Minutes of the Meeting held on Monday, 18th February 2008
at 7.30 pm at Kings Worthy Community Centre, Fraser Road, Kings Worthy

PC/08/11 Apologies

Apologies were sent by Cllr D Brockway, WCC Councillor/School Governor S Howell, Police Constable D Russell and HCC Councillor J. Porter.

PC/08/12 Minutes of the Parish Council Meeting held on 21st January 2008

The minutes were agreed as a true record and signed by the Chairman, Cllr Johnston.

PC/08/13 Matters arising from the Parish Council Meeting pm 21st January 2008

None

PC/08/14 Reports from Police/County Councillor/City Councillor/School Governor

Police Report – PC Russell did not supply a report.

 

City Councillor R Johnston – Cllr Johnston commented that the Parish Council had an overall precept increase of 2% from WCC, which reflects the increase of dwellings in Kings Worthy. Cllr Johnston also commented on the large development consultation that is to be presented at an exhibition by Parsons & Joyce in the Community Centre on Tuesday, 26th February 2006, 2.30 pm – 7.30 pm.

 

The proposed development will be at the back of 155 Springvale Road and comprise of 70 dwellings. Cllr Johnston asked the PC to pay particular attention to the proposal within the ‘106 Agreement’ which will be a condition of the application. PC Councillors will attend the exhibition.

 

Planning Training Workshop – Cllr Pidduck had attended the Workshop, which was run by HALC and presented by Michael Brooks, Community and Regional Planning Service. The Workshop concentrated on the background to planning and how to respond to applications. Cllr Pidduck circulated copies of the notes he had received and made.

PC/08/15 Public Question Time

Two people, Mr Paul Bungey and Mr Derek Smithers, gave notice of their intention to stand for co-option onto the Parish Council at the March 08 meeting. They are both resident in Kings Worthy.

PC/08/16 To receive the Minutes of the Sub-Committees:

The Minutes of the following Committees were received and discussed.

Planning Committee – 30th January 2008

The Minutes from the meeting were presented by Cllr James as Chairman of the Planning Committee.

 

(P/08/05) 07/02965/FUL 2 Brooke Close & 07/02680/FUL 70 Fraser Road – Members commented on these applications.

 

07/03102/LIS Cart & Horse – Members supported this application.

 

07/02149/FUL Red Marley, Nations Hill – WCC refused this application.

 

(P/08/08) – Hillrise, Lovedon Lane – It was commented that it is believed a garage is being used as living accommodation, in breach of planning permission, and WCC Enforcement Officer has been informed.

 

Recreations & Amenities Committee – 13th February 2008
The minutes from the meeting were presented by Cllr Sign, Chairman of the R&A Committee.

 

(RA/08/16) Eversley Park all-weather court – it was discussed that this is in need of resurfacing.

 

Notice boards – It was discussed that the handyman is unable to install the notice boards until the summer. It was therefore agreed to accept the quotation from Scandor to erect the four new notice boards and remove two old notice boards.

 

(RA/08/20) Web-site – Cllr James commented that they were still working towards a launch date in April 08. Cllr James is to compile a list of Kings Worthy PC’s achievements for the inclusion in the site.

 

New playground equipment – It was commented that the installation of the new equipment was near completion, and the equipment already in use has been very popular and a tremendous success.

 

Dragons teeth – It was discussed that the installation of dragons teeth on grass areas in the Fraser Road/Mountbatten to prevent people parking their vehicles was not an R&A matter. It was commented that HCC should undertake a review of the area to assess the parking situation and if more lay-bys could be incorporated into the area.

 

Finance Committee – 13th February 2008
The Minutes were presented by Cllr Johnston, Chairman of the Committee.

 

(F/08/15) It was proposed and agreed that £125,000 should be invested in the Money Market for one month, subject to review of the accounts by the RFO.

 

It was proposed and agreed to a S137 grant of £100 on receipted expenditure to the Tenants Association for an Open Day.

 

(F/08/16) Southern Electric – The Clerk was asked to enquire about Eco-green electricity.

 

(F/08/17) Environmental Assessment – It was proposed that a working party should look at the suggestions made in the report by Cllr Welstead, who was thanked for undertaking the Assessment. It was discussed that some of the suggestions would need to be weighed against the cost, and that the bulk of the work was on the Tubbs Hall side of the Centre.

 

Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks

PC/08/17 Chairman’s announcements

None

PC/08/18 Clerks’ Report & Notice of Correspondence Received

 

The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.

Waiting restrictions – various roads in Kings Worthy – A letter was received from Neville Crisp date 7th Feb 2008 indicating that he is now in a position to provide details of proposed restrictions for the PC to comment on formally.

 

Minutes to the Press – It was discussed and agreed that only signed minutes should be available to the press and public.

 

Internal Auditor – The Clerk informed the PC that Paul Reynolds had been rushed into hospital last week for major heart surgery. The operation was successful but he has suspended his business until further notice. The Clerk will keep the PC up to date on the situation.

PC/08/19 Any other notices

Cllr Warrener had attended the Police Parish Partnership Forum, at which distraction burglaries were discussed. Cllr Warrener will distribute leaflets produced by the Police, and it was discussed they could go in the next Newsletter as an insert.
