PC/07/100 Apologies

PC/07/101 Minutes of the Parish Council Meeting held on 10th October 2007
Those ‘present’ at the meeting was amended and the minutes were agreed as a true record and signed by the Chairman, Cllr Johnston.
PC/07102 Matters arising from the Parish Council Meeting 10th October 2007
(PC/07/95) New speed limit and road layout at London Road – Councillors expressed concern that there had not been enough appropriate signage to draw attention to the new lay out.
(PC/07/98) Safer Neighbourhood Panels – It was commented that this panel and the PPC Forum had an element of overlapping the Neighbourhood Watch scheme. It was commented that the co-ordination of the police and the voluntary bodies concerned was a big task as it covered an extensive area. Cllr Sign commented that the SNP want to involve as many people as possible and also to cover a wide spectrum of issues, e.g. child protection.
PC/07/103 Reports from Police/County Councillor/City Councillor/School Governor
Police Report – PC Russell did not attend the meeting but supplied a report. [Appendix 1 attached]
PCSO Brazier and colleague gave a verbal report and commented on the incidents that had taken place in the last few weeks. They commented that as they are now mobile, with a van, they can patrol their allocated area more effectively. They co-ordinate their patrols with the police officers in the areas.
They commented that it is important to ring the police should their be an incident as they will prioritise the call and respond accordingly. The 101 is still currently available but is due to be phased out.
City Councillor R Johnston – Cllr Johnston commented that the Discovery Centre is due to open later this month, and he will attend the opening.
Cllr Johnston also commented that the development at Micheldever of some 12,000 homes has been raised again.
Court Road – The developments at Court Road have been dismissed for the second time, and it is expected that the developer will submit a revised application. Cllr Pidduck had obtained a report on the appeal and provided a copy for the PC’s records.
County Councillor Mrs J. Porter – Cllr Porter arrived late to the meeting, and provided a written and verbal report. [See Appendix 2 attached.]
Cllr Porter commented on the Alresford Drove landfill site and the impact of the traffic on Kings Worthy using the site. The south side is now full, and it is expected the north side will be full within the next 6-12 months.
Comments should be forwarded to HCC on the impact on communities so that those matters raised can be considered if further licence applications are made, as is expected, and conditions can then be included.
KWCC – Cllr Porter, as Chairman of Tubbs Hall Management Committee, in response to the carbon footprint, suggested that KWCC should be involved in the recycling scheme, and supply a sensor to regulate the automatic urinal flushing in the gents toilets.
Mr S Howell – School Governor – Cllr S Howell sent his apologies and did not attend.

PC/07/105 To receive the Minutes of the Sub-Committees:
The Minutes of the following Committees were received and discussed.
Planning Committee – 31st October 2007
The Minutes from the meeting were presented by Cllr James as Chairman of the Planning Committee.
(P/07/64) WCC Enforcement Cases – The owner was not available when the Enforcement Officer visited Woodhams Farm. The Clerk is to check on the progress on this matter.
(P/07/72) E-Planning Seminar – The Seminar discussed how the government is intending to increase the ability for planning applications to be made electronically. It is expected that funds will be made available to PCs to apply for any necessary technology. The paper system will initially run along side the electronic system. Cllr Culhane commented that on a practical level WCC planning department will need to have paper copies if visiting sites.
Recreations & Amenities Committee – 14th November 2007
The minutes from the meeting were presented by Cllr Sign, Chairman of the R&A Committee.
(RA/07/90) 2008/9 Budget – Cllr Sign attended the Budget meeting, on behalf of the R&A Committee, and proposed works amounting to £5,500. Cllr Sign also drew attention to the large number of trees the PC is responsible for, and could potentially be expensive to maintain.
(RA/07/92) Newsletter – There had been good feedback from the Newsletter and Cllr Sign congratulated Cllrs L James and D Brockway for their work on the Newseltter. The clerk remarked there had been a few responses to the 40/30 speed limit as a result of the Newsletter, but by no means on overwhelming response. The clerk will collate the responses and pass them on to councillors.
(RA/07/95) Bus stops and shelters – Cllr Warrener attended a Transport meeting. Matters discussed included the installation of new bus stops with solar lighting and the ‘not so good’ behaviour of bus drivers towards the general public.
Finance Committee – 14th November 2007
The Minutes were presented by Cllr Johnston, Chairman of the Committee.
(F/07/110) Church Green – Cllr Johnston commented that this matter was nearing completion.
(F/07/110) Top Field – Gleesons had written to complain they had not been invited to the meeting at which Milford Homes had made presentation. It was commented that Milford Homes had requested to attend the meeting to outline their position with regard to the ‘106 Agreement’. Gleesons have been invited to attend a PC meeting if they wish. The PC understand this is not required as the matter is primarily between Gleesons and Milford Homes.
(F/07/113) Accounts – The Clerk informed the PC that the Accounts for 2006-2007 had been successfully audited by Audit Commission and a Certificate of Audit had been received, without comments. The Committee and Clerks were thanked for their work on this.
(F/07/113) It was proposed and agreed that £98,600 should be invested in the Money Market for one month, subject to review of the accounts by the RFO.
(F/07/114) The following matters were agreed by the PC:
- Eversley Park and Fraser Road – new playground equipment funded through the Open Space Fund (OSF)
- Fryers Close – Landscape Improvements – funded through the OSF
- New Bus Shelter – Abbots Worthy – balance of payment of £470
- Kim Bishop Walk – installation of barriers at a cost of £125
- Bus Shelter – Lovedon Lane – work should be deferred until the current trend of criminal damage has subsided.
(F/07/115) KWCC Front Door – It was discussed that the door was newly installed when the extension was built and conformed to BS8300 2001 standard to comply with disability regulations. It was discussed that there had been no complaints from users and changing it would be an unnecessary expense at this time.
The Finance Committee requests that Committees consider Budget proposals for the finance year 2008 – 2009. The second Budget meeting is on Wednesday 12th December 2007.
Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks
PC/07/106 Chairman’s announcements
‘Carols on the Green’ – This will take place on Monday, 17th December 2007. People will initially meet at St Mary’s Church Hall/Springvale Chapel at 7pm and move to the Community Centre later.
Christmas Drinks and Nibbles – a PC get together is to take place on Tuesday, 18th December 2007 at 7pm – 8.30pm.
Carbon footprint – Cllr Johnston commented that Cllr Welstead had drawn his attention to the PC’s carbon footprint and the need to raise awareness on this matter. Cllr Johnston referred to the Defra booklet ‘Ways to tackle climate change’ for parish and town councils, which suggests councils appoint a ‘parish energy champion’, and proposed Cllr Welstead take on that role.
The booklet suggests ways councils can ‘act on CO2 ‘ and encourage the community, through Newsletters and by example, to become more active in responding to their carbon footprint. The clerk is to send for more booklets.
PC/07/107 Clerks’ Report & Notice of Correspondence Received
The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.
The Winchester Villages Trust – The Trust thanked the PC for the use of the meeting room for their twice yearly meetings. Cllr Sign asked if anyone knows of someone in particular need the Trust can offer assistance to let her know. The Trust does not give cash awards but will make purchases or pay for an activity, such as for a child to attend a school outing, and matters are always dealt with confidentially.
PC/07/108 Any other notices
Training – Cllr Lomas commented that the ‘Core Training for Councillors’ he had attended had been well worthwhile, and recommended councillors to attend such events.
Resignation – Cllr Lomas also announced, with regret, that he is resigning from the parish council because he is leaving the area. He commented he had enjoyed his time as a councillor. Cllr Lomas was thanked for his contribution to the PC.
