PC/07/43 Minutes of the Parish Council Meeting held on 16th April 2007
The minutes were agreed as a true record and signed by the Chairman, Cllr Johnston.
PC/07/44 Matters arising from the Parish Council Meeting 16th April 2007
None
PC/07/45 Reports from Police/County Councillor/City Councillor/School Governor
Police Report – A police officer did not attend or provide a report. The Clerk had emailed the previous police constable for contact details of the new officer but had not received a reply. The matter of attendance at meetings is to be raised at the Parish Partnership Forum and the Clerk is write to Inspector Sargant.
Sgt J Stribley is to attend the Parish Council meeting in June.
County Councillor Mrs J. Porter – Cllr Porter presented a verbal report. She highlighted that Parish Councils are concerned that police officers do not regularly attend Parish Council meetings.
Cllr Porter commented on the Hampshire Village Speed Limits initiative. Although Kings Worthy Parish Council had responded there was a lack of community evidence to support proposals of reducing the speed limits in the village. It was discussed that the Parish Council had not been given sufficient time to consider the matter properly and there needed to be more discussion on suggested proposals, such as reducing the speed from 40 mph to 30 mph on Springvale Road and Lovedon Lane.
Cllr Porter mentioned that work was being undertaken over the next few days to repair the railway bridge on Stoke Charity Road.
The Council asked if any progress had been made with regard to the signage on the No. 6 bus, as this was still causing problems and confusion. Cllr Porter commented there had been no support from Stagecoach or HCC for re-installing the No 6 on the buses. The PC agreed to write to Keith Wilcox at HCC and Mr Hodgson at Stagecoach regarding the matter.
City Councillor Cllr S. Howell – Cllr Howell commented that WCC were returning to normal after the elections. Cllr Howell highlighted the number of controversial developments in the village, such as Court Road and Campian Way, and he was pleased to note that the developers at Tudor Way were in contact with the PC and will be attending the Planning meeting in June.
School Governor Cllr S. Howell – The school will shortly have six new classrooms and will be able to move out of Hinton House, which is unsuitable. Work is expected to take place during the school holidays. Hinton House will be sold and the revenue raised will go towards the cost of building the new classrooms. In July the school is hosting a visit of Palestinian children. It is expected Kings Worthy children will learn from them what it is like to for them living with the disruption in Palestine.
PC/07/46 Public Question Time
The PC was asked had any speed enforcement been undertaken in the village. The PC replied there had been some undertaken sometime ago, but the PC was not involved or aware of such enforcement generally.
Also asked was when the road works are to be undertaken in London Road. Cllr Porter replied they were expected to take place in July.
It was commented that the cycle path on Worthy Road was not a suitable cycle track as it does not suit cyclists or pedestrians. Cllr Porter commented it was a HCC matter, and some funding was available through a European Fund for such works.
PC/07/47 To receive the Minutes of the Sub-Committees:
The Minutes of the following Committees were received and discussed.
Planning Committee – 26th April 2007
The Notes from the meeting were presented by Cllr Sign, a member of Planning. There was not a quorum for a full meeting.
(P/07/23) Elan Signs – Cllr Culhane had met with Laing Homes. They are going to reconstruct the pavement outside the development as it is in need of repair. There are still Elan signs around the village. Councillors were requested to let Cllr Culhane know if they know where they are and he will pass the message on to Laing Homes.
Recreations & Amenities Committee – 9th May 2007
The Minutes were presented by Cllr Sign, Chairman of R&A.
(RA/07/36) Henry Beaufort Multi-Use Games Area – WCC had confirmed that funds would be available for a contribution from the Open Space Fund.
Church Green – A site meeting had been arranged for the 30th May 2007.
Newsletter – Cllr James and Cllr Brockway were thanked for their work on the Newsletter. It was discussed that a note should go in the next Newsletter that copies are available from the Parish Office.
Vertidrain to Eversley Park football pitches – PC discussed and agreed that the work could take place at a cost of £420. The price was reduced from the original quotation because the contractors, Scandor, had already hired the equipment for another job. The Clerk is to notify Scandor.
Finance Committee – 16th May 2007
The Minutes were presented by Cllr Johnston, Chairman of the Committee.
(F/07/47) Church Green – Cllr Johnston commented that the Church fete was to go ahead at the site, and that Infinity Homes had agreed to cut the grass and make good the ground at the entrance to the field.
(F/07/50) Street Lighting – The Clerk distributed a letter received from HCC with regard to the PFI for street lighting. It was agreed that the matter should be considered by the Finance Committee and they should report back with a recommendation to the PC meeting.
(F/07/50) It was proposed and agreed that £138,600 (£102,000 + £36,600) should be invested in the Money Market for one month, subject to review of the accounts by the RFO.
(F/07/51) Ground Maintenance Contract – It was discussed that the extension of the contract should be discussed by the R&A committee and to report back with a recommendation to the PC. Cllr Sign commented that she had asked the grounds supervisor to look at the contract and he had indicated that it was well written.
Banner – PC agreed the purchase of a PC banner at a cost of £57 for use at functions.
Hinton Fields – It was discussed and agreed that dragons teeth would be installed to replace the damaged gate. The Clerk is to obtain quotations for the work.
Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks
PC/07/48 Chairman’s announcements

PC/07/49 Clerks’ Report & Notice of Correspondence Received
The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.
The Clerk commented that a letter had been received from the Citizens Advice Bureau thanking the PC for their donation.
Cllr Brockway had produced a ‘Parish Councillor’ leaflet to be given out at the Church fete inviting people to apply. However, it was discussed and agreed by the PC that recently there have been an adequate number of applicants for the Council and that it is not necessary to distribute the leaflets at this time.
The Clerk commented that there had been requests to the Parish Office for large print newsletters. It was suggested that the Newsletter could be photocopied bigger, although it would not be in colour. It was commented that a notice could be put in the Newsletter stating that could be done on request.
PC/07/50 Any other notices
Cllr Warrener drew attention to the HCC Road Safety driver assessment programme. He had volunteered for this and had done very well and he encouraged people to give it a go.
Cllr Warrener will have his bus going round the village to collect people going to and from the Church fete. It is a free service and all insurances are in place.
Cllr Sign commented that the Winchester Villages Trust has money available for anyone in the village in need. If any Councillor knows of such a person would they please let her know.
Cllr James met with Headbourne Worthy Parish Council to progress the setting up of a joint Website. A small amount of money will be needed to set it up. It is expected that local groups, businesses and activities could have a link to the site. They are meeting again in June and aiming to have the costs available in July with a view to have it the Website live in October.
