Minutes of the Meeting held on Monday, 19th October 2009
at 7.30 pm at Kings Worthy Community Centre, Fraser Road, Kings Worthy

PC/09/99 Apologies

Apologies received from Cllrs MarshaApologies received from HCC Cllr J Porter & WCC Cllr S. Howell.

Cllr Warrener welcomed PCSO S Brazier to the meeting.


PC/09/100 Minutes of the Parish Council Meeting held on 21st September 2009

The minutes were agreed as a true record and signed by the Chairman, Cllr Warrener.

PC/09101 Matters arising from the Parish Council Meeting on 19th September 2009

(PC/09/89) Councillor meetings attended – Cllr Warrener commented that he had now received the minutes from WDAPC and they are available for members.

(PC/09/90) Cllr Warrener suggested and it was agreed to delay inviting S.Tuddenham from the Safer Neighbourhood Panel to the next PC meeting. It is expected the changes being made in policing the area will have a positive impact.

(PC/09/95) Litter Pick – This is to take place on Saturday, 14th November 2009 from 1.30-3.30pm, meeting at Kings Worthy Community Centre.

PC/09/102 Reports from Police/County Councillor/City Councillor/School Governor/Parish Councillors

Police Report – PCSO S Brazier presented a verbal report covering the previous 30 days and included:

2 assaults
2 burglaries
1 incident of criminal damage
2 damage to vehicles (cars)
2 rowdy and inconsiderates
2 suspicious persons
6 thefts
1 theft from a vehicle
1 theft of a motorbike
1 vehicle related nuisance

There were no burglaries from dwellings.

County Councillor Jackie Porter – Cllr Porter did not attend but provided a report which was circulated to councillors.

 

City Councillor Robert Johnston – Cllr Johnston presented a written report which was circulated to councillors. Cllr Johnson highlighted that Barton Farm is again under consideration for development and a leaflet had been circulated by Cala Homes outlining their proposals.

 

Cllr White School Governor’s Report – Cllr White present a verbal report outlining the many activities undertaken at the school. Cllr White highlighted the school is responding to the Ofsted report and is committed to actioning the reports objectives and recommendations.

 

Parish Councillor meetings attended
Cllr Cox had attended the Hampshire Association of Local Council’s AGM and the Parish Council had won the Website 2009 award, which was presented at the meeting.


Cllr Jacobs
had attended the RTC meeting in relation to Willis Waye. A decision on the development is to made following a site visit by the Committee.

PC/09/103 Parish Plan update – Cllr Smithers

Cllr Smithers commented that there had been a lively meeting the previous Thursday as the committee discussed progressing the plan. Cllr White has stepped down from the Steering Committee due to other commitments, though she will help when she can. Her husband has offered to take her place on the Committee. Although it is not essential to have two members from the Parish Council, Cllr Smithers would welcome another councillor joining the Steering Committee.

 

The Committee is working towards agreeing a consultation paper and they will then undertake a questionnaire at various sites in the village. Cllr Smithers is to attend a community workshop on 4th November and the next Parish Plan meeting is on 19th November 2009. Cllr Warrener thanked Cllr Smithers for his work on the plan, and he requested to attend the next meeting.

PC/09/104 Public Question Time

None

PC/09/105 To receive the Minutes of the Sub-Committees:
The Minutes of the following Committees were received and discussed.

Planning Committee 30th September 2009
Cllr Warrener presented the minutes as Cllr Gordon, the Chairman of Planning, was absent from the meeting.


(P/09/112) 11 Court Road – The developers were not able to make the PC meeting and will now attend the Planning meeting on 28th October 2009.

(P/09/117) 37 Willis Waye – A copy of the letter had been circulated. Headbourne Worthy Parish Council have also decided to object to the proposal.

 

Recreations & Amenities Committee – 2nd October 2009
The Minutes from the meeting were presented by Cllr Sign, Chairman of the Committee.
(RA/09/82) Website – Cllr Warrener is to discuss the Website with the Chairman of Headbourne Worthy Parish Council, rather than send a letter.


HALC Award – As Headbourne Worthy PC did not attend the award presentation at the HALC AGM a 2nd presentation will take place at Kings Worthy Community Centre on 27th October 2009 at 11.00am. It will be attended by Mr Steven Lugg from HALC, and the Chairmen and members of the HWPC and KWPC. Photographs will be taken to publicise the award. Cllr Warrener thanked all those involved in the Website and invitations to the event are to be sent to TLC and Ms James.


(RA/09/83) Church Green – It was discussed that the lighting near the church was still not working. The Clerk had spoken to the warden at St Mary’s Church and was informed the matter is in hand. The fault lies on the Church side and will cost a substantial amount of money to repair.


Equipment for the over 60s – Representatives from Thorn Hill had contacted the Parish Council to view the equipment and were very impressed. There continues to be wide spread interest in it.


(RA/09/84) Newsletter – It was agreed to include an item on the increase in thefts in the village.
(RA/09/85) Grounds Maintenance Contract – It was proposed and agreed that the contract should be extended for three months to fall in line with the financial year.

 

Finance Committee14th October 2009
The Minutes from the meeting were presented by Cllr Warrener, Chairman of the Committee.


(F/09/95) Grit bins – Cllr Warrener is continuing to pursue the increased provision of grit bins in Kings Worthy.

(F/09/98) End of Year Accounts – The Audit Commission had issued a Certificate of Audit and raised items on the return. It was proposed and agreed that the Committee and RFO are to address the points raised and respond accordingly.

Notices of completion of Audit are to be placed on notice boards and the Website.

(F/09/99) Swine Flu – It was proposed and agreed that under the ‘Employers Guidelines’ from the Local Government Employees Agency to extend the period of self certification for employees who suspect swine flu should be increased from seven to 10 days.

Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks

 

PC/09/106 Chairman’s announcements

Hydraulic Ram on Church Green – Cllr Warrener informed members that the unveiling of the Ram will take place on 24th October 2009 at 2.30pm. All Councillors are invited to attend. Mr Charles Doble from Green & Carter has been invited to attend the event to unveil the Ram. Refreshments will be served in the Church Rooms.


Forbes Road – Cllr Warrener commented that the repair to the road had not been conducted to a good standard, and the procedures informing residents and bus companies about the repairs had not been adequately undertaken.

 

A letter is to be sent to Mr A Tiffen at Hampshire Highways with regard to the matter. Cllr Porter had indicated that she would be following the matter up as well.

PC/09107 Clerks’ Report & Notice of Correspondence Received

The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.


Small Grants Awards – The Clerk informed the Council that notices are to be placed informing organizations they can apply for a small grant. If Councillors know of anyone who would be interested ask them to contact the Parish Office for details and an application form.

PC/09/108 Any other notices

Tesco’s Community and Charities funding – Cllr Young informed the Council that if there any such projects that Tesco could contribute to they should be aware the Kings Worthy falls into the area covered by the Tesco’s at Winnall.


Liberal Democrats leaflet
– It was discussed that they had included in their leaflet matters that were already being dealt with the Parish Council and a letter is to be sent to the editor with regard to the matters raised.


Climate Change – Cllr Welstead commented that an item had gone in the Church magazine with regard to need to reduce CO2 emissions. Posters on the subject have been placed on Parish Notice Boards and a piece is to be put in Village News. The Clerk is to write to Tubbs Hall about the response to the insulation quotation.
