P/09/133 Matters Arising from the Meeting of the 28 October 2009
- P/09/122 37 Willis Waye – Members expressed their concerns regarding the procedures adopted at the site meeting held on the 2 November 2009. Cllr Gordon agreed to write to WCC outlining member’s disquiet. Action – Cllr Gordon
- P/09/122 122-128 Lovedon Lane – the clerk reported that he had yet to receive a response from WCC regarding highway improvements as part of this development. Action – the clerk

Parish Councillors consider that a single storey extension would be in keeping with the area, however they again regard this proposal for a two storey extension to be an over-development of the site; overbearing on neighbouring properties; having an undue impact on the adjoining public recreation area; and setting a precedent for similar developments.
The applicant appears to have taken no account of the inspectors report.
They therefore wish to OBJECT to the development. They request that this application is considered by Committee.

P/09/136 Enforcement Notices advised since the last meeting
The clerk had circulated the latest listing from WCC.
P/09/137 Village 30mph Limit
Cllr Welstead outlined the case for reviewing the decision not to implement such a limit on Springvale Road and the advantages that it would bring.
Cllr Warrener expressed his concerns regarding the lack of enforcement where other similar limits had been introduced making them ineffective.
After some discussion the majority of members agreed not to pursue the matter further.

P/09/140 Chairman’s Notices
- Committee Responsibilities – Members agreed to change the title of the committee to “Planning and Highways” and that any associate matters would be raised under chairman’s notices.
- WCC PC Forum Meeting - Cllr Gordon reported back on his attendance at the meeting.
Any planning application can be referred to the Planning Development Control Committee by a PC. Local knowledge and the valid concerns of parishioners were essential in the decision process. Planning Officers can be contacted at anytime for updates on a particular application.
Cllr Gordon is to attend the next meeting and asked members to forward to him areas of concern to raise at that meeting.
Cllr Warrener indicated that there were some improvements to the liaison with PC’s, however there was still much to be improved.
Cllr Jacobs highlighted his concerns with regard to committee site meetings where objectors were barred from the event and there was no summary of objections as a reminder for city councillors.
Cllr Gordon agreed to write to Simon Eden asking that an item be included on the agenda.

- Tesco Express – Cllr Welstead raised the issue of lorries turning on both the curb-side and grass. Cllr Gordon agreed to investigate. Action – Cllr Gordon
- December Approvals – Cllr Jacobs asked for clarification on the approval of applications received during December, where there is no scheduled meeting. Members agreed that Cllr Gordon and the clerk could comment on straightforward applications and that others would be circulated to members for comment and the demand for a meeting would be assessed. Action – Cllr Gordon/clerk
