Minutes of the Meeting held on Monday, 18th May 2009
following the AGM at 7.30 pm at Kings Worthy Community Centre, Fraser Road, Kings Worthy

PC/09/46 Apologies

Apologies received from Cllr J Marshall, Cllr D Welstead, County Councillor J Porter and City Councillors R. Johnston and S. Howell

PC/09/47 Minutes of the Parish Council Meeting held on 20th April 2009

The minutes were agreed as a true record and signed by the Chairman, Cllr Warrener.

PC/09/48 Matters arising from the Parish Council Meeting on 20th April 2009

(PC/09/38) Police Report – Cllr Gordon commented that at the Annual Parish Meeting Chief Inspector Farrell had indicated that problems created on Nations Hill due to gas repairs were a police matter. However, the roadway and pavements are still often blocked and no feedback had been received over action that police had taken on the matter. Cllr Gordon is to notify the Clerk of the name of contact at HCC.


(PC/09/42) Annual Parish Meeting – It was discussed that although the meeting had gone well, the length of the meeting was too long because of the amount of time given over to the length of individual reports.
It was proposed that:

- In future reports need to be shorter, and if possible speakers to provide a written report at least seven days prior to the meeting.


- Refreshments could be served at the meeting.


- Topics raised at the meeting relating to Parish Council matters should not be discussed but referred to the next PC meeting.


- Suggestions for a speaker are considered six months prior to the meeting.
- More publicity is needed.

PC/09/49 Reports from Police/County Councillor/City Councillor/School Governor/Parish Councillors

Cllr White – School Governor’s Report – Cllr White presented a verbal report.


Cllr White commented that pupils are currently taking SATs. It is ‘National Walk to School Week’ and children are taking part in a sponsored cycle ride.


Several pupils are taking their cycling proficiency tests this term.

Police Report – PCSO Brazier outlined the incidents which had occurred over the last month.
Incidents – These include: 1 vehicle nuisance, 1 criminal damage, 1 drug offence, 1 obtaining by deception, 2 rowdy & inconsiderates, 1 nuisance and 2 suspicious persons.


PCSO Brazier encouraged people to ring 101 for a rapid action response by the police if the incident is not an emergency. She also drew attention the ‘Countrywatch’ initiative which is looking at the number of farms and open land incidents that include fly tipping and theft of plant.


Three main matters were raised at the Annual Parish Meeting.


Road works at Nations Hill – Police had attended the scene but PCSO Brazier commented that little can be done to address the matter. She will contact PC Hagger to deal with the matter if it has not been resolved.


Members commented the obstructions were not adequately signed and little provision made for road users and pedestrians.

 

Scramble bikes – The police had received complaints about the bikes and operations were being organized to deal with the matter. They will report back to the PC to results of the operations.

 

Community Website – It was discussed that there should be an exchange of Website details, and that the police could periodically write a bulletin for the PC Website

 

City Councillor Stan Howell – Cllr Howell did not attend due to the local county elections imminent.

 

County Councillor Jackie Porter – Following advice from WCC Cllr Porter did not attend the meeting because of candidacy for re-election imminent.

 

Parish Councillor meetings attended – Cllr Gordon had attended the Planning Meeting regarding the Gleesons application for the Tudor Way development.


Cllr Gordon had also attend the Neighbourhood Watch meeting at North Walls Police Station. He will provide information that can be included on the PC Website.

PC/09/50 Parish Plan update – Cllr Smithers

Steering Group – Cllr Smithers commented that the Rector of St Mary’s Church did not want to be a member of the steering group at this time.


Mrs Smith, a steering group member, is to write an article in the St Mary’s Church Parish Magazine about the Parish Plan.

 

LDF – Cllr Smithers will attend the Local Development Framework meeting on 10th June 2009 to be held at Tubbs Hall.

 

Village Fete – The village fete stand and arrangements are to be discussed at a meeting on Thursday, 21st May.

PC/09/51 Motocross – Planning Application extension and expansion

Members discussed that this application affected South Wonston. The Clerk had circulated information from SWPC regarding a public meeting they had held. Members commented that areas of Kings Worthy and Headbourne Worthy are affected by the levels of noise at certain times, but not to the same extent as South Wonston.

 

It was discussed that farmers are encouraged to diversify and that it is good to provide a facility for motocross. It was considered that there should be a greater police presence to deal with problems of bikers who gather at the area but do not attend the events and to deal with related traffic issues.

 

The PC proposed supporting SWPC in their objection but KWPC will not object to the application.

 

Cllr Gordon proposed writing to Winchester City Council as to why Kings Worthy PC was not consulted, and if there is a possibility of extending the application date so that KWPC can be given the opportunity to consider the matter and respond.

PC/09/52 HCC’s ‘Village 30 Project’ – Speed limits on Springvale Road and Lovedon Lane

The proposal to join the scheme was discussed and it was it was agreed not to participate at the present time. It was discussed that the PC should consider and consult on wider issues of traffic issues, not just speed limits. It was discussed that speed limits can encourage drivers to increase speed once they leave the restricted area.

 

Other issues include parked cars, safe places to cross roads, A33 road junctions with King Worthy and the bridge on Lovedon Lane. It was discussed that highway issues could be included for consideration at the Planning Committee Meeting, who would then report back to the PC on their discussion and findings.


It was discussed that an article could go in the next PC newsletter about traffic related issues and a questionnaire included.


Cllr Smithers commented that traffic issues are also included in the Parish Plan.

PC/09/53 Public Question Time

None

PC/09/54 To receive the Minutes of the Sub-Committees:
The Minutes of the following Committees were received and discussed.

Planning Committee – 29 April 2009
The Minutes from the meetings were presented by Cllr Gordon, Chairman of the Planning Committee.


Cllr Gordon commented on the applications received, comments made by the Committee, and decisions made by WCC.


Barton Farm – Cllr Warrener commented that he had a meeting with Cllr Stephens, Chairman of Headbourne Worthy Parish Council, to discuss the impact of Barton Farm.

 

Recreations & Amenities Committee – 7th May 2009
The minutes from the meeting were presented by Cllr Sign, Chairman of the R&A Committee.

 

(RA/09/47) Church Green – A meeting was arranged for later in the week to ensure that the Green was completed in time for St Mary’s Church Fete to take place there on 25th May.

 

(RA/09/50) WSSC Classic Car Rally – No response had been received to the suggestion made.

Finance Committee15th April 2009
The Minutes from the meetings were not presented by Cllr Cox, Chairman of the Committee, as she wanted to query them with the Clerk.

 

(F/09/45) Eversley Park – It was proposed and agreed that the renovation work to the grounds should be approved at a cost of £2,554.

Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks

 

PC/09/55 Chairman’s announcements

Annual Parish Meeting, 11th May 2009 – Cllr Warrener commented on the matter of the path across Eversley Park which was raised at the meeting. The PC standing orders state that matters once agreed should not be revisited until six months has elapsed (see PC minute PC/09/05).

 

It was agreed that the matter should not have been discussed at the Annual Meeting as it was a PC matter, and that the matter had been resolved with a proposal to the school to widen the existing path.

 

It was discussed that matters raised at meetings by the public should be addressed politely, however, a lengthy discussion should not take place on any issues raised. It was commented that it is not always possible to answer an unexpected query and that the PC should be given notice of questions in order to be able to answer them effectively.

 

Sub-committee meetings – Councillors were asked to attend the sub-committee meetings, of which they are members, whenever possible as other Councillors have to be requested to attend if there are insufficient numbers. It was commented that it is sometimes difficult for Councillors to balance commitments for those who are also members of other organizations

 

Village Fete – Councillors were encouraged to attend and assist with the PC stall if able to do so.

 

Correspondence and Emails – Cllr Warrener commented that all letters and emails on Parish Council matters must go through the Parish Office.

PC/09/56 Clerks’ Report & Notice of Correspondence Received

The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.

PC/09/57 Any other notices

Eden Project – Cllr Cox commented that Abbots Worthy were taking part in the Eden Project national lunch event on 19th July 2009 in Mill Lane, and she asked if Kings Worthy were doing a similar thing.


Church Green – Cllr Sign commented that the landscape work complies with the Disabilities Act as there is a removable bollard if required.
