Minutes of the Meeting held on Monday, 11th July 2007
at Kings Worthy Community Centre, Fraser Road, Kings Worthy

RA/07/55 Apologies for Absence

None

RA/07/56 Public Question Time

A resident of Firs Crescent outlined her concerns on the proposed landscaping scheme. Cllr Sign thanked her for her observations and indicated that the consultation was yet to be completed and the results analysed.

 

Neil Holmes, Simon Reid and Anne Keenan gave a presentation on the proposed development at 122-126 Lovedon Lane and its interface with Upper Broadview. Members agreed with the opening of two entrances onto Upper Broadview, but were reluctant to endorse any landscaping. It was agreed that a further meeting be held with the Anne Keenan.

 

Members agreed that the “red line” on the planning application should include a part of Upper Broadview.

RA/07/57 Minutes of the Meeting held on 13 June 2007.

The minutes were agreed as a true record of the meeting and were signed by Cllr Sign.

RA/07/58 Matters Arising from the Meeting of the 13 June 2007

  • RA/07/52 18 Hinton Fields – the clerk tabled a quotation for lifting the canopy of the tree. Members asked the clerk to seek approval for this expenditure.
    Action – the clerk

 

RA/07/59 Burial Ground

Members noted the Registrar’s quarterly report.

RA/07/60 Project Updates

The clerk tabled a project status report [copy attached]

  • Willis Waye – members agreed that with no consensus from the public consultation that no landscaping work should undertaken. The clerk was asked to draft a letter for delivery to all residents.
    Action – the clerk

  • Bus Shelters/Notice Boards – Members welcomed the confirmation of a grant from HCC for the new bus shelter at Abbots Worthy which would release parish funding for four new notice boards as no sponsorship had been forthcoming.

 

RA/07/61 Grounds Maintenance Contract

Members agreed that the contract was working well and should be extended for a further two years. Cllr Brockway highlighted the need to include any changes in the specification.

RA/07/62 Football

Cllr Sign reported on the meetings with Crusaders FC and the Worthys YFC.

 

The Worthys YFC are to request further funding from the Open Spaces Fund for equipment. Members express their concerns that this was becoming an annual grant and taking monies away from other projects. Cllr Sign confirmed that such a request would be discussed by committee.

 

Members agreed the new booking system and fees for the 2007/8 season

RA/07/63 Clerks Notices

 

  • HCC Community Safety Initiative Street Lighting – a letter had been received from HCC asking for bids by the 7 December 2007.

    Members agreed that an article requesting suggested locations for new lights should be included in the next newsletter.

 

  • Children’s Pet Show - a letter had been received from a pupil at the Kings Worthy Primary School requesting permission to hold a Pet Show on one of the parish open spaces.

Members wished to encourage such an event and approved the use of Eversley Park. The clerk was asked to clarify the insurance cover for such an event.

  • Hinton Fields Tree Works – Members approved the tree works which need to be undertaken in the area adjacent to Church Lane. The names of two other contractors were put forward for quotations. Action – the clerk

 

RA/07/64 Chairman’s Notices

 

  • Facilities for Young People – Cllr Welstead highlighted the need for a meeting place and other facilities for the youth of the village. Members outlined some of the initiatives which had been taken in the past, but agreed that it would be appropriate to undertake of review again.

 

  • Web-site – Cllr James tabled a paper on the proposals and costs for a parish web-site in conjunction with Headbourne Worthy PC.

    Members approved the proposals and asked that they be tabled at the Parish Council meeting for further discussion.

 

  • State of the Village – Cllr Warrener highlighted the poor state of some parts of the village and expressed his concerns that blight would become endemic. Such matters had been raised with WCC by the Tenants Association. The clerk was asked to write to WCC.

RA/07/65 Date of next meeting

The annual walk around the village open spaces was arranged for 6.30 pm on 22 August 2007 meeting at the parish office.


The next meeting was scheduled at 7.30 pm on the 12 September 2007.

The meeting closed at 9.55 pm.
