PC/08/21 Apologies
Apologies were sent by Cllr J Marshall and Police Constable D Russell
PC/08/22 Co-option of Parish Councillors by ballot
A ballot was undertaken to fill two vacancies on the Parish Council. Three applications from Kings Worthy residents were received and nominated.

Mr Smithers and Dr White were voted onto the Council, and Mr Bungey was unsuccessful on this occasion. The Clerk is to send Mr Smithers and Dr White all the necessary paperwork.
PC/08/23 Minutes of the Parish Council Meeting held on 18th February 2008
The minutes were agreed as a true record and signed by the Chairman, Cllr Johnston.
PC/08/24 Matters arising from the Parish Council Meeting on 18th February 2008
(PC/08/16 – RA/08/16) Notice boards – it is expected that the new boards would be erected imminently.
(PC/08/16 – RA/08/20) Web-site – Cllr James stated she was uncertain if the April 08 launch date would now take place, and she is to discuss the progress with Mr Curling at Headbourne Worthy. It was agreed that businesses who had paid a business link fee should be informed, by email if possible, if it is to be delayed until after April.
(PC/08/18) Internal Auditor – no further news had been received on Paul Reynolds’s progress. The Clerk is to make enquiries and express the PC’s wishes for a speedy recovery.
PC/08/25 Reports from Police/County Councillor/City Councillor/School Governor
Police/PCSOs Report – The PCSOs presented a verbal report outlining the incidents that have taken place over the last 28 days.
The incidents included:
4 burglaries – stealing food and alcohol from garages
6 criminal damages Firework problems – loud bangs had been heard.
It was discussed they might be from a bird-scarer.
9 rowdy and anti-social behaviour – the offenders had been caught and reprimanded
A van on a travellers site. The PCSO commented that there were minimum problems in the village.
Cllr Warrener stated he had attended a meeting with PCSO Fortune, PC Russell and the Neighbourhood Watch co-ordinator Mr Rob Fellows.
It was discussed the Mr Fellows was having problems receiving information from Alresford Police Station now that Kings Worthy is policed out of Winchester.
Cllr Warrener offered the PC as a link for information to be passed on to Mr Fellows from the Police.
It was suggested that an article be included in the PC’s next Newsletter featuring Neighbourhood Watch.
The PCSOs invited neighbourhood watch co-ordinators to attend a meeting on Thursday, 20th March 2008 at 7pm at Winchester Police Station.
County Councillor J Porter – A written report was circulated, see Appendix 1.
Village 30 Project – Cllr Porter further commented that although Abbots Worthy’s application was rejected as it is not a village, it is now to be considered under a traffic management scheme.
Alternative Routes – It is proposed that a triangle of roads be set up to deal with closures of the M3 and M4 motorways to lessen the impact on the area.
Bus stop, Abbots Worthy – It was acknowledged that there had been a lack of communication between HCC and the PC with regard to the placing of an additional bus stop only a few yards away from the PC’s newly installed bus stop.
The additional stop had been installed at the request of Prince’s Mead school for use by pupils and teachers.
The PC believe it would have been courteous to have informed the PC of the situation so they were able to answer residents questions due to the confusion that arose.
City Councillor S Howell – Cllr Howell stated that there is to be an election on 1st May 2008, and so would only present a verbal report in general terms and covering the Winchester district.
He included comments on the success of the Business Centre and the Development Centre, the four year Olympics action plan and the success of action on food and healthy and safety issues in restaurants in Winchester.
There is an tree inspection taking place in the Winchester District.
Cllr Howell was asked if the PC could be given a summary of the state of the trees in Kings Worthy. As a member of the licensing committee he had been invited to join the police during their evening patrols of the city centre.
Cllr Howell – School Governor’s Report – Cllr Howell commented that several bids had been received for Hinton House ranging from £850,000 to £1.2 million. It is used as an annex to the school and is being sold to pay for new classrooms.
120 people have shown an interest in the property, which is be sold as a single occupancy. The school want to ensure that purchasers are able to financially meet the cost of the extensive renovations that are needed.
It is expected that the new classes should be completed in July 2008 in time for the next Autumn term.
The Discovery Centre has an exhibition of the Mayor’s selection of art work of Winchester, and schools have been invited to take part in workshops there.

Planning Committee – 27th February 2008
The Minutes from the meeting were presented by Cllr Warrener as Vice Chairman of the Planning Committee.
(P/08/13) – Bus Stop, Springvale Road – This has now been repaired.
(P/08/15) 07/02680/FUL 70 Fraser Road – WCC refused this application.
07/02969/FUL – WCC had refused this application
07/03228/TPO – WCC had refused this application
(P/08/17) – Exhibition – It was commented that Councillors considered the event was poorly organized and the organizers did not wear labels indicating who was who.
Recreations & Amenities Committee – 12th March 2008
The minutes from the meeting were presented by Cllr Sign, Chairman of the R&A Committee.
(RA/08/27) Notice boards – It was discussed that the notice board will be replaced in Willis Way if the proposed development goes ahead.
Cllr Sign outlined the projects that are to be considered by the Committee over the next 3 years.
Finance Committee – 12th March 2008
The Minutes were presented by Cllr Johnston, Chairman of the Committee.
(F/08/15) It was proposed and agreed that £65,000 should be invested in the Money Market for one month, subject to review of the accounts by the RFO.
(F/08/24) Handyman – Mr Sign was thanked for his work in the interim period until a replacement is made. Mr Sign does not wish to be paid and undertakes the work on a voluntary basis.
Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks

PC/08/29 Clerks’ Report & Notice of Correspondence Received
The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.
St Mary’s Fete – The Clerk asked that the Council consider what they would like to do with regard to the fete, such as to take a stall or sell programmes. It will be brought to the April meeting.
Annual Parish Meeting – The Clerk asked the Council to consider if they would like to have a speaker at this event, as it had proved to be so successful last year. It will be brought to the April meeting.
