RA/09/52 Apologies for Absence

Apologies for absence had been received from Cllr Welstead. Cllr Cox did not attend. Cllr Sign welcomed the Chairman of the Parish Council, Cllr Warrener, to the meeting and also Cllr Young who is joining the Committee.

RA/09/53 Election of Chairman and Vice-Chairman

Cllr Sign was elected chairman being proposed by Cllr White and seconded by Cllr Marshall. Cllr Marshall was elected vice-chairman being proposed by Cllr Sign and seconded by Cllr Warrener.

RA/09/54 Public Question Time

None

RA/09/55 Minutes of the Meeting held on 7 May 2009

The minutes were agreed as true record of the meeting were signed by Cllr Sign. Cllr Sign indicated that the June meeting had to be cancelled as it was not quorate and had no business to discuss.

RA/09/56 Matters Arising from the Meeting of the 7 May 2009

 

  • RA/09/46 The Green – the clerk was asked to chase Scandor to undertake the mulching of the flower beds. Action – the clerk

  • RA/09/47 Church Green – Cllr Warrener asked the clerk to chase WCC on the disabled access to the area. Action – the clerk

  • RA/09/48 Newsletter – Cllr Sign thanked Cllr White for the success of the display at the village fete. Members agreed that consideration should be given to combining the gazebo with the one for the parish plan next year and also offering a fruit punch to attract villagers to the stall.

 

RA/09/57 Burial Ground – Registrar’s Report

Members noted the registrar’s report on the burial ground.

RA/09/58 Parish Plan – Climate Change

Cllr White shared with members the potential duplication of endeavours from Cllr Welstead on items such as car travel, recycling etc with the parish plan committee. It was suggested that Cllr Welstead join the working party looking at these issues. Action – Cllr Welstead

RA/09/59 Website Management

Members agreed that with the resignation of Cllr James, that the management of the web-site should come back to the parish office. The clerk was asked to clarify the design of news items with Dennis Curling. Action – the clerk

RA/09/60 Project Updates

The clerk tabled a project status report [Copy attached].

  • Eversley Park – All Weather Court – a quotation had been received for the fencing. The quotation for the re-surfacing was still awaited. Members asked the clerk to contact WCC for recommended consultants to advise on the re-surfacing. Action – the clerk

  • Eversley Park – Entrance Improvements to the Bottom Football Pitch
    Supplementary quotations had been received for the re-tarmacing of the lower part of the car park. These are to be forwarded to the WCC Drainage Engineer for verification. Action – the clerk

  • Eversley Park – Youth Shelter – Members supported the choice of youth shelter; however they considered that until the balance of the open space funding had been clarified, no further progress could be made.

    Church Green – Cllr Sign reported that the project was virtually complete, except for signage. The clerk updated members on the progress of the commemorative hydraulic ram pump.

  • Equipment for the Over 60’s – Cllr Marshall reported that the equipment had remained closed to the public until the instruction board was in place and Wicksteed had resolved the problems with the positioning of the equipment. The clerk was asked to contact the mayor’s secretary to make arrangements for an official opening. Action – the clerk

 

RA/09/61 Newsletter

Cllr White agreed to compile the next newsletter.

RA/09/62 Clerks Notices

  • Ground Supervisor’s Report – Members accepted the latest report from Kelvin Mason.

  • Eversley Park – Football Pitches – Requests had been received from three teams wishes to use the facilities for next season. Members agreed in principle; however they asked the clerk to check with the Grounds Supervisor that the pitches would not be over-played. Action – the clerk

  • Worthies YFC – Funding Request – a request had been received for the funding of equipment from the Open Spaces Fund

Under the Code of Conduct Cllr White declared a prejudicial interest in the Worthies Youth Football Club and left the room.


Members regretted that they were unable to agree to the request due to the lack of monies in the Open Space Fund. Cllr Sign suggested that they may wish to bid for parish funding in the next financial year.

RA/09/63 Chairman’s Notices

  • Grounds Maintenance Contract – Cllrs Sign reminded members that the contract was due for renewal at the end of the year. It was agreed that Kelvin Mason should be closely involved with compiling the specification and the selection of the successful contractor.

  • Budget 2010-11 – Cllr Marshall suggested that members consider bids for the next financial year.

 

RA/009/64 Date of next meeting

The annual walkabout is to take place on the 6 August 2009 at 6pm starting from the parish office. The clerk was asked to invite all parish councillors. Action – the clerk


The next meeting was scheduled at 7.30 pm on the 3 September 2009.

The meeting closed at 9.27pm.
