the new Deputy Clerk’s working hours – Cllrs agreed to this arrangement.
The next meeting was arranged for 7.30 pm on the 26 October 2010
