P/10/01 Apologies for Absence
Apologies for absence had been received from Cllrs Cox and Warrener.
P/10/02 Public Question Time
Woodhams Farm Equestrian – Erection of 5 no. Wooden Chalets for recreation use – Members noted the details which the clerk had circulated.
P/10/03 Minutes of the Meeting held on the 25 November 2009
The minutes were agreed as a true record of the meeting and signed by Cllr Gordon.
P/10/04 Matters Arising from the Meeting of the 25 November 2009
- P/09/133 37 Willis Waye – Cllr Gordon understood that contracts for the development were to be exchanged next month.
- P/09/137 30mph Limit – Cllr Welstead informed members that a petition for the reduction to a 30mph limit was being circulated around the village. Members agreed that the petition organisers should be invited to the next meeting. Action – Cllrs Welstead/Gordon
- P/09/140 Tesco Express – Cllr Gordon agreed to visit the site again, in the light of further details from Cllr Welstead. Action – Cllr Gordon
- P/09/140 December Approvals – Cllr Gordon regretted that an additional meeting in December/January had been impossible to schedule due to the adverse weather conditions.
The response to the development at Barton Farm had been circulated to all members, together with the notes from the public meeting held by Headbourne Worthy Parish Council on the 5th January 2010. Details of the submission from Headbourne Worthy PC had been promised, but not been received.
Cllr Gordon is to write to Simon Finch expressing the committee’s disappointment that a one day extension could not be granted for the applications at Mount Pleasant and Meadowland to allow members to discuss the proposals. Action – Cllr Gordon

Although Kings Worthy Parish Council was not included in the consultation exercise, we would like to offer the following comments and objections:
1. No provision has been made for the diversion of the current wide and heavy load route that exists via Andover Road, as the diversion of Andover through the development would then become part of the heavy load route. This would pass the shops and proposed school.
2. The new road will not be able to cope with diverted traffic from the A34 when closed for emergencies.
3. The Staffordshire site that was compared with this development is not appropriate as access is a problem.
4. The provision of 200 spaces for a park and ride is not viable and is inadequate.
5. No account has been taken to the problems of flooding in the area.
6. Public transport has not been revisited.
7. Henry Beaufort School is not adequate to take the influx of pupils from that development.

The perpendicular parking is seen to be a potential problem with residence cars backing out onto the road with blind corners either side and with traffic exiting from the residential area opposite. Future development in Court Road will add to the traffic flow past this development. There should be a facility for residences travelling by car to leave their property in a forward gear.
This development will create problems when entering London Road due to the increased traffic flow, whilst the developer’s figures state it is as low as 72 movements this has increase dramatically with traffic coming from the office development opposite and the increased use of London Road. Traffic can now be seen queuing in London road on a regular basis from the A34 road bridge to its junction with the A33.
There is a lack of visitor parking which will encourage parking opposite with cars either parking partly on the pavement or blocking the road to larger delivery vehicles due to the width of the road.
The proposal is an over-developed with the density being 46 per hectare not 42 as stated. The height of the buildings coupled with the development opposite it will create a canyon effect when entering the road. The plans indicate that there is a lack of amenities in that some of the private gardens are too small for families and in the case of the first house with the trees hanging over the garden area it will be overshadowed 75% of the time denying the occupants natural light and sunshine.
No’s 12 & 6 also lack amenity space.
Furthermore the City Council should be aware that the planning applications may not have been posted in accordance with planning legislation in that on the 11 January 2010 no orange planning were displayed.
Councillors wish this application to be considered by Committee.

- Network Rail Bridge Closures on Andover Road and Stoke Charity Road – Cllr Gordon shared with members the information gained from the public meeting he had attended. The work on the Stoke Charity Road Bridge will start on the 18 February 2010 with the road being closed from the 6 April – 30 July 2010. He had highlighted the need for access to the adjacent houses [which is to be achieved with a pedestrian footbridge], the vets practice and the business park.
Jackie Porter is to arrange a meeting for parishioners on the 2 February 2010 in the Tubbs Hall.
- Parking of Contractors Vehicles adjacent to Building Sites - Cllr Gordon is to address the problems with PC Tebb. Action – Cllr Gordon
