Minutes of the Meeting held on Wednesday 24 June 2009
at the Kings Worthy Community Centre, Fraser Road, Kings Worthy
Present:
Councillors:
Ian Gordon [Chairman]
Tony Jacobs
Rosemary Sign
Dennis Welstead
Clerk: Barbara Fairbrother
Public: 12
Architects: Quayside Architects (3)
P/09/67 Apologies for Absence
Cllr Warrener and Cllr Cox did not attend the meeting.
P/09/68 Public Question Time
The chairman asked members to deal with the application 09/00909/FUL, as a number of members of the public had attended the meeting with reference to this application.
The members present agreed to this.
Land between 1 and 5 Campion Way 09/00909/FUL – Cllr Jacobs declared a prejudicial interest. Questions and statements were received from the applicants and the public in relation to the application.
Cllr Jacobs left the meeting while the Committee then considered their decision.
It was agreed to Object to the development on the grounds that:
- It is an over-development of the site. The footprint is the same density as the previous application
- The development is too close in proximity to the adjacent properties
- The trees and roots could be adversely affected because of the risk of damage as could the beech hedge mentioned in the inspectors report on refusing the appeal on the previous application. Also, taking into consideration the inspectors report on appeal, it was considered that, WCC should have waited for this before offering advice to the applicants on how they should proceed with a further application.
- The development is not in-keeping with surrounding properties
There were no other public questions.
P/09/69 Minutes of the Meeting held on the 27 May 2009
The minutes were agreed as a true record of the meeting and signed by Cllr Gordon.
P/09/70 Matters Arising from the Meeting of the 27 May 2009
- P/09/59 – Land at Tudor Way – Cllr Gordon commented that two of the houses on the site had been sold and it expected that a planning application will be coming forward, though with a lesser development than previously made.
- P/09/65 – Point Seven Martyr Worthy Road – Cllr Gordon had attended the hearing at WCC, but he was not able to stay long enough to hear the application as its consideration had been delayed, due to the WCC’s agricultural adviser not being scheduled to arrive until 2pm which delayed the programme.

- Willis Waye Development – Cllr Gordon commented that the development of the garage area in Willis Waye and the land to the rear is going ahead. Parsons & Joyce held a public viewing on the proposals on 23 June 2009, at The Cart & Horses, however Kings Worthy PC was not informed. Cllr Gordon wrote to the developer requesting KWPC be included in the consultation. He commented that access to the site would be more suitable via the Cornerways site rather than Willis Waye.
- Nations Hill – Cllr Gordon commented that the gas works was continuing and he would chase Hampshire Highways as they were not following notification procedures adequately.
- Policing matters – Cllr Gordon commented that policing issues are to be included in the remit of this Committee. He will raise concerns about lack of attendance and attention in the village at the next Neighbourhood Watch meeting.
P/09/77 Date of next meeting
