Minutes of the Meeting held on Monday, 18th January 2010
at 7.30 pm at Kings Worthy Community Centre, Fraser Road, Kings Worthy

PC/10/01 Apologies

Apologies were received from Cllr D-M Cox and County Councillor J. Porter

Cllr Warrener welcomed the City Councillor, PC R Tebb and the members of the public to the meeting.

 

PC/10/02 Minutes of the Parish Council Meeting held on 16th November 2009


The minutes were agreed as a true record and signed by the Chairman, Cllr Warrener.

 

PC/10/03 Matters arising from the Parish Council Meeting on 16th November 2009

(PC/09/112) Hydraulic Ram – Cllr Sign drew attention to the presentation of model hydraulic ram to be held at the Church Rooms on 23rd January 2010 at 2pm.


(PC/09/112) Forbes Road – Cllr Warrener commented that Councillor Jackie Porter was following up on the condition of Forbes Road following the road repairs. The Clerk is to contact her to see if she raised the matter at the Hampshire Highways meeting.


(PC/09/115) Climate Change – Cllr Welstead said that he now has a group of four people to form an initial working party. He asked the PC if he could use the meeting room free of charge for the meetings. It was agreed that he could do so initially.


(PC/09/118) ‘The Mystery of Christmas’ – Cllr Warrener commented that it had been a successful and well attended event.

PC/10/04 Reports from Police/County Councillor/City Councillor/School Governor/Parish Councillors

Police ReportPC Tebb presented a written and verbal report covering the previous two months.


PC Tebb said that he had made enquiries about the extension of the Alcohol Exclusion Zone to cover Kings Worthy. WCC indicated that it did not intend to include Kings Worthy, or to extend the AEZ at this time. The police are monitoring the situation.

 

PC Tebb commented that crime/incidents in the area are low despite the dark evenings. The police are currently making people aware of ‘letter box access’ whereby individuals are stealing car keys left near to the front door via the letter box.

 

PC Tebb is to hold beat surgeries once a month on a Sunday afternoon, the first to take place on 24th January 2010. He will place posters on the notice boards advertising the dates. Police will attend to take reports and offer crime prevention advice. Cllr Warrener offered the use of the meeting free of charge to encourage the activity.

 

County Councillor Jackie Porter – Cllr Porter did not attend but provided a report which was circulated to councillors.

 

Grit bins – The recent heavy snow has meant that there was now an urgency for the grit bins to be installed, which should be this week. Cllr Porter had arranged for snow ploughs to go along Ramsay Road and Forbes Road and also along Church Lane and Nations Hill.

 

The leader of HCC Ken Thornber had announced on the radio that grit bins would be made available free of charge to councils. Cllr Porter had previously supplied details of the gritting regime, and members expressed concern at the number of roads that had remained inaccessible during the heavy snow period.


Barton Farm – Cllr Warrener and Cllr Gordon had attended the Barton Farm meeting held by Headbourne Worthy Parish Council (HWPC) at which Cllr Porter spoke. KWPC have objected to the development siting traffic issues and that the area is not comparable with a similar development Carla Homes are using as an example to support the application

.
Cllr Warrener proposed supporting HWPC objections to the scheme.


Itchen Valley Scheme proposal
– It was agreed not to raise any objection to proposal to tarmac a short section of path to link Fraser Road to the car park of Post Office.

 

City Councillor Robert Johnston – Cllr Johnston provided a written report which was circulated to members.


Barton Farm – Cllr Johnston drew attention to the Barton Farm application, and that he believes it will eventually be considered by the Secretary of State.


Weather related issues
– Cllr Johnston commented that there had been difficulties with the bureaucracy between HCC & WCC with the grit bins. Also, there were difficulties with refuse collections. Cllr Warrener commented that he had written to congratulate WCC on the regular updates with regard to the collections.


Community wardens – Cllr Johnston commented that although the outlying villages contributed to the cost of the wardens, they are only used in the city centre. He suggested it would be appropriate if the Parish Council asked if they could also patrol Kings Worthy.

 

Cllr White – School Governor’s Report – Cllr White presented a verbal report outlining the activities undertaken at the school which included a fund raising event, Christmas concert and a school trip. They are using the hall for PE teacher training, which raises funds and children can participate.

Parish Councillor meetings attended
Cllr Smithers – WCC’s Local Development Framework meeting which deals with the infrastructure strategy. He has obtained information and maps, some of which relate to Barton Farm, which he will present to the Parish Plan Committee and then to the Parish Council. Cllr Smithers is particularly concerned that Kings Worthy facilities will be used by the surrounding areas yet the maintenance costs will fall to KWPC.

PC/10/05 Parish Plan update – Cllr Smithers

Cllr Smithers commented that they had a major breakthrough and a very successful meeting before Christmas and had compiled a questionnaire. They are carrying out a sample 10% of the population, which is 400 copies, and will be distributed to local organizations and groups. An article is to go on the Website about the consultation.


The next meeting will be on 4th February 2010. Cllr Warrener expects to attend as he was unable to make the last meeting.

PC/10/06 Public Question Time

The Parish Council was asked if they intend to install a playground on Church Green. Cllr Sign and Cllr Marshall outlined the position with regard to the lack of funding at present to undertake the work. Although it was included in the 106 Agreement as an option it will be considered in order of priority with other demands.

 

The funds available are presently allocated to other projects where a greater need is considered a higher priority, such as the kick-about pitch at Eversley Park to cater for teenagers. If the funds become available a consultation exercise would need to be undertaken and the local residents views considered. The public were thanked for their attendance and comments.

PC/10/07 To receive the Minutes of the Sub-Committees:


The Minutes of the following Committees were received and discussed.

Planning Committee25th November 2009


The Minutes of the meeting were presented by Cllr Gordon, Chairman of the Committee

(P/09/137) Village 30mph Limit – It was discussed that any decision the PC makes must reflect the views of the residents. Cllr White commented that a travel plan consultation through the primary school had been undertaken, and she will report the result to the February meeting.

 

Cllr Smithers is including views on traffic issues in the Parish Plan consultation. It was also discussed that a consultation undertaken previously by the PC in its Newsletter had received a very low response.

 

(P/09/140) Committee Responsibilities – It was proposed and agreed that the tile of the committee should be changed to ‘Planning and Highways’.

 

Recreations & Amenities Committee – January 2010


The meeting was cancelled due to the bad weather. Cllr White suggested that rather than cancel meetings they should be postponed and rearranged for nearer the time.

 

Finance Committee16th December 2009 & 13th January 2010


The Minutes from the meeting were presented by Cllr Warrener, Chairman of the Committee.

 

16th December 2009
(F/09/118) Electrical testing – It was agreed that the electrical testing should have taken place at the cost of £395. The Clerk commented that a report and certificate is to follow the test.

 

13th January 2010
Cllr Gordon commented the minutes were Draft minutes and other than the item on the precept and budget they should not be presented. The Clerk commented that all minutes presented were Draft and brought back to the next meeting for agreeing and signing.


(F/10/06) Budget & Precept Recommendations 2010-2011 & Grant Applications – The recommendations were agreed.

Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks

 

PC/10/08 Precept and Budget Recommendations for 2010-2011 and Grant Applications

It was proposed and agreed to apply for a Precept of £109,640 and set a Budget of £119,090.

PC/10/09 Chairman’s announcements

Bad weather – Cllr Warrener commented that the bad weather had meant there had been some staffing problems in the Parish Office and ideas were being considered how to address this in the future, such as the purchase of a laptop computer.

 

Cllr Gordon proposed looking at the computer system and back-up, and to employ a professional to assess the situation. The Clerk commented the computer uses a small amount of the available memory and is backed up regularly onto a USB Memory Stick.


WCC Budget Meeting – 27th January 2010 – Cllr Warrener is to attend.


Stagecoach buses – Cllr Warrener had received two complaints about Stagecoach buses regarding the timing and the rudeness of a driver. Cllr Warrener had acknowledged the complaints and agreed that they should be addressed.

PC/10/10 Clerks’ Report & Notice of Correspondence Received

The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.

 

Annual Parish Meeting – The Clerk asked that the Council consider if they would like to invite a speaker to the meeting on the 11th May 2010. It was suggested by members that tea and coffee could be served at the meeting to encourage the public to attend.

PC/10/11 Any other notices

Bad weather and grit bins – It was discussed that there had been more grit bins in the village some time ago and they had been removed, but it was not known why or where they had been taken. It was proposed that the PC should keep a record of the grit bins in the village – a list should be obtained from WCC.


Buses – Cllr Smithers commented that bus routes in the bad weather varied between bus times from one hour to the next. He agreed it was good to alter the routes but that they should remain for a period of time so people did not miss the bus.


St Mary’s Church Fete – Cllr White asked that Councillors consider if they wish to have a stall at the fete in May 2010.
