PC/09/110 Apologies

Cllr Warrener welcomed City & County Councillors, PC R Tebb and PCSO S Brazier to the meeting.
PC/09/111 Minutes of the Parish Council Meeting held on 19th October 2009
The minutes were amended at PC/09/102 from ‘RTC’ to PDC and then agreed as a true record and signed by the Chairman, Cllr Warrener.
PC/09/112 Matters arising from the Parish Council Meeting on 19th September 2009
(PC/09/106) Hydraulic Ram – Cllr Sign congratulated all those involved in the obtaining and installation of the Ram. She thanked particularly the Clerk, Mr Arnett, Mr Brockway, Mr Audsley and Cllr Young.
(PC/09/106) Forbes Road – Cllr Warrener commented that the Council had not received a satisfactory response to the complaints expressed with regard to the road repairs carried out. Cllr Porter was also attending to the matter and said she will raise it at the next Hampshire Highways meeting she attends.
(PC/09/108) Liberal Democrats Leaflet – Cllr Warrener commented a letter and response had been received, however, he still had concerns about organizations that intrude into Parish Council areas of responsibility.
PC/09/113 Reports from Police/County Councillor/City Councillor/School Governor/Parish Councillors
Police Report – PC Tebb presented a written and verbal report covering the previous 30 days and included:
1 non dwelling burglary
2 assaults
3 criminal damage
6 incidents – graffiti, parking issues, suspicious incidents, diesel theft & domestic incident
PC Tebb commented that it is a low crime area with low numbers of incidents. He commented that people should be aware that thieves in other areas are targeting diesel and oil tanks, so to be vigilant in case they move into this area.
Cllr Porter asked if there is a possibility of the Alcohol Exclusion Zone, active in Winchester City Centre, could be extended to Kings Worthy.
County Councillor Jackie Porter – Cllr Porter provided a report which was circulated to councillors and she answered queries raised with regard to highway matters, particularly the A33/Lovedon Lane and the Cart & Horses junctions.
Cllr Porter was asked about the provision of grit bins. She commented that once the location had been decided the order for the bin and the grant application could be undertaken at the same time. Once installed the provision of grit by the Highway Authority becomes automatic. Often parishes opt to remove and store the bins after the winter.
City Councillor Stan Howell – Cllr Howell presented a verbal report. Cllr Howell commented that Hampshire has been recognised as the greenest county in a recent report. He also commented on the Junction 9 on the M3, that it had moved on the Highway Authority list to 16th in priory from in the 40s, on Frances Gardens as a reserved site and on the refurbishment of the Guildhall and change of venue of the restaurant.
Cllr White – School Governor’s Report – Cllr White presented a verbal report outlining the many activities undertaken at the school. Cllr White highlighted the harvest festival, the shoebox appeal and the curriculum evening to explain to parents how maths and reading are taught. The pre-school accommodation is running a bit slow, and work is expected to begin in April 2010 to finish in December 2010.
The governors have sent out a questionnaire about the Travel Plan and had received approximately a 40-50% response. They are in the process of analysing the information to present a report in due course.
Parish Councillor meetings attended –
Cllr Smithers had attended the Community Engagement Workshop. He commented that it was a useful meeting and they have covered consultation methods and some role play sessions. As it was so popular they are going to run another workshop.
Cllr Smithers also attended the Transport Forum and commented it had been very interesting and that the presentations were excellent. He believes that people are trying their best to serve the needs of communities.
Cllr Gordon had attended the Willis Waye hearing and commented that he believes the way it was conducted was appalling. Not enough time was given for representatives to comment and the decision appeared to be a foregone conclusion. Cllr Gordon is to contact Cllr Porter to discuss grounds of dissatisfaction as the highway issues did not appear to be adequately addressed. The matter is to be considered by the Planning Committee.
PC/09/114 Parish Plan update – Cllr Smithers
Cllr Smithers commented that there had not been a meeting since the last PC meeting. The next meeting is on Thursday, 19th November when they will discuss the process of the consultation they want to undertake. Cllr Warrener will also attend the meeting.
PC/09/115 Climate Change – Cllr Welstead
Cllr Welstead had circulated a paper he had written outlining his proposals. He particularly highlighted the affects of carbon emissions and for individuals to be aware of the affects, and to be encouraged, to take action.
Cllr Welstead wants to set up a working group. Members discussed that the group did not have to be all Councillors and that notices be placed on the website and notice boards asking if anyone would like to join such a group.
Members were concerned that people might feel bombarded with information and this in turn could produce a negative reaction. It was proposed that Cllr Welstead should form the group and report his progress back to the Parish Council.
PC/09/116 Public Question Time
The Clerk commented on two correspondences received. A letter had been sent asking the Parish Council to re-consider its position with regard to the speed limits in Kings Worthy. And an email, circulated to members, similarly covered speed limits, particularly on Springvale Road, and commented on the initiative, highlighted in the Parish Council’s newsletter, by HCC of the older driver assessment scheme.
Members discussed the points raised and it was commented that if the speed limits were enforced this would have a positive effect. Cllr Warrener commented that he considered the cost of road signs indicating the speed restriction would not be warranted unless enforcement of the limit was guaranteed.
Also, the Parish Council had not had an overwhelming response from residents who want the speeds in the village reduced. The winter 2007 newsletter asking for residents opinion on speed limits received a very low response rate. Cllr White commented that speeding issues had been raised in the Travel Plan questionnaire, and she would report the results of the questionnaire to the Parish Council when they were available.
Members were supportive of HCC’s older driver assessment scheme and that it is not intended to criticise older drivers but to give helpful advice. Other schemes, such as pass plus, were available for younger drivers.
Replies are to be sent to the correspondents detailing the Council’s response.
PC/09/117 To receive the Minutes of the Sub-Committees:
The Minutes of the following Committees were received and discussed.
Planning Committee – 28th October 2009
The Minutes of the meeting were presented by Cllr Gordon, Chairman of the Committee
(P/09/128) Committee Responsibilities – It was proposed and agreed that areas covered by the committee should be extended and the committee title changed to reflect that. It was also proposed and agreed that a new ‘Terms of Reference’ needs to be written.
Recreations & Amenities Committee – 5th November 2009
The Minutes from the meeting were presented by Cllr Cox, Acting Chairman of the Committee.
(RA/09/93) Headbourne Worthy’s OSF – It was commented that the funds were expected to be used as part of the Top Field project, and there is now some uncertainty about that development. It was agreed that they should be utilised.
(RA/09/96) Litter Pick – It was regretted that due to adverse weather the event was cancelled. It was proposed and agreed to rearrange it to Saturday, 28th November 2009, 1.30 – 3.30pm, weather permitting. Cllr White will advertise the revised event. If the event has to be cancelled again it will re-scheduled to take place in the new year.
Finance Committee – 11th November 2009
The Minutes from the meeting were presented by Cllr Warrener, Chairman of the Committee.
(F/09/108) BT Telephone Kiosk – It was proposed and agreed to investigate the practicality of relocating the kiosk to use it as an information point if the cost is not too far beyond the Budget. The matter is to be considered by the R&A and Finance Committees when more information is available.
RAM Installation & Clerk’s Additional Hours – Cllr Warrener commented that the minutes did not contain enough detail and as a consequence did not indicate sufficiently how the decisions were made. This matter would be dealt with before the next Finance meeting.
The clerk commented that all Committee minutes are necessarily draft minutes at this stage and always subject to ratification at the next meetings.
Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks
PC/09/118 Chairman’s announcements
Parish Council ‘Get Together’ – Cllr Warrener invited Councillors and their partners to attend the event on 21st December 2009. The invitation is also extended to people who have a link with the Parish Council.
The Worthys Tenants & Leaseholders Association – An invitation is extended to Parish Councillors to their Festive Gathering on Thursday, 10th December 2009 at 7.30pm at The Common Room, Harwood Place, Kings Worthy.
Parish Council Matters – Cllr Warrener commented that Parish Council areas of responsibility have been included in political papers. The Council is non-political and not supportive of any particular political party or other organization.
‘Carols on the Green’ now renamed ‘The Mystery of Christmas’ – this event is to take place on 11th December 2009 at 6pm. There will be a torch lit parade and a brass quintet. It is advertised in the Church newsletter and notices and leaflets are to be distributed. Cllr Cox and Cllr Gordon are to assist with the provision of leaflets.
PC/09119 Clerks’ Report & Notice of Correspondence Received
The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.
Henry Beaufort All Weather Pitch – An invitation to the ‘Opening Celebration’ has been received. Cllr Warrener and Cllr Sign will attend the event on Thursday, 3rd December 2009 at 4.30pm.
South Downs Annual Review and Representative nomination – Cllr Cox took the paperwork on this and will return it to the office when she has read it.
PC/09/120 Any other notices
Headbourne Worthy Parish Council – Cllr Smithers suggested that it would be helpful to have a closer relationship with the HWPC and that a Councillor from the two Councils could be invited to attend each others meetings.
Cllr Cox invited members to attend the Martyr Worthy & Abbots Worthy Churches fare on Saturday, 21st December 2009 at 10.30am.
Parish Council and Committee meeting dates – Cllr Marshall proposed and Cllr Sign seconded the meetings dates for 2010.
