RA/08/105 Apologies for Absence

Apologies for absence had been received from Cllrs Cox, Marshall and Welstead.

Cllr Sign welcomed the Chairman of the Parish Council, Cllr Warrener, to the meeting.

 

RA/08/106 Public Question Time

None

RA/08/107 Minutes of the Meeting held on 8 October 2008

The minutes were agreed as true record of the meeting with one amendment – RA/08/97 should read “Google” - and were signed by Cllr Sign.

RA/08/108 Matters Arising from the Meeting of the 8 October 2008

 

  • RA/08/96 Fryers Close – Funding had been approved from the Open Space Fund for a new dog bin. The clerk had met on site with the WCC Animal Welfare Officer and agreed the location for the new bin.

  • RA/08/96 Bus Stops – Cllr Warrener is liaising with HCC on the installation of the new bus stops on Pound Road and Ramsay Road.

  • RA/08/96 Litter Pick – Cllr White reported that she is to draft an article for the newsletter to advertise this initiative and to highlight that children must be accompanied by an adult. Offers from those who wish to take part will be co-ordinated through the parish office.

  • RA/08/102 Site Supervisors Report – Members noted that the Finance Committee had approved the quotation from Worthy Treecare to undertake the work highlighted in the September report.

  • Eversley Park Tree Planting – the clerk had met with a representative of the PTA and they had agreed to investigate additional funding sources for the shortfall in the grant from the Tree Council.

 

RA/08/109 Project Updates

The clerk tabled a project status report [Copy attached].

  • Eversley Park - Path to School – Cllr White shared with members the results of the survey undertaken by the school. 28 parents voted for the path with 2 against. Some councillors still remained unconvinced about the scheme. It was agreed that a survey of parents be undertaken at the school gate on the 28 November 2008. Action Cllrs Sign, White and James

  • Church Green – Cllr Sign reported on the contract meeting with the Landscape Architect and contractor. The scheme costs were higher than anticipated, so a review of each component part had been undertaken and some items have either been deleted or postponed to a second phase. Cllr White indicated that residents were concerned at the bollards being placed on the grass area adjacent to Church Green Close.

    Councillors agreed that a maximum of £300 should be allocated to the erection of the commemorative “ram”.

  • Equipment for the Over 60’s – the equipment schedule was agreed by members, together with two seats. Discussion took place on the merits of fencing for the area and it was agreed that this would be desirable. The clerk was asked to initiate the tendering procedure. Action – the clerk

  • Seats – the additional seat on Fraser Road had been installed.

  • Firs Crescent – a letter had been received from several of the residents indicating that they had no wish to have shrubs and a rail fence adjacent to the footpath. This has now been omitted from the scheme.


RA/08/110 Budget 2009-10

Members approved the budget paper prepared by Cllr Marshall and asked that it be presented to the Finance Committee. Action – Cllr Marshall/clerk

RA/08/111 Web-site

Cllr James highlighted the continued success of the web-site and that recent additions now included the proposals for the parish plan.

 

It was agreed that the advertiser’s renewal fees should be postponed until April 2010 owing to the delay in launching the site and that new joiners would be charged proportionally on a quarterly basis.

 

The clerk reported that the Finance Committee had approved the expenditure for the web-designer to undertake the work the footpath maps.

RA/08/112 Newsletter

Cllrs James and White circulated the draft autumn/winter edition. It was agreed that an article on bonfires should be included and that publication should take place during the first week in December.

RA/08/113 Clerks Notices

 

  • HCC Paths to Partnership Conference – the clerk had circulated a report on the conference that he had attended with Derek Brockway . A reference manual on footpaths is now available in the parish office.

  • Eversley Park Storage Shed – the WSSC had now painted the shed with anti-graffiti paint. The PC had agreed to fund the materials involved.

RA/08/114 Chairman’s Notices

Meetings Schedule 2009 – the Finance Committee had suggested that the R&A Committee schedule their meeting in the week prior to the Finance meeting in order to avoid a four week delay in approving requests for funding.

 

Members agreed to schedule the meetings for 2009 on the first Thursday of the month.

RA/08/115 Date of next meeting

The next meeting was scheduled at 7.30 pm on the 8 January 2009.

The meeting closed at 9.10 pm.
