PC/09/87 Apologies

Cllr Warrener welcomed Cllr Howell and PC Tebb to the meeting.
PC/09/88 Minutes of the Parish Council Meeting held on 20th July 2009
The minutes were agreed as a true record and signed by the Chairman, Cllr Warrener.
PC/09/89 Matters arising from Parish Council Meeting of 20th July 2009
(PC/09/78) Councillor meetings attended – Cllr Warrener commented that he had not received the minutes he had requested from the WDAPC and was therefore unable to present a report.
(PC/09/80) Climate Change Action Plan – Cllr Welstead had complied with a request by the R&A Committee and had circulated a report to members. He commented that there is a need to set up a sub-committee. Cllr Smithers commented that the Parish Plan committee had looked into the matter and Cllr White had reported to the R&A Committee.
(PC/09/82) Insulation of Kings Worthy Community Centre – Concern was expressed by members that this had still not been resolved. Cllr Cox commented that she had attended the Tubbs Hall AGM and had met with the the Chairman, Jackie Porter, of Tubbs Hall Management Committee to progress a Memorandum of Understanding. The THMC had agreed to contribute the extra costs caused by the water leakage and to the repair and installation of a monitor costs.
PC/09/90 Reports from Police/County Councillor/City Councillor/School Governor/Parish Councillors
Police Report – PC Tebb introduced himself and presented a verbal report covering the period 15/08/09 – 15/09/09 which included:
2 assaults (which resulted in 2 prisoners)
1 break-in at the take-away
5 incidents of criminal damage
2 damage to vehicles (cars)
2 rowdy and inconsiderates
1 incident of stolen fuel
1 incident shoplifting
1 stolen sign
1 theft of a phone (at a party)
2 injuries to cats
PC Tebb commented that his role will be to get among the community. He will attend parish council meetings, is particularly interested in youth activities and will work with PCSO Sarah Brazier to deliver effective community policing.
County Councillor Jackie Porter – Cllr Porter did not attend but provided a response to an enquiry on grit bins, following a request from Cllr Warrener to look into increased provision in Kings Worthy. The clerk was asked to circulate the email to all councillors.
City Councillor Stan Howell – Cllr Howell presented a verbal report. His report included comments on the repairs currently begun in the High Street in Winchester; the £400,000 available to help local businesses; the ‘negative housing subsidy’ review by the government; the launch of the ‘heritage think tank’ and the memorabilia at football record office.
Cllr Howell also commented he supported the ‘red Friday’ initiative which asks that people wear something red on a Friday to show support for the troops in Afghanistan. This is not to show support for the war, but to show support for the troops.
Cllr White – School Governor’s Report – Cllr White was not present but circulated a written report to members. Cllr Warrener commented he was pleased to see the school’s support for cycling proficiency.
Parish Councillor meetings attended –
Cllr Cox had attended the Tubbs Hall AGM – see previous comments.
Cllr Smithers had attended the ‘Making Transport Work for You’ workshop on 4th September 09, though not as a parish councillor. He commented other parish councillors had attended. The Clerk is to check if the office was notified of the event.
Cllr Smithers commented it was not a particularly good meeting and should have been better. Action: Clerk
Cllr Gordon had attended two meetings – the Neighbourhood Watch meeting at North Walls was also attended by representatives from HCC and the SNP teams. The IAG meeting outlined the restructuring and new style of neighbourhood policing which becomes effective on 1st October 2009.
Cllr Jacobs had attended Headbourne Worthy Parish Council’s Planning meeting to discuss the Willis Waye development in order to consider the concerns by both Parish Councils. Cllr Jacobs will also attend WCC’s Planning meeting.
Cllr Warrener commented that he had received a reply from Jim Pegler in response to his letter to CI Farrell. Cllr Warrener was not satisfied with the response, however, he was very encouraged by the appearance and positive comments by PC Tebb.
Members agreed that Sandra Tuddenham from the Safer Neighbourhood Panels be invited to talk at the October PC meeting. Action : Clerk
PC/09/91 Parish Plan update – Cllr Smithers
Cllr Smithers commented that the progress they had made has been stored on their website.
Also, the Committee were compiling a programme of consultation which involved questionnaires.
They will carry out the questionnaires at places where people frequent or congregate, such as outside Tesco’s and WSSC as well help from the youth worker.
PC/09/92 Carols on the Green – Friday, 11th December 2009
Cllr Welstead commented he had discussions with the Tubbs Hall Management Committee and the event will now be under their aegis.
They will cover the organization and insurance for the event which is to take place between St Mary’s Church Hall and Tubbs Hall. It will include a children’s nativity performance and carols sung around the tree, which will be lit and have a star on top.
Members agreed that PC need not be involved as the event is to be run by THMC.

PC/09/94 To receive the Minutes of the Sub-Committees:
The Minutes of the following Committees were received and discussed.
Planning Committee – 29th July, 26th August & 9th September 2009
Cllr Warrener welcomed Cllr Gordon back after his operation, and presented the Minutes.
(P/09/116) 11 Court Road – Councillors were encouraged to attend the exhibition to be held on 23rd September 2009 at the Cart & Horses PH.
Recreations & Amenities Committee – August walkabout and 3rd September 2009
The Minutes from the meeting were presented by Cllr Sign, Chairman of the Committee.
August walkabout – It was a damp evening for the walkabout, however, it was a worthwhile exercise to look around the village, particularly for new councillors.
(RA/09/70) All weather court – It is uncertain if there will be enough funds to complete this project at the present time but it will remain a priority.
(RA/09/73) Play Area Inspection Report – It was agreed to action the points raised in the report.
Finance Committee – 12th August & 16th September 2009
The Minutes from the meeting were presented by Cllr Warrener, Chairman of the Committee.
(F/09/84) Photocopier – It was proposed and agreed to Option 1, set out at the meeting, should be obtained.
(F/09/88) Audit Commission – A query letter had been received and actioned by the Clerk and Chairman.
(F/09/87) PFI Street Lighting – It was proposed and agreed to continue to be included in the Contract, and to sign the Agreement sent by HCC. Action : Clerk and Chairman
(F/09/89) Open Spaces Contract – It was proposed to proceed with the suggestion to the contractor of extending the current contract to bring it in line with the fiscal year.
Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks
PC/09/95 Chairman’s announcements
Remembrance Day Service – Cllr Warrener, as Chairman, will attend to represent the Parish Council.
Older Drivers Scheme – Cllr Warrener encouraged people over 60 to take advantage of the scheme as it will be of benefit. It now cost £30 to take the course. There is also a Pass Plus course for younger drivers.
Litter pick – Members agreed to Cllr White’s proposal of a litter pick to be carried out in the Autumn and a date is to be arranged.
Over 60s Exercise Equipment – The Mayor opening the park was a successful event, which was followed by a good write up in the Hampshire Chronicle and on their website.
The BBC Radio Solent and the South Today team also highlighted the equipment when they broadcasted from the park on 8th September.
Cllr Warrener was the spokesman and he was interviewed for both broadcasts. Cllr Warrener thanked Cllr Young for the photographs he had provided of the Mayor’s event.
Web-site – Cllr Warrener suggests he act as co-ordinator for the site until a councillor feels able to take it on.
Councillors Attendance at meeting – Cllr Warrener expressed concern at the lack of attendance by councillors at meetings. Cllr Warrener commented he appreciated that they have other commitments but asked that councillors do their best to attend meetings.
PC/09/96 Clerks’ Report & Notice of Correspondence Received
The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.
National Highways & Transport Survey – The Clerk and Cllr Warrener are to complete the survey.

Family Fun Day – Cllr Welstead commented that the fun day on 19th September 2009 on Church Green had been very well attended by around 1,500 people and that it had been a great event for families.
Cllr Sign commented that there had been comments from people assisting at the event that the music had started much too early, and it should only be on for the period of the event.
The R&A Committee had discussed setting up bye-laws for Church Green and the clerk had been requested to process the application.
