Minutes of the Meeting held on Monday, 16th July 2007
at 7.30 pm at Kings Worthy Community Centre, Fraser Road, Kings Worthy

PC/07/65 Apologies

PC/07/66 Minutes of the Parish Council Meeting held on 18th June 2007

The minutes were agreed as a true record and signed by the Chairman, Cllr Johnston.

PC/07/67 Matters arising from the Parish Council Meeting 18th June 2007

(PC/07/60) A letter was sent by the PC to HCC with regard to the No. 6 bus, and the reply received was circulated to Members. HCC believe it would be too costly to subsidise.

PC/07/68 Reports from Police/County Councillor/City Councillor/School Governor

County Councillor Mrs J. Porter – Cllr Porter presented a written report. [See Appendix 1 attached.]

Police Report, PC D Russell – PC Russell gave a verbal report. In the past 3 months there had been:

5 Burglaries (4 of which were unsuccessful attempts).

 

27 Criminal damage reports – mainly youths kicking down garden fences, particularly along Springvale Road and other areas. Four youths had been arrested in connection with the incidents.

 

5 Thefts from vehicles.

 

14 Thefts, some attempts only, mainly from Tesco, one at WSSC.

 

Cllr Howell drew attention to a series of small fires near Kings Worthy Primary School and requested PC Russell call to see the Headteacher, particularly as the extension works commence on 30th July.

 

City Councillor Cllr S. Howell – Cllr Howell commented that there are concerns about the flight paths out of Southampton Airport. If the flight paths moves over Andover it could impact on Kings Worthy as well.

 

At Willis Waye, a developer has permission from WCC to explore the situation with regard to garages and scrub land in the area, as a site for affordable/social housing. Letters had been sent to residents informing them that surveying work is being undertaken.

 

Cllr Johnston – Attention was drawn to the proposal by WCC of waiting restrictions (yellow lines) at the corners of venues in Kings Worthy, namely:

Springvale Road/Cundell Way
North Road/Fraser Road
Forbes Road/Fraser Road
Church Lane/London Road

It was discussed that there had been little evidence of any traffic enforcement in the village, and it was felt that the yellow lines would be no different. It was commented that there are travelling traffic wardens at present who use the bus to call into villages to check the situation and issue parking tickets.

It was discussed that the PC agrees in principle to the restrictions, as conditions in these areas are particularly hazardous, but would like to time to consider the suggestions more fully. The Clerk is to write to WCC informing them of the decision.

Cllr Porter commented that at present it is an informal consultation.

 

School Governor Cllr S. Howell – The school’s annual fete was very successful and had raised over £2,000.

 

Work commences on the new build on 30th July, and the school is pleased that HCC have agreed to meet all the requirements of the school, including extensive refurbishment work, such as resurfacing the playground and upgrading the toilets.

PC/07/69 Public Question Time

PC/07/70 To receive the Minutes of the Sub-Committees:

 

The Minutes of the following Committees were received and discussed.

Planning Committee – 27th June 2007

The Minutes from the meeting were presented by Cllr James, Chairman of Planning.

 

Cllr James commented that the meeting with Quayside Architects on 4th July at Broadview had been interesting, and an opportunity to exchange views and a clarification of the proposals.

 

(P/07/43) 62 Lovedon Lane – The Committee made a ‘comment only’ on the parking/turning provision on the development.

 

Copper Beeches, 46 Lovedon Lane – A similar ‘comment only’ was made on the parking/turning provision.

Finance Committee – 9th July 2007

The Minutes were presented by Cllr Johnston, Chairman of the Committee.

 

(F/07/70) Church Green – Cllr Johnston commented that Infinity Homes were continuing to disagree with payment of part of the legal costs. He outlined three suggestions on ways to proceed:

- for the PC to pay the extra legal costs
- negotiate with Infinity Homes
- the PC to stand its ground and wait for Infinity to respond

It was discussed that money for the fees may be available from the OSF, but it was felt that as the problems had arisen because Infinity Homes were reluctant to resolve the matter, and KWPC were acting on legal advice that the fees should be met by Infinity Homes. It was agreed to discuss the matter again at the September meeting.

 

Topfield – A letter had been received from Mr Begeman from PDS representing the Milford Group, and circulated to Members. Mr Begeman outlined difficulties they are having with Gleesons, and he proposes giving a presentation to the PC on a suggestion of gifting land, which Milford’s own, to the PC around the Topfield, and thereby controlling access to the land. They would also provide a parcel of land for a play area.

 

(F/07/71) Street Lighting – It was discussed that enquiries had revealed that most PCs are intending to initially go with the PFI, and will review the decision once the specific costs are know. A reply is needed by the end of September, and it was a agreed that an expression of interest be placed.

 

(F/07/74) It was proposed and agreed that £120,600 (£84,000 + £36,600) should be invested in the Money Market for one month, subject to review of the accounts by the RFO.

 

(F/07/74) Notice Boards – It was discussed that following an agreement by HCC to contribute substantially to the cost of a new bus shelter at Abbots Worthy, funds had become available for the notice boards.

 

It was agreed that an order be placed for four notice boards, at a cost of £987 each plus VAT.

 

Recreations & Amenities Committee – 11th July 2007

The Minutes were presented by Cllr Brockway, Member of the Committee.

 

(RA/07/61) Grounds Maintenance Contract – It was discussed that details in the Contract need to be revised to take into account changes and proposals before an offer of an extension is made. It was discussed that the Clerks could work with Councillors to amend the contract, and that should be ratified at the September meetings.

 

Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks

PC/07/71 Chairman’s announcements

The Revised Code of Conduct


The PC agreed to adopt the revised Code of Conduct and to include Paragraph 7, with the wording “When reaching decisions on any matter you must have regard to any relevant advice provided to you by the Clerk.”

 

WCC is to be notified so that an advert can be placed.

PC/07/72 Clerks’ Report & Notice of Correspondence Received


The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.

Register of Financial Interest forms – WCC have asked that the newly revised forms are completed by all Councillors. The Clerk circulated forms and requested they be returned as soon as possible.

PC/07/73 Any other notices

Cllr James outlined the details of setting up a Website for the Parish Council in conjunction with Headbourne Worthy Parish Council. The cost of setting up the site of £415 is to be met 50/50 by both Councils.

It was discussed and agreed to set up the Website, on the understanding that it is not funded from the publicity budget allowed for the Newsletter.
