RA/07/46 Apologies for Absence
Apologies for absence had been received from Cllrs Marshall and Welstead.
Cllr Sign welcomed Cllr Culhane to the Committee.
RA/07/47 Election of Chairman and Vice-Chairman
Cllr Sign was proposed as chairman by Cllr Warrener and seconded by Cllr Brockway. Cllr Warrener was proposed as vice-chairman by Cllr Sign and seconded by Cllr Brockway. All members unanimously agreed.
RA/07/48 Public Question Time

RA/07/49 Minutes of the Meeting held on 9 May 2007.
The minutes were agreed as a true record of the meeting and were signed by Cllr Sign.
RA/07/50 Matters Arising from the Meeting of the 9 May 2007
- RA/07/41 Football – No response had been received from the letter sent to Andrew Court. Members expressed their concerns at the direct approach made by the Junior Football Club to WCC for Open Space funding for changing facilities. Stuart Dunbar-Dempsey had rightly highlighted the need for PC approval.
Upham FC will be returning to the upgraded facilities at their home ground. Crusaders FC will be taking their place at Eversley Park.
Members agreed that the clerk should implement a monthly schedule of approved pitch bookings. Action – the clerk
- RA/07/41 Henry Beaufort Multi-Use Games Area – a response had yet to be received from the school identifying a specific item of equipment to which the PC could contribute.
- RA/07/43 Kim Bishop Walk – the clerk was asked to chase HCC for their recommendations on the proposed style/gate at the entrance to Kim Bishop Walk.

RA/07/51 Project Updates
- Eversley Park – Cllr Sign outlined the specification for the new children’s play equipment at Eversley Park. Members welcomed the proposals and agreed that they could be sent out to tender.
- Fraser Road Children’s Play Area - Cllr Sign outlined the specification for the new children’s play equipment at Fraser Road. Members welcomed the proposals and agreed that they could be sent out to tender.
Cllr Brockway sought assurances that both schemes were replacing deteriorating equipment.
- Fryers Close – the project was now out to tender. The closing date had been extended to allow one contractor to complete his submission.
- Firs Crescent – a sketch plan had been received from the landscape architect. Members welcomed the proposals and agreed that it could move forward for consultation.

- Church Green – Cllr Sign updated members on the meetings held with representatives of the Church and Stuart Dunbar-Demsey. Both proved to be positive with Stuart to chase the developer on the work still outstanding.
- Willis Waye – Cllr Sign and the clerk are to review the responses received from residents for improvements to the area.

- Hinton Fields – The clerk had received a quotation for the installation of bollards [dragon’s teeth] at each end of Hinton Park for £550. This would include two removable bollards to allow access for contractor’s vehicles.
Members agreed that the quotation should be submitted for approval from WCC Open Space funding. Action – the clerk
- Notice Boards – the clerk reported that he had written to several local firms regarding sponsorship for the new notice boards.
- Bus Shelters – A consultation letter had been delivered to the residents of Abbots Worthy regarding the proposed replacement bus shelter.
Cllr Culhane suggested that monies may be available from HCC to assist with funding a new shelter from developer contributions for improvements.

- Newsletter – Cllrs Brockway and James are to schedule the next edition for August.
RA/07/52 Clerks Notices
- Grounds Supervisor’s Report - the clerk circulated the latest report from Kelvin Mason. The clerk was asked to seek advice on the hedging at Broadview and a quotation for the seeding of wild flowers on the slope.
Action – the clerk
- Tree Inspections – the insurance quotation for Kelvin to undertake tree inspections was expensive. Members agreed a compromise whereby Kelvin would highlight a problem with a tree and seek expert advice on an ad-hoc basis.
- 18 Hinton Fields – the clerk circulated a letter from the resident of the property offering to pay for a beech tree to be felled at her expense as it was blocking daylight and becoming dangerous. The Grounds Supervisor had advised that this mature healthy tree should only have the lower branches removed.
It was agreed that the clerk should respond indicating the tree should be retained and that the lower branches will be removed by the PC’s contractor.

RA/07/53 Chairman’s Notices
- Grass Cutting – Cllr James highlighted the need for WCC to cut the grass on the verges etc on Fraser Road. Action – the clerk
- Parish Web-Site – Cllr James informed members that a meeting had been scheduled with the web designer and Headbourne Worthy PC in July. It is hoped to have the web-site go live in October.
- Notice Boards – Cllr Warrener expressed his concerns at the untidy nature and outdated information on many of the parish notice boards. He agreed to monitor the boards and to remove any inappropriate or outdated notices.
- Police Liaison – Cllr Warrener highlighted the difficulty in contacting the local community police. Members agreed to refer this to PC for discussion.
