Minutes of the meeting held on Monday, 15th November 2010
at Kings Worthy Community Centre, Fraser Road, Kings Worthy

 

Present:

Councillors:  Sarah White [Chairman], Kirstie Andrew-Power, Bob Barnes, Terry Bohle, Ian Gordon, Malcolm Prince, Mandy Read, Rosemary Sign, Judith Steventon Baker and Denis Welstead

PC/10/107 Apologies

Apologies for absence had been received from CCllr Robert Johnston.

Cllr White reported that a letter had been received from David Young resigning from the Parish Council.

 

Notices had been placed on the notice boards indicating that there are two vacancies. It was also agreed that assuming that a bye-election was not called that we would write to all 5 of the previously unsuccessful candidates to see if they would like to put themselves forward again

 

PC/10/108 Public Question Time

None

PC/10/109 Reports from Police/County Councillor/City Councillor/School Governor/Parish Councillors

o Police Report – PC Robin Tebb submitted the monthly report [Copy attached].

 

The overall total of incidents had again decreased compared with the previous month. He highlighted the instances of criminal damage and also those of theft, particularly of dogs.

 

The monitoring of traffic speeds on Springvale Road and Lovedon Lane had shown that 85% of drivers remained within the 40mph limit.


o County Councillor – there were no items to report from Jackie Porter.

o City Councillors Report – Jane Rutter presented the monthly report from herself and Robert Johnston. [Copy attached]

 

She shared with members the progress being made on the Worthies Festival.


Cllr White indicated that our insurance company were only able to cover events which were organised directly by the PC.

 

Members were asked to nominate tasks for the Community Payback Scheme.

o Parish Plan – Cllr Prince updated members on the progress to date. The questionnaire had been signed off and the distribution to each household will commence this week.

 

Cllr Gordon had arranged to meet with the Derek Smithers to discuss sharing information for the "Blueprint" initiative. Cllr Steventon Baker is to gain feedback from the Friday Coffee Meeting.


o School Governor's Report – Cllr White reported that interviews were being held this week for the position of head teacher.

 

The trial of sending school parent letters by email had proved to be a success.

 

An initiative of pupil "learner of the week" had been introduced.

 

PC Tebb had visited the school.

 

o Parish Councillors

Winchester Area Community Action [WACA] – the notes on the recent meeting from Cllr Steventon Baker had been circulated to members.

Parish Policing Partnership Forum
– this had been attended by Cllrs Barnes and Gordon, and the minutes circulated to members.

 

Public Transport Meeting 16 November 2010 – Cllr Barnes is to attend this meeting and had circulated his notes on the bus services to other districts compared with Kings Worthy which he is to present to the meeting. He was asked to specifically query why we have a lesser late bus service than other similar sized communities.

Hampshire Association of Local Councils AGM
– Cllr White and the clerk had attended this meeting. We were awarded third place for our website. Membership fees for the coming year are to be increased by 8%. Nominations are to be sought for a village agent to act as an interface with the statutory authorities.


Winchester Villages Trust – Cllr Sign had attended the recent meeting and asked members to nominate parishioners in need.


Elderly Persons Meeting – Cllr Steventon Baker had attended a seminar in London.

 

Worthies Festival – Cllr Prince confirmed that festival events were to be held on Church Green, Eversley Park and the Green on Fraser Road. They are to include a car rally, pet show, fun run, football tournament and concert.

PC/10/110 Appointment of Vice-Chairman

One nomination had been received for Cllr Prince – proposed by Cllr White and seconded by Cllr Sign

 

The clerk circulated ballot papers – there were 10 votes in favour and 0 against.


Cllr Prince was duly elected Vice-Chairman of the Parish Council.

PC/10/111 Minutes of the Meeting held on the 18 October 2010

The minutes were agreed as a true record and were signed by Cllr White.

 

Cllr Andrew-Power suggested that draft minutes should be posted on the website after initial agreement with the chairman and vice-chairman of the meeting.

 

All members agreed that this would assist communications.

PC/10/112 Matters arising from the Minutes of 18 October 2010

o PC/10/101 Standing Orders – this item had been deferred to January while further advice was sought from HALC on the election procedure.

PC/10/113 To receive the Minutes of the Sub-Committees:

 

The Minutes of the following Committees were received and discussed.

o Planning and Highways Committee26 October 2010

 

The minutes of the meeting were presented by Cllr Gordon

Cllr Barnes had been appointed Vice-Chairman

CClr Brian Collin had attended the meeting to brief members on the "Blueprint" initiative.

Cala Homes had won their appeal on Barton Farm. Both Churchill Close and Willis Waye were experiencing difficulties with the builders. Cllr Gordon is to speak at the WCC Development Control Committee on the proposals for Abbots Worthy House.

 

Cllr Sign expressed her concerns regarding the approval of the proposals for 50 Lovedon Lane. A general discussion took place around the idea of councillors not taking unilateral decisions on behalf of the council regarding any committee or the full Parish Council.

 

Cllr White suggested that matters, requiring an urgent decision should be made by the chairman/vice-chairman of the committee concerned, but if possible would be circulated to other committee members for consideration.

 

Regarding planning applications in particular the matter was referred back to the Planning Committee to decide how best to manage this kind of situation.

 

Cllr Welstead expressed has concerns regarding the vehicles mounting the grass outside Tesco Express. Action – the clerk

 

o Recreation and Amenities Committee 4 November 2010

 

The minutes of the meeting were presented by Cllr White.

 

Members agreed that the lowest quotation for the painting of the railings around the Fraser Road Playground should be accepted and that replacement fencing should be deferred.

 

The deliveries of the Autumn Newsletter had been completed.

 

A programme of maintenance for the seats in our recreation areas was being considered. The contract for the emptying of dog bins had been awarded to Swansborough from the 1 January 2011.

 

The cycling to school trial on the paths at Eversley Park had been extended indefinitely.

o Finance Committee10 November 2010

The minutes of the meeting were presented by Cllr Prince, together with his briefing paper [copy attached].

 

The figures for October had yet to be finalised, however there is a projected underspend of some £5,000 due to the vacant clerk post. Projects being considered for funding are the youth shelter and TV screen & laptop computer for presentations in the committee room.

 

Members discussed the funding of computer paper and print cartridges for the printing of PC documents at home. The clerk was asked to investigate. Action – the clerk

PC/10/114 Byelaws

Members approved the revised byelaws and the clerk was asked to progress them with Hedley's. Action – the clerk

PC/10/115 Community Communications

Cllrs White and Andrew Power shared with members the progress achieved since the last meeting with news items being released on a weekly basis. The feedback had been encouraging. Cllr White will circulate the revised team changes with the resignation of Cllr Young. Action – Cllr White

PC/10/116 Clerk's Notices

None

PC/10/117 Chairman's Notices

o District Association of Local Councils – Members decided to defer the appointment of a representative to this association due to the resignation of Cllr Warrener until we were notified of the next meeting of this body.


o Chairman's Christmas Drinks – this was arranged for the evening of the 6 December 2010.


o Staff Appraisals – these are scheduled to be undertaken in January for the deputy clerk by the Chairman and Vice-Chairman and for the clerk and deputy clerk in April.

PC/10/118 Any Other Business

o Mystery of Christmas - Members agreed to the request from Cllr Welstead that a tent be pitched on the Green at Fraser Road as part of this event.


o Springvale Stores – Cllr Read outlined the problems being experienced by the owners with offers of assistance. Members agreed that an item should be included within the news release warning others to be cautious with such offers. Action – Cllr White

PC/10/119 Date of Next Meeting

The next meeting was arranged for 7.30 on the 17 January 2011.
