P/09/11 Apologies for Absence
There were no apologies for absence.
P/09/12 Public Question Time
The following prospective applicants gave presentations to the Committee and answer questions from members;
- Mr N Holmes and Mr S Reid of Quayside Architects on the revised development at 122-128 Lovedon Lane. The proposals are now based on a development of affordable housing of 1/2 bedroom flats and 2/3 bedroom houses. The number of dwellings has increased from 19 to 31.
- Mr R Waite on the development of eight dwellings on the site of two bungalows at Hilmarton and Temberlaye, Edinburgh Road.
P/09/13 Minutes of the Meeting held on the 26 November 2008
The minutes were agreed as a true record of the meeting and were signed by Cllr Gordon.
P/09/14 Matters Arising from the Meeting of the 26 November 2008
- P/08/97 155 Springvale Road – Cllr Gordon updated members on the application for 155 Springvale in that he attended the WCC Planning Committee meeting and spoke giving KWPC reasons for objections. He outlined some of the facts that came from that meeting. He also advised members that a revised scheme is being considered with access from Willis Waye.
- P/08/97 ID Badges – Cllr Warrener sought clarification on the details of the labels to be fixed to the reverse of each badge and Cllr Welstead the arrangements for those who missed the photography session.
- P/08/101 The Pastures – Building Work – Cllr Sign expressed her concerns regarding the parking of builder’s vehicles on the road. Cllr Gordon agreed to investigate. Action – Cllr Gordon

Parish councillors consider that a planning condition has deliberately been ignored on this application and therefore wish to OBJECT. However strictly on planning issues for the application as presented, they object because:
• Nothing has changed since WCC issued its decision on the garage
• We understand that it is contrary to planning policy, as the site lies outside the development boundary and therefore countryside proposals apply which only allow essential new development. If it can be demonstrated that the development is ‘essential’, then we would withdraw our objection.

Parish Councillors have noted the Inspector’s reason for dismissal. We consider that the applicant will have satisfied his concerns regarding the view from the A33. We have also noted that the double garage has been deleted.
However, from the details on the drawings, for the dwelling itself, we have made an assessment and this does not indicate that the application resolves the perceived problem of being a ‘substantial addition’ and ‘substantially adding to its bulk’.
This is because it would appear that the increase in size remains ‘close to 50%’. Unless it can be demonstrated that the increase is less than our assessment, and thought to be in line with the Inspector’s findings, then we OBJECT to the application.

- Letter from WCC re Environmental Considerations – Members noted the content and Cllr Welstead agreed to draft a clause for the clerk to submit with applications on such issues. Action – Cllr Welstead
- Letter from WCC re E-Planning – Members noted that funding was not forthcoming for equipment associated with the introduction of e-planning. Members asked the clerk to investigate the success of its introduction in other Districts. Action – the clerk
- Copy Letter to WCC from Mr & Mrs J Marshall re Tudor Way – Members noted the enclosed letter from Scottish and Southern Energy regarding voltage fluctuation in the village.
- Copy Letters to WCC from Mr & Mrs Williams re 117 Springvale Road – Members noted the contents which were clearly the responsibility of the Planning and Environmental Services.
- Hampshire ALC Update – HCC Scrutiny of Road Infrastructure and Housing Growth – Views are requested. Cllr Warrener agreed to investigate. Action – Cllr Warrener
P/09/19 Clerk’s Notices
- February Meeting – the clerk informed members that he was unable to attend the next meeting. Members asked that the job-share clerk be approached to cover the meeting. Action – the clerk
P/09/20 Chairman’s Notices
- Format of Meetings - Members discussed the format of meetings and agreed that prospective applicants should limit their presentations and wherever possible provide plans for circulation prior to the meeting. Action – the clerk
- Planning Software - Cllr Gordon indicated that the clerk was investigating software packages which would give members an audit trail of previous applications. Action – the clerk
