Minutes of the Meeting held on Monday, 16th February 2009
at 7.30 pm at Kings Worthy Community Centre, Fraser Road, Kings Worthy

PC/09/12 Apologies

None

PC/09/13 Minutes of the Parish Council Meeting held on 19th January 2009

The minutes were agreed as a true record and signed by the Chairman, Cllr Warrener

PC/09/14 Matters arising from the Parish Council Meeting on 19th January 2009

(PC/09/03 PC/08/113) Adoption of FOI Act – Cllr James commented that the Complaints Procedure link had not been installed.

Cllr Warrener proposed that a meeting should be arranged to discuss laying down procedures and guidance in relation to the Website, and to discuss what should be included on it.

 

(PC/09/06 F/08/99) Identity Badges – Cllr Cox has arranged for the photographers to attend before the meeting in March to take the remaining photographs of Councillors.

 

(PC/09/08) Annual Parish Meeting – Cllr Warrener confirmed with the Chairmen of each sub-committee that they would present a report stating what each committee had done.

 

Carols on the Green – Cllr Welstead commented that there needed to be ownership of the event, which should be the Parish Council. He believes it could be escalated to be a much wider community event.

 

The history of the event was outlined, and it was commented that there should be a working group to organise it. Cllr Welstead said that he is willing to set up the group and will outline the position to St Mary’s Church Parochial Church Council meeting.

 

Cycling provision in schools – Cllr White commented that the school is trying to organize cycling proficiency testing for the children who have to be a minimum of 10 years old.

PC/09/15 Reports from Police/County Councillor/City Councillor/School Governor

Police Report – The police did not attend the meeting or send a report.

 

The Clerk circulated a letter from Chief Inspector Rachel Farrell the new Winchester District Commander. Cllr Warrener is to attend the Police Forum later in the month and will report concerns of the Parish Council.

 

City Councillor S Howell – Cllr Howell presented a verbal report. He highlighted that Henry Beaufort had received the funding for the all weather pitch.

 

Cllr Warrener commented that he had attended the funding presentation, and Kings Worthy Parish Council’s input from the Open Space Fund was acknowledged.

 

The opening of the Winchester Stadium is to take place on 2nd May 2009 and is timed to coincide with the Winchester Sports Festival.

 

Cllr White – School Governor’s Report – Cllr White presented a verbal report. She commented that the school now has a new site manager.

 

The old classrooms are to be painted and the learning resources centre is popular, funded largely by the PTA and fundraising.

 

Flora tokens helped to fund furnishing the food technology room. The school is taking part in ‘The Big Write’ to get pupils to write something every day.

 

The skiing trip had been successful.

 

County Councillor J Porter – Cllr Porter attended and presented a written report which was circulated to all members.

 

Cllr Warrener – Winchester Road Safety Committee – Cllr Warrener gave a verbal report on the matters discussed.

PC/09/16 Parish Plan update – Cllr Smithers

Cllr Smithers outlined that he had attended two further meetings and they had been well attended. This has resulted in eight people who are prepared to be members of a steering group which should also include two parish councillors.

 

Cllr Smithers would like to be a member of the steering group, and if he was proposed to be the Chairman of the group he would be pleased to undertake that position.

 

Cllr White also agreed to be on the steering group, and the Parish Council supported them in their proposal and welcomed their participation.

 

Cllr Smithers said he will inform Steve Lincoln at WCC and Jo Dixon at CAH.

PC/09/17 Public Question Time

Tubbs Hall – The Parish Council was informed by Mrs Jackie Porter as Chair of the Tubbs Hall Management Committee that the cupboards in the Hall will be replaced over the Easter holidays. Mrs Porter mentioned the committee had agreed to install the loft insulation at the Community Centre, and it was discussed this needs installing as soon as possible.

 

Parking issues – A member of the public commented on the poor state of the grass verges as a result of cars driving over them. It was discussed the matter could be included in the Parish Plan to address parking and the provision of parking spaces and verges.

PC/09/18 To receive the Minutes of the Sub-Committees:

The Minutes of the following Committees were received and discussed.

Finance Committee – 11th February 2009

The Minutes from the meetings were presented by Cllr Cox, Chairman of the Committee.

 

(F/09/13) Website – Cllr James commented that she would like a decision on the RSS feed. It was proposed it was included in the Website meeting to be arranged.

 

(F/09/15) Street Lighting PFI – The Clerk circulated the response received from Hampshire Association of Local Councils, which supports Parish Councils participating the HCC PFI.

 

(F/09/16) Accounts – It was agreed that no investment be made in the Money Market this month.

 

Planning Committee – 28th January 2009

The Minutes from the meetings were presented by Cllr Gordon, Chairman of the Planning Committee.

 

Cllr Gordon commented on the applications received, objections made by the Committee, and decisions made by WCC.

 

Recreations & Amenities Committee – 5th February 2009

The minutes from the meeting were presented by Cllr Sign, Chairman of the R&A Committee.

 

Cllr Sign commented on the on the progress of projects.

 

Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks

PC/09/19 Chairman’s announcements

Annual Parish Meeting (APM) on the 11th May 09APM Speaker – The Clerk asked members to consider who could be invited as a speaker for the APM and to email the office with suggestions, with a named person if possible. Two suggestions have been offered so far – a talk on the systems in place on the disposal of waste, or an invitation for a short talk by the police’s new District Commander.

PC/09/20 Clerks’ Report & Notice of Correspondence Received

The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.

 

St Mary’s Church Fete – The Clerk had received a request from St Mary’s Church to use Church Green for their Fete on 25th May 2009. It was proposed and agreed by the Council to grant permission.

PC/09/21 Any other notices

Recycling Centres – Cllr Welstead commented that he would look into arranging a visit by Councillors to local recycling centres if they interested. It was commented that the Parish Council should be aware of, and give consideration to, the acceleration of global warming.
