Minutes of the Meeting held on Monday, 12th March 2008

RA/08/24 Apologies for Absence

Apologies for absence had been received from Cllr Cox.

RA/08/25 Public Question Time

None

RA/08/26 Minutes of the Meeting held on 13 February 2008.

The minutes were agreed as a true record of the meeting with one amendment –RA/08/22 insert “in certain areas” within the village - and were signed by Cllr Sign.

RA/08/27 Matters Arising from the Meeting of the 13 February 2008

  • RA/08/16 Notice Boards – Members agreed with Cllr Warrener that if the development proposals for Willis Waye receive approval consideration should be given to retaining a notice board in the area.

  • RA/08/21 Worthies Sports and Social Club – the clerk reported that there had been no further developments.

 

RA/08/28 Project Updates

The clerk tabled a project status report [Copy attached].

  • Eversley Park – Cllr Sign shared with members comments received from the public regarding the lack of equipment for toddlers and the difficulties with the climbing net on the slide. Members agreed that quotations be obtained for a cradle swing and a ladder for the slide.
    Action – The clerk

    Cllr Warrener expressed his concerns regarding notice of site meetings etc. Cllr Sign assured members that all are welcome to attend such meetings and events, and every effort would be made to ensure that due notice is given.

  • Fryers Close – Cllr Sign reported that the final inspection to sign-off the project with the contractor and landscape architect had highlighted problems with the fence posts.

    Cllr Warrener had received a request for the refunding of the costs of fencing from a resident of an adjacent property. He is to refer this to the Tenants Association.

  • Church Green – Cllr Brockway updated members on the progress of a commemorative plaque for the Vulcan Iron Works.

  • Abbots Worthy Bus Shelter – Members agreed with Cllr Brockway on the total lack of consultation with the new bus-stops which had been erected on the B3047 nearby to the new shelter. The clerk was asked to write to HCC expressing concerns.

  • Kim Bishop Walk – Cllr Brockway reported that the repair to the damaged new gate was underway.

    Members agreed that a “no cycling” sign should be considered for the area.

  • Broadview – Members agreed that a quotation should be obtained for removing the tree branch adjacent to 35 Ramsay Road.
    Action – the clerk

RA/08/29 Future Projects

The clerk tabled a paper listing the suggested projects for the next 3 years. [Copy attached].

 

Members asked the clerk to obtain estimated costings for each project to assist them in assessing the priorities.

Cllr Sign suggested that the annual walk-about should be brought forward to June for members to particularly review seats and signage.

RA/08/30 Over 60’s Playground

Cllr Sign reported that she and the clerk were continuing to research this project. Cllr Sign is to suggest that the parishioners who requested this provision visit the trim trail at Eversley Park.

RA/08/31 Parish Office Notice Board

Cllr Brockway and the clerk shared with members their proposals for the new notice board. It was agreed that it should be located to one side of the raised flowerbed outside the parish office without obscuring the view from the seat.

 

It should have two glazed bays, one for parish notices and one for THMC notices. There should be no third bay for notices from the general public. The clerk was asked to continue to pursue part funding from the THMC.

Cllr Warrener who is overseeing the boards asked for clarification on advertisements which could be placed on the boards. Members agreed that commercial advertisements should be removed.

RA/08/32 Web-site

Cllr James updated members as to the progress to date and thanked the clerks for their profile.

RA/08/33 Clerks Notices

  • Handyman – Max Francis was reluctant to continue as handyman now that he no longer resided in the village.

    Members agreed that an advertisement should be placed in the next edition of the Parish Newsletter.

    The clerk was asked to compile a job description for approval by members.
    Action – the clerk

Cllr Brockway reported that the Church were wishing to vacate the garage which is currently used by ourselves to store materials. Members discussed alternative options and Cllr Brockway agreed to continue to monitor the situation.

  • Kings Worthy Primary School – Two letters had been received from the parent governor regarding seats, trees and paths at Eversley Park. The clerk was asked to arrange a site meeting with representatives of the school.
    Action – the clerk

  • Burial Ground Fees 2008-9 – a letter had been received from WCC detailing their fees for 2008-9. Members agreed that our fees should be increased in line with the scheduled received.

RA/08/34 Chairman’s Notices

  • Cycling – Cllr Brockway asked that this be included on the agenda for the next meeting particularly to consider bylaws and signage.
    Action – the clerk

  • Road Markings – Cllr James highlighting the poor condition of road markings within the village and the “rut” on Forbes Road. The clerk was asked to bring this to the attention of WCC/HCC.

    Cllr Warrener agreed to raise the issue of parking in this area at the next Parking Liaison meeting.

RA/08/35 Date of next meeting

The next meeting was scheduled at 7.30 pm on the 9 April 2008.

The meeting closed at 9.45 pm.
