P/10/12 Apologies for Absence
Apologies for absence had been received from Cllrs Cox and Welstead.
P/10/13 Public Question Time
The member of the public discussed the issue of a 30mph speed limit on Springvale Road. He supported the retention of the existing 40mph limit.
He considered that the recent petition contained suspect signatures and was supported by less than 10% of parishioners. The lower limit would cause more street parking which would result in additional safety issues.
Cllr Warrener emphasised that the decision rests with HCC. The PC would support the majority view. He had concerns regarding enforcement and the cost of signage and street lighting. Cllr Porter indicated that the lighting would not have to be upgraded with the introduction of a lower limit.
Members agreed to undertake a further survey in the next edition of the newsletter. HCC should be advised of the survey and details given to the Hampshire Chronicle.
All agreed with Cllr Jacobs that a definitive decision should be made thereafter to avoid any further discussion.
P/10/14 Minutes of the Meeting held on the 27 January 2010
The minutes were agreed as a true record of the meeting with two amendments – P/10/04 delete “Village” and P/10/05 delete “11 Park Lane” insert “4 Park Lane” - and were signed by Cllr Gordon.
P/10/15 Matters Arising from the Meeting of the 27 January 2010
- P/10/04 Tesco Express – Cllr Gordon is to raise the poor condition of the garages with WCC.

- P/10/04 December Approvals – Cllr Warrener indicated that we had an offer of a meeting with the Chairman of the WCC Planning Committee. Cllr Gordon agreed that this should be arranged rather than send a letter. Action – Cllr Gordon

- Network Rail Bridge Closure on Stoke Charity Road – Cllrs Gordon and Warrener had met with Network Rail and a representative of HCC Highways. They had found the efforts being made by Network Rail to alleviate the disruption encouraging.
Cllr Gordon agreed to attend a meeting arranged by Jackie Porter with HCC on the 4 March 2010 to consider either closing the byway from Hookpit Farm Lane or to upgrading the link.

- Parking of Contractors Vehicles adjacent to Building Sites - Cllr Gordon had addressed the problems with PC Tebb, who is monitoring the situation.
- Grass Verges – Members discussed the poor state of the verges within the village caused by vehicles mounting the pavement. It was agreed that bollards may solve the problem in certain areas.
Cllr Gordon indicated that Serco were spraying around the base of bollards and not strimming, which was resulting in adjacent areas of grass being killed. The clerk was asked to raise this with WCC. Action – the clerk
