Minutes of the Meeting held on Monday, 15th February 2010
at 7.30 pm at Kings Worthy Community Centre, Fraser Road, Kings Worthy

PC/10/13 Apologies

Apologies for absence had been received from Cllrs Sign and Welstead

PC/10/14 Public Question Time

  • 30mph Limit - Cllr Warrener received the petition on the 30mph Limit from Sophie Johnstone. He thanked her for her considerable efforts. The petition will be sent to HCC who are responsible for such matters.

Another member of the public indicated that he had endeavoured to start a petition to retain the existing 40 mph limit.

 

Members agreed that Abbots Worthy should be included in any initiatives and that the issue be included within the parish plan. Cllr Cox indicated that any limit is only as good as its enforcement.

  • Lunways Inn Basingstoke Road Development – Mike Cunliffe shared with members the plans for a church on the site to accommodate some 650 people.


PC/10/15 Minutes of the Parish Council Meeting held on 18th January 2010

The minutes were agreed as a true record and signed by the Chairman, Cllr Warrener.

PC/10/16 Matters arising from the Parish Council Meeting on 18th January 2010

 

  • PC/10/03 Forbes Road – It was regretted that no progress had been made on re-surfacing Forbes Road. Members agreed that a joint letter from Jackie Porter and ourselves should be sent to HCC. Action – CCllr Porter/the clerk

  • Grit Bins – Cllr Warrener informed members that the bins were in place on Ramsay Road, Forbes Road and Castle Rise.

  • Finance Committee Minutes - 13 January 2010 – Cllr Warrener reported that the WCC Monitoring Officer had indicated that the minutes could be signed with a caveat added to the disputed minute. Action - Cllr Warrener


PC/10/17 Reports from Police/County Councillor/City Councillor/School Governor/Parish Councillors

Police Report – PC Tebb circulated to members his report for the past month. He outlined the detail of the nine reported incidents. He was also investigating complaints of motorcycles on Top Field.

The first beat surgery had been held on the 24 January 2010 and will continue on a monthly basis. A suggestion box had been placed in the foyer of the KWCC for parishioners.

  • County Councillor Jackie Porter – CCllr Porter circulated a written report to members. She was delighted to report that the youth club had held its first meeting in Tubbs Hall today.

The speed limit “flashing signs” were scheduled to be in the village shortly.

  • City Councillor Stan Howell – Cllr Howell gave a verbal report to members.

    WCC were confident that the redevelopment of the Silver Hill area will proceed, despite Thornfield Properties going into receivership. It may give the opportunity for an alternative scheme to be considered.

WCC were liaising closely with Network Rail on the bridge closures.

 

Both HCC and the Highways Agency had objected to the latest proposals for Barton Farm.

  • School Governor’s Report – Cllr White circulated information to members on the school travel plan. The graphs consolidated the results from the survey giving details of parents present travel arrangements and their thoughts on alternatives.

  • Parish Councillors – Cllr Warrener shared with members the conclusions from his attendance at the Winchester Road Safety Committee and the WCC Budget meeting. The minutes of the meeting would become available to councillors via the Parish Office

PC/10/18 Parish Plan

Cllr Smithers updated members on the progress of the Parish Plan.

 

The pilot survey of parishioners had received a poor response. There were some concerns that persons living outside of the parish had completed forms; however the project team considered these not to be significant. The major survey will be undertaken in June 2010. Cllr Smithers was keen to incorporate initiatives such as the school travel plan.

PC/10/19 To receive the Minutes of the Sub-Committees:


The Minutes of the following Committees were received and discussed.

Planning and Highways Committee27 January 2010

The minutes of the meeting were presented by Cllr Gordon;

  • Woodhams Farm – the applicant had declined the invitation to share with members the proposed development of 5 no. wooden chalets for recreation use.

  • Barton Farm/11 Court Road – Members had objected to both of these developments.

  • Liaison had taken place with Network Rail on the proposed bridge closures and the police on the parking of contractor’s and resident’s vehicles.

Recreations & Amenities Committee4 February 2010

The minutes of the meeting were presented by Cllr Marshall;

  • Members had declined the invitation from BT to purchase the telephone kiosk in Springvale Road.

  • Headbourne Worthy PC had agreed to contribute their open space funds towards the All Weather Pitch. A member of their PC will be on the project team.

  • The tender documentation for the Grounds Maintenance Contract had been sent to four contractors to be returned on or before the 25 February 2010.

  • A litter pick has been arranged for the 20 March 2010.

Finance Committee – 10 February 2010

The minutes of the meeting were presented by Cllr Warrener;

  • A working party is to be established to undertake an internal audit review and risk assessment. Cllr Young outlined the preliminary work already undertaken.

  • A review of the parish office computer system is underway.

The recommendations contained within all the minutes were agreed and are subject to follow up checks by councillors and clerks

 

PC/10/20 Review of Standing Orders

Members deferred this item to the next meeting to allow for copies of the existing standing orders to be circulated. Action – the clerk

PC/10/21 Chairman’s Notices

  • Hampshire Association of Local Councils – Cllr Warrener update members on the proposals from the local organisation [HALC] to separate from the national organisation [NALC].

  • Winchester Village Community Shop Grant – Springvale Stores and Post Office – Cllr Warrener had sent a letter of support to WCC. Members agreed that an article be included within the next newsletter encouraging parishioners to support the local facilities within the village.

  • Chairman’s Drinks and Nibbles – Members agreed that this cancelled Christmas event should be re-scheduled towards the end of March 2010.

PC/10/22 Clerks’ Report & Notice of Correspondence Received

 

  • Training Courses – details of various training courses had been received from HALC and were available to members in the parish office.

 

PC/10/23 Other notices

 

  • Church Green Play Equipment – Members referred the flyer circulating to the next meeting of the R&A Committee. Action – the clerk

PC/10/24 Date of Next Meeting

The next meeting was arranged for 7.30 pm on the 15 March 2010.

The meeting closed at 9.30 pm
