PC/10/70 Apologies
Apologies for absence had been received from Cllrs Gordon, Sign, Warrener and Welstead, Cllr Jane Rutter and Colin Arnett.
PC/10/71 Public Question Time
The following issues were raised by members of the public;
- Stoke Charity Road – Concerns were raised over an overgrown hedge by Hillside on the left hand side before the new bridge on Stoke Charity Road. Photographs provided included showing an overhang of 1.6m, covering in full one road sign. Action: Cllr White to contact the residents to ask if the hedge could be cleared
- Tubbs Hall Management Committee - Cllr Porter requested pursuing a formal agreement between the Parish Council and the THMC re the use of the building, who is responsible for what costs, caretaker employment etc. Action - clerk to arrange meeting
PC/10/72 Reports from Police/County Councillor/City Councillor/School Governor/Parish Councillors
Police Report – PC Tebb submitted his monthly report [copy attached].
There had been a slight increase in the number of incidents since last month, with a series of random incidents of criminal damage. Some of these incidents were related to the Hat Fair.
Members were alerted to a company making cold calls using crime prevention as a “hook”. This is a scam and being investigated by trading standards. There had been a number of reported calls in the Winchester area.
PC Tebb has regularly visited the Hook Pit Farm Lane traveller site, and has requested an update on the eviction notice.
Members asked that the offer for a speed sign and data collection unit for Springvale Road from the last meeting be progressed. Action – PC Tebb
PC Tebb outlined the procedure for no cold calling zones, whereby street requests are submitted through the police and an HCC provide pack is distribute. The process takes some 6 weeks.
The next police surgery is scheduled for Sunday 8 August from 2-3pm.
County Councillors - Jackie Porter tabled her monthly report [copy attached]
The Children’s Services Department is having its budget cut. Cllr Porter highlighted that many local children are in need of foster care. Potential foster parents were encouraged to contact the council.
Library services are also subject to another round of efficiency measures
There is a waiting list for parish councils to gain a speed indicator unit [Neville Crisp WCC holds the waiting list]. Following “Sophie’s petition”, HCC may be providing one.
Cllr Bohle raised concerns over the road signs and speeding on London Road from the A34. If a 30mph sign needs to be more prominent Cllr Porter invited the Parish Council to formally request that she take the matter forward. Action: Cllr White/clerk
In addition an education campaign through the Village Newsletter – 30 mph in an area with street lamps - needs to take place. Action; Cllrs White and Andrew-Power
City Councillors – Robert Johnston presented the report from the two city councillors [copy attached].
Items included the Homingcoming Parade, the funding of housing stock and Top Field, Hookpit Farm Lane.
He also shared with members the new government changes on “Garden Grabbing”.
Parish Plan – The next meeting of the project group is on the 28 July 2010. Cllr Prince is to attend.
School Governor’s Report – Cllr White reported on the activity at the school, which included the Kingswood residential visit, charity events, sports day and music events.
The Year 6 SATs results were very positive [higher than previous years].
The Children’s Centre and Pre-school building work is to start in the next two weeks, with the expectation that it will be completed in the spring term.
The advertisement for the new head post has been published, with a closing date of the end of August. Interviews will be held in mid September. The Assistant Head post is to be advertised after the new Head appointment.
Parish Councillors – Cllr Read had attended the THMC meeting and Cllr Steventon Baker had made contact with WACA.

The minutes were agreed as a true record with one amendment and were signed by Cllr White.

PC/10/75 To receive the Minutes of the Sub-Committees:
The Minutes of the following Committees were received and discussed.
Planning and Highways Committee – 30 June 2010
Cllr White suggested that HCC be invited to the committee or sub-group to present the findings on the 30mph speed limit, so that this can be communicated to parishioners. Action: Cllrs Steventon take back to the committee, Cllr White to discuss with Chair of Planning and Highways
Recreations & Amenities Committee – 7 July 2010
Cllr White reported that the appointment of Chair and Vice-chair were elected by the toss of a coin following a tied vote. Action; Cllr Steventon and Welstead to review in the amendments to standing orders
Cllr White was elected Chairman and Cllr Sign Vice-Chairman.
All members voted in favour of the extension to the cycling on paths scheme at Eversley Park for school children to the Autumn half term.
The upgrading of the all weather pitch at Eversley Park was agreed as the top priority project. A project group had been formed and it was confirmed that they would look at upkeep, need for repairs, lifespan etc, as well as the initial project.
Cllr Bohle raised his concerns on the hedge overhanging the path in Eversley Park. Cllr White indicated that HCC had advised that there was little more that could be done to enhance this path. The path approaching the school has been widened.
Finance Committee – 14 July 2010
The notes of the meeting were presented by Cllr Prince;
Cllr Gordon had been elected Vice-Chairman
The new bank mandate with new cheque signatories had been lodged with NatWest Bank.
The new format for the accounts is already proving useful and helping to identify a number of questions.
Out of budget expenditure amounts to £5211.14 to date which includes items such as the election costs, however savings are accruing with the vacancy for a deputy clerk.
The cost sharing agreement with the THMC needs revising, together with the Caretakers salary.
Hedley’s have confirmed that the legal costs associated with the new byelaws will be no more than £1500.
PC/10/76 Appointment of Deputy Clerk
A good stream of applications has been received. The Chairman’s committee is to meet to finalise the job specification and to shortlist / interview. Action - clerk to arrange Chairman’s meeting
PC/10/77 Community Communications
Cllr Andrew-Power tabled the strategy document on Community Communications [copy attached]. Action - Cllr Andrew-Power to a create rolling timetable with review “team 1” in place by the September meeting
PC/10/78 Parish Festival
The initial KW Festival meeting is to be held in the Church Rooms on 27 July 2010 at 6.30pm. All are invited. Action - Members are welcome to attend the preliminary meeting. The Parish Council is supportive of the idea; however it is a personal choice of councillors to contribute to the organising committee.

PC/10/80 Chairman’s Notices
- Village walkabout - all councillors are welcome to attend on the 11 August 2010 at 6pm. Meet at Tubbs Hall.
PC/10/81 Any Other Business
- Mystery of Christmas - Cllr Welstead requested support for this event. Again this is a personal choice for members. The Parish Council is supportive of the idea.
- Consultation Documents – Members discussed the various consultation documents being circulated. Action - the clerk to review which of these require a council response, and which are for individual responses from the appropriate committee
- Name badges – it was agreed that the photographs be taken at October meeting ready for the badges. Action - Cllr Young
- Glass on Village Lanes - Cllr Read had received complaints of glass on village lanes [Hook Pit Farm Lane and others] Action - Cllr Read to find out road names and pass detail to Cllr White.
- Springvale Estate – Lorries - Cllr Steventon Baker raised concerns on the arrival of large lorries to complete work on the Springvale estate. She had spoken to the project manager, who has agreed to inform the drivers not to arrive before 8.00am or park earlier than 8.00am.
Action - Cllr White to visit the site, contact the company and liaise with PC Tebb.
