PC/10/95 Apologies
Apologies for absence had been received from Cllr Jane Rutter.
Cllr White reported that a letter had been received from Peter Warrener resigning from the Parish Council. Members agreed that a letter should be sent thanking him for his considerable contribution over the past nine years. Action – Cllr White/clerk
Cllr White welcomed the newly appointed deputy clerk, Noel Brooks, to the meeting

PC/10/97 Reports from Police/County Councillor/City Councillor/School Governor/Parish Councillors
o Police Report – PCSO Kerry Croutear submitted the monthly report [Copy attached].
The overall total of incidents had decreased compared with the previous month, although there were three reported burglaries compared with none during the previous period.
Thefts from motor vehicles and reports of criminal damage had fallen.
Cllr Gordon highlighted the problems with builders lorries in Willis Waye and Cllr Welstead on the thief of metal from children’s play areas.
o County Councillor – Jackie Porter circulated her monthly report [Copy attached].
She was pleased to report that no children had been killed on Hampshire’s roads during 2009 and that the reduction for adults was on target,
Jackie also spoke on the winter opening hours of the Recycling Centre. Consultations, Operation Restore, Grit Bins, 30mph Speed Checks, Lit Speed Signs and a highway issue at Abbots Worthy.
o City Councillors Report – Robert Johnston presented the monthly report from himself and Jane Rutter. [Copy attached]
He discussed the “Blueprint” initiative with members and suggested that the portfolio holder, Cllr Brian Collin, be invited to the next Planning Committee meeting. Some 350 dwellings were proposed for construction in the Springvale area.
o Parish Plan – Cllr Prince updated members on the progress to date. The target dates for finalising and distributing of the questionnaire were proving a challenge to meet. The next meeting of the project group had been arranged for the 22 October 2010.
o School Governor’s Report – Cllr White reported that the vacancy for the Head-teacher has been re-advertised at an increased salary level. Interviews will be held in the second week in November.
Two new governors had been appointed. Fifteen pupils had attended the launch of the Queen Elizabeth liner. Other highlights included the harvest festival, parents evening and a walk to school month.
o Parish Councillors
Winchester Area Community Action [WACA] – Cllr Steventon Baker had attended the meeting and will compile some notes for members. Action – Cllr Steventon Baker
Website – Cllr Andrew-Power reported on the meeting with Dennis Curling. We had emphasised our commitment to the website with the new communications strategy. It was agreed that requests for items to be placed on the website should be co-ordinated through the parish office.
There was no enthusiasm for the RSS feed.
Worthys Festival – Cllr Read is to confirm the PC owned recreation areas required to be used by the festival committee. Action – Cllr Read
The clerk was asked to clarify whether our insurance cover could be extended to cover these activities. Action – the clerk
o Hampshire Association of Older Persons – Cllr Steventon Baker had attended this meeting where discussions were centred on the sharing of resources.

The Minutes of the following Committees were received and discussed.
o Planning and Highways Committee – 29 September 2010
The minutes of the meeting were presented by Cllr Gordon
Abbots Worthy House had again been considered. Members supported the application by a majority vote. Councillors were mindful of resident’s views on the proposals.
Members again objected to the proposals for Red Marley on Nations Hill.
We are awaiting further details of the Lit Speed Signs. HCC are to also report back on completion of their survey on the speed limit on Springvale Road.
The WCC “Blueprint” initiative is to be discussed at the next meeting with Brian Collin the portfolio holder attending.
o Recreation and Amenities Committee 7 October 2010
The minutes of the meeting were presented by Cllr White.
Steve Cramoysan gave a presentation to members on his outline proposals to improve the facilities at Eversley Park wishing to gain support from the WCC Open Spaces fund to enable access to external funding.
The playground equipment repairs are progressing. Two further suppliers had given presentation on the proposals for the All Weather Court at Eversley Park. The planting of wild flowers on the London Road Corner had been deleted from the project listing.
The newsletter is scheduled to be delivered during the last week in October. Quotations are being sought for the seat on Church Green. The litter pick was a great success. Cllr Sign had agreed to act as budgetary co-ordinator.
o Finance Committee – 13 October 2010
The minutes of the meeting were presented by Cllr Prince, together with his briefing paper [copy attached].
Income remains in excess of expenditure. Cllr Prince is attending each committee meeting to outline his proposals for the formulation of budget and capital expenditure requests.
Members approved the Memorandum of Understanding with the THMC
Under the National Code of Local Government Contact, Cllr Barnes declared an interest with the Caretakers and took no part in the discussion.
Members approved the division of hours and the pay increase for the caretakers.
The painting of the railing on Fraser Road had been referred back to the R&A Committee for further discussion.
The Audit Commission had certified the completion of our annual accounts for 2009/10.
PC/10/101 Standing Orders
Members discussed the proposed amendments from Cllrs Welstead and Steventon Baker and highlighted several suggested areas where further work was required.
They agreed to review those items and present them to the next meeting. Action – Cllrs Welstead and Steventon Baker
PC/10/102 Community Communications
Cllr Andrew Power shared with members the progress achieved since the last meeting. News items were being released on a weekly basis.
PC/10/103 Clerk’s Notices
o Broadband Survey – leaflets were distributed on this demand survey from WCC.
o Worthys Festival – the latest leaflet from the organising committee was distributed.
PC/10/104 Chairman’s Notices
o Councillor Vacancy – Cllr White shared with members the options for filling the vacancy resulting from the resignation of Cllr Warrener.
PC/10/105 Any Other Business
o Remembrance Sunday - Cllr Sign highlighted the need to order a poppy wreath for the chairman to take to the service. Action – the clerk
