P/09/108 Apologies for Absence
Apologies for absence had been received from Cllrs Gordon and Welstead.
P/09/109 Public Question Time
The one member of the public shared with councillors his proposed planning application to erect a dwelling to replace the static caravan at Lovedon Farm on Lovedon Lane.
He answered questions on the positioning of the dwelling on the site and its design, together with environmental issues on water harvesting etc.

There were no nominations for this position.

The minutes were agreed as a true record of the meeting and signed by Cllr Warrener.
P/09/112 Matters Arising from the Meeting of the 9 September 2009
- P/09/104 - Ramblers 2 Park Lane – Cllr Cox highlighted that considerable refurbishment work had been undertaken at the adjacent property.
- P/09/106 11 Court Road – the clerk indicated that the developer was keen to give a presentation to councillors. Members agreed that he should be invited to the next PC meeting on the 19 October 2009.
- P/09/106 37 Willis Waye – a letter had been received from the chairman of Headbourne Worthy PC congratulating us on our submission on this proposed development

P/09/115 Enforcement Notices advised since the last meeting
The clerk had circulated the latest listing from WCC.
Members asked that - 08/00252/WKS – 70 Fraser Road – be highlighted with WCC as they considered that the work undertaken had improved the situation and were surprised to see it still on the listing. Cllr Warrener indicated that he did not perceive any problems with the development in the first place.
The clerk had received a complaint regarding – 08/01647/FUL - 17 North Road - Replacement double garage – whereby the development did not conform exactly to the approved plans. He had referred the matter to WCC, who classed it as a minor amendment and were not minded to take any further action.
P/09/116 Clerk’s Notices
- 09/00937/FUL - 122-128 Lovedon Lane – the developer had requested comments on the proposed lighting for this development. Members agreed that this should be referred to HCC who act as our agent on such matters. Action – the clerk
P/09/117 Chairman’s Notices
- 09/01407/FUL – 37 Willis Waye – Members agreed that a letter should be sent directly to all members of the WCC Planning Development Control Committee detailing their concerns regarding the unacceptably high levels of continuous noise from the A34 adjacent to this proposed development.

Cllr Warrener acknowledged Cllr Jacobs contribution into our response to this application.
The clerk was also asked to respond to the email from Stuart Jones indicating our response to this development and our intention to speak at the WCC PDC Committee. Action – the clerk
P/09/118 Date of next meeting
The next meeting were arranged for 7.30 pm on the 28 October 2009. Cllr Sign gave her apologies for this meeting.
Members agreed with the suggestion from Cllr Warrener that a note should be added to all future agenda’s under Public Question Time that “this is the only time that the public are able to speak”. Action - the clerk
