PC/07/90 Minutes of the Parish Council Meeting held on 17th September 2007
The minutes were agreed as a true record and signed by the Chairman, Cllr Johnston.
PC/07/91 Matters arising from the Parish Council Meeting 17th September 2007
(PC/07/81) Police report – The Council expressed concern about the lack of contact from PC Russell, the area police officer. Cllr Warrener commented that it appears that there is no co-ordination between her superiors intention for her to meet her community involvement and what actually happens, such as her availability to meet those commitments. Councillor Warrener said he will follow up this matter with Inspector France-Sargeant .
PC/07/92 Reports from Police/County Councillor/City Councillor/School Governor
Police Report – PC Russell did not attend the meeting or supply a report.
The Clerk reported to the Council three incidents that had occurred over the weekend and had been reported to the police.
- A recycle wheelie bin had been set alight in the kick-about court at Eversley Park. It has melted away completely, and damaged at least a metre square of the surface of the court.
- Another bin at Eversley Park had had the top removed and melted so that it no longer fits back on the bin.
- The bus shelter on Springvale Road/Vale Way had been vandalised. Information received about the incident indicated that a rounders bat had been used to smash the glass panes.
The minutes from the Winchester District Central Hampshire OCU Parish Partnership Council Forum meeting on 10th October 2007 were sent to the PC.
County Councillor Mrs J. Porter – Cllr Porter provided a written report. [See Appendix 1 attached.]
Also, Cllr Porter was informed that the PC had confirmed to WCC in writing they are in favour of the provisionally proposed parking restrictions at various sites in Kings Worthy, but had not received a reply or any further information. The Clerk is to write to WCC to ask what progress has been made on the matter.
A meeting was arranged for Monday, 29th October 2007 at 9.30am at the KWCC with Cllr Porter and Cllrs Johnston and Warrener to discuss the matter.
A tree is to be planted as a commemoration to Mr Len Bumstead in Churchill Close, on Monday, 22nd October 2007 at 10.30am. All Councillors are invited to attend.
City Councillors S. Howell – Cllr Howell commented that he had attended the Court Road appeal. WCC had removed a large tranche of objections, and Cllr Howell believed it was a fair hearing with terms explained clearly and public involvement and discussion encouraged. The result of the appeal will be announced in eight weeks.
Councillor R. Johnston did not give a report.
Mr S Howell – School Governor – Cllr Howell commented that the new build was progressing well, and although the archaeological dig had delayed matters the builders were catching up. There will be changes made to the entrances while the work is going on, and shortly there will only be access through the main entrance.
The school is taking part in the ‘shoe box’ appeal, which helps children to realise the plight of children less fortunate.

PC/07/94 To receive the Minutes of the Sub-Committees:
The Minutes of the following Committees were received and discussed.
Planning Committee – 26th September 2007
The Minutes from the meeting were presented by Cllr Culhane as a member of the Planning Committee.
(P/07/58 & 61) Tudor Way – This application has now been refused, but it is expected it will come back again as it was only an outline application at this stage.
(P/07/61) Jubilee Hall – The PC objected as there were concerns that the visual impact was unacceptable.
The Clerk commented that WCC were working towards a new planning system which is being introduced nationally on 1st April 2008. It is expected that the PC will no longer receive paper copies of applications, so equipment will need to be purchased, such as a laptop, in order for the applications to be viewed at Committee.
The Committee were requested to consider what equipment they would require for inclusion in the Budget for 2008/09.
Recreations & Amenities Committee – 10th October 2007
The minutes from the meeting were presented by Cllr Brockway, member of the R&A Committee.
(RA/07/77) Public Question Time – Website – The follows points were raised:
- The joint website with Headbourne Worthy, and distinguishing between KW & HW councils.
- Councillor details – what amounts should be written and whether photographs should be included.
- Council details – how much information and committee details.
- Initial content and development of the site, and formatting.
- Community representation on the site.
The Clerk commented that a Forum meeting she attended organized by HAPTC had indicated that it was advisable that the site was securely maintained; the Council should agree the information on the site and should include meeting dates, agendas, hall booking rates and details, village diary, football bookings and the newsletter. Also, links could be provided to WCC & HCC and other helpful organizations.
It was agreed that an informal meeting for councillors to discuss the website should take place on Wednesday, 24th October 2007 at 7.30pm at KWCC. The Clerk is to email Cllr James to confirm she can attend and Chair the meeting.
Finance Committee – 10th October 2007
The Minutes were presented by Cllr Johnston, Chairman of the Committee.
(F/07/100 (F/07/91)) – Grounds Maintenance Contract Extension – It was agreed that the Contract with Scandor be extended for two years until 31st December 2009.
(F/07/1010) Church Green – The cheque for the invoice from Shentons was taken by hand to their office because of the postal strikes.
(F/07/102) It was proposed and agreed that £74,000 should be invested in the Money Market for one month, subject to review of the accounts by the RFO.
The Finance Committee requests that Committees consider Budget proposals for the finance year 2008 – 2009. The first Budget meeting is on Wednesday 14th November 2007 at 9.00am, prior to the Finance Meeting at 9.30am.
Recommendations contained within all the Minutes were agreed and are subject to follow up checks by Councillors and Clerks
PC/07/95 Speed limits on roads in Kings Worthy & Abbots Worthy
It was proposed that Kings Worthy should apply to HCC to have the speed limits in Kings Worthy reduced to 30 mph on 40 mph limit roads, under the Village 30 Project.
The PC discussed the proposal at length with Councillors both for and against the proposal. PC Culhane commented that there is soon to be an application for a large development of 70 homes which will be accessed from what is now 155 Springvale Road. A traffic consultation and assessment will be included in that development. The PC would then have an opportunity to comment on that application.
It was agreed in the light of the polarization of opinion the PC would not apply to participate in the Project for speed limits in Kings Worthy at this time.
However, it was agreed that Abbots Worthy should be considered separately and the speed from the A33 along the B3047 to the village boundary should be reduced to 30 mph along that stretch of road. The Clerk is to inform HCC of the intention to make the application.
Cllr Brockway circulated a proposed questionnaire on speed limits to be included in the Autumn Newsletter. As the PC are not to proceed with the Project application at this stage it was decided that the questionnaire would not be included in the Newsletter.
PC/07/96 Chairman’s announcements
The ‘Carols on the Green’ will take place on Monday, 17th December 2007. People will initially meet at St Mary’s Church Hall and move to the Community Centre later.
The time will be decided nearer the event.
PC/07/97 Clerks’ Report & Notice of Correspondence Received
The Clerk commented on the correspondence and event notifications received at the office, and asked that Councillors interested in any of the items contact the office.
The Upper Itchen Valley Society wrote to confirm their decision to grant £1,000 towards the replacement bus shelter in Abbots Worthy.
PC/07/98 Any other notices
Cllr Warrener commented that there was a risk of duplication of meetings with the Safer Neighbourhood Panels and the Parish Partnership Council Forum, and it was difficult to see the need for both.
