P/10/36 Minutes of the Meeting held on the 31 March 2010
Cllr Welstead queried the accuracy of minute P/10/26 relating to the 30mph Speed Limited. The majority of members were satisfied with the minutes, agreeing that they were a true record of the meeting and they were signed by Cllr Gordon.
P/10/37 Matters Arising from the Meeting of the 31 March 2010
- P/10/24 Abbots Worthy House – Cllr Cox indicated that changes had been made to the proposal resulting from further consultation with parishioners.
- P/10/13 30mph Speed Limit – Cllr Welstead tabled letters from Mark Oaten, the Primary School Headteacher and Hampshire CC. Cllr Gordon considered more than enough time had been spent discussing this issue. Both he and Cllr Warrener were concerned at the on-going interference of political parties and are to meet with senior party officials to highlight their concerns.
- P/10/29 70 Fraser Road – the clerk had yet to receive a response from WCC
- P/10/32 117 Springvale Road – Cllr Welstead reported that the external finish was now as approved.

Members asked that the clerk write to the WCC Head of Planning Management expressing their concerns that an extension of time to consider this in committee
was not granted. Members were dismayed to find that part of the thatch roof is to be replaced with tiles and ask that it be referred to the Planning Control Committee.
Cllr Warrener has arranged a meeting for Cllr Gordon with Simon Finch to discuss recent issues such as this. Action – Cllr Warrener

Members considered that;
- This added to a further massing of properties in the conservation area
- The removal of foliage would increase noise levels in the area. Many of the trees were not insignificant as detailed in the application
- The problems with the parking of vehicles would increase. A passing place is already used for parking with cars from the property
- Light levels would affect the adjoining property which would be placed in the shade limiting the usage of amenity space
- The status of the garage requires clarification as it is currently being used as accommodation.

- Grit Bins – Members agreed that grit bins would be desirable at the following locations:
Boyne Rise, Ilex Close; Lovedon Lane Bridge; Nations Hill [top & bottom]; Park lane/Mill Lane junction with the B3047; Stoke Charity Road junction with Springvale Road; Wesley Road junction with Frampton Way; Willis Waye junction with Church Lane.
The clerk was asked to respond to the letter from HCC asking for nominated locations for grit bins. Action – the clerk

- Network Rail Bridge Closure on Stoke Charity Road – Cllr Gordon was pleased to report that Network Rail are keeping interested parties fully updated on the progress. The traffic diversion on the Andover Road with its junction with Harestock Road was considered inadequate. Cllr Gordon is to investigate. Action – Cllr Gordon
- Cllr Cox highlighted the bus scheduling which was causing delays at the bus garage. Cllr Warrener agreed to investigate. Action – Cllr Warrener
- Garages at Tesco – Cllr Gordon shared with members the response from WCC on the poor state of the garages. He is to continue to liaise with them on improving the situation. Cllr Welstead reported that the water leakage had been resolved. Cllr Welstead stated that rats had been sighted in the area and added that there was evidence of rat runs. Cllr Gordon agreed to investigate. Action – Cllr Gordon
- Pit at Ramsay Road – Cllr Gordon is liaising with WCC.
- Planning Applications for Trees – Members agreed that all planning applications relating to trees within the parish should be considered by committee. The clerk was asked to ensure that all such applications are forwarded to the PC. Action – the clerk
- Thanks to Cllr Jacobs – Cllr Gordon thanked Cllr Jacobs for his considerable efforts as a member the committee and regretted as he was not standing for re-election

The next meeting were arranged for 7.30 pm on the 26 May 2010. Cllrs Jacob and Sign tendered their apologies.
