PC/09/73 Minutes of the AGM held on 18th May 2009
The minutes were agreed as a true record and signed by the Chairman, Cllr Warrener.
PC/09/74 Matters arising from AGM Minutes of 18th May 2009
(AGM/06/08) Ms E James has resigned from the Parish Council.
PC/09/75 Minutes of the Parish Council Meeting held on 15th June 2009
The minutes were agreed as a true record and signed by the Chairman,

PC/09/76 Matters arising from the Parish Council Meeting on 15th June 2009
(PC/09/67) R & A Committee – Website – It was discussed that news items are not being picked up by members to be included on the web-site. The website should include up-to-date information and relevant news items.
It was proposed and agreed that all web-site postings should go through the Parish Office, and that the Chairman should act a spokesperson to the media.
The Clerk is to write to TLC for guidance on how best to format information to be placed on the website, and to ask if they would attend a meeting to discuss the best way to relay information for publication.
PC/09/77 Declarations of Acceptance – Tony Jacobs & David Young
Mr Jacobs and Mr Young signed their Declarations of Acceptance and provided signed Register of Interest forms. They were welcomed to the Parish Council.
PC/09/78 Reports from Police/County Councillor/City Councillor/School Governor/Parish Councillors
Police Report – The police did not attend or provide a report. The Clerk and Chairman are to compile a letter to send to Inspector Farrell to draw attention to the lack of response received to complaints and reported incidents in the village.
County Councillor Jackie Porter – Cllr Porter did not attend or provide a report.
City Councillor Robert Johnston – Cllr Johnston presented a written report [Appendix 1]. Cllr Johnston also drew attention to the youth event to be held on 15th August 2009 at Tubbs Hall. If anyone has any suggestions or ideas about how to attract more youth involvement would they please let him know.
Cllr White – School Governor’s Report – Cllr White presented a verbal report.
The summer fair had been successful and raised £2,500. Cllr White commented on the various activities that had taken place. The recent Ofsted inspection had produced a ‘satisfactory’ report for the school. The school is committed to improving the issues raised in the report, including writing, maths and assessment of abilities.
Parish Councillor meetings attended – Cllr Warrener had attended the Winchester District Association of Parish Council’s meeting. He gave an outline of the earlier part of the meeting. The minutes of the meeting are not yet available. Cllr Warrener will report in September after they have been published.
PC/09/79 Parish Plan update – Cllr Smithers
Local Development Framework – Cllr Smithers had attended the meeting on 16th June 2009. Few members of the public attended, however he gained information on sheltered accommodation, Barton Farm, demographic structures and the South Downs National Park.
PP Meeting – A member had resigned. It is intended to undertake a pre-consultation questionnaire, such as with the coffee morning, before doing a full parish questionnaire.
Cllr White had reported on Climate Change issues to the R & A meeting.
PC/09/80 Roll of Parish Council on Climate Change – Action Plan
Cllr Welstead commented he had met with Mrs Smith from the Worthys Conservation Volunteers to discuss ways to develop a Climate Change agenda and strategy.
Cllr Welstead is to attend a Climate Change Condensed Course at the Discovery Centre. He will compile a draft of what the PC should and could be doing.
PC/09/81 Public Question Time

PC/09/82 To receive the Minutes of the Sub-Committees:
The Minutes of the following Committees were received and discussed.
Planning Committee – 24th June 2009
Cllr Gordon, Chairman of the Committee had circulated a written report on the meeting to members.
Nations Hill – Cllr Smithers proposed and it was agreed to thank Cllr Gordon for the work he had undertaken to improve the situation with regard to the gas works and traffic management.
Cllr Warrener had also sent Cllr Gordon an acknowledgement of appreciation.
Recreations & Amenities Committee – 2nd July 2009
The Minutes from the meeting were presented by Cllr Sign, Chairman of the Committee.
(RA/09/60) All Weather Court – The quotation received was very much in excess of the funds available. Further quotations are to be obtained.
Over 60s Equipment – A meeting had been held by the suppliers of the equipment, and the contractor still needs to be contacted about the fitting.
The Mayor has agreed to ‘open’ the equipment on Friday, 4th September at 11.00am. This has been timed to coincide with the coffee morning at Tubbs Hall as they had initially contacted the Parish Council to install the equipment.
Finance Committee – 15th July 2009
The Minutes from the meeting were presented by Cllr Warrener, Chairman of the Committee.
(F/09/62) Public Question Time – It was proposed and agreed to look into replacing the water and lighting system in the men’s toilets. Tubbs Hall is to contribute to the costs for the alterations.
It was agreed to include public question time in future meetings.
Insulation of Kings Worthy Community Centre – It was discussed that the insulation improvements had not taken place. Cllr Porter had indicated she would apply for a grant towards the installation, however, this has not yet happened. Members expressed their concern at the length of time it has taken to resolve this. The Clerk is to write to the Secretary of Tubbs Hall to push for progress on this matter.
Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks
PC/09/83 Chairman’s announcements
Newsletter – Cllr Warrener had received a letter, which he read to members, regarding water conservation covered in the newsletter.
BAA Southampton – Cllr Warrener had not attended the recent meeting, but has received minutes which he has left in the Parish Office if anyone wants to read them.
HALC’s update on the Local Government Public Involvement in Health Act 2007 – This was circulated to members for information and to consider the implications for the proposed changes. These include the ability of Councils to appoint members, and the role of co-opted members to a Council.
The Clerk commented it is unclear in the notice of what and how any new regulations will be implemented, however, it would appear that the Act is moving for a more actively elected Council rather than relying on co-opted membership.
PC/09/84 Clerks’ Report & Notice of Correspondence Received
The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.
Vetting & Barring Scheme – The Clerk commented on the notice of the change in law from October 2009 which brings the Scheme into force, and will be run by the Independent Safeguarding Authority (ISA).

PC/09/85 Any other notices
Air Ambulance – Cllr Young asked if other members were aware of the two recent landings. Cllr Cox commented that the helicopter usually lands on the field at the back of the Cart & Horses as it is the nearest safe landing site for the A33.
