CALA Homes, the developer for this massive housing scheme, notified Winchester City Council on 12 April 2010 that it had submitted an appeal to the Planning Inspectorate. The appeal procedure is now in progress.
Their appeal was submitted on the grounds that Winchester City Council had not determined the application, dated 20 November 2009, within the due time frame.
As the scheme is so massive the Secretary of State has decided that he will make the final decision and not the Planning Inspector.
A public enquiry will take place on 7 September 2010 at 10am at the Wessex Hotel, Paternoster Row, Winchester SO23 9LQ.
The enquiry is scheduled to last 8 days. Those who have made objections/observations on the original planning application these will be forwarded to the Planning Inspectorate.

It is also possible to submit your representations online at www.planningportal.gov.uk The planning Inspectorate will not acknowledge your letter unless you specifically ask them to do so. All representations must be received by 21 June 2010 any comments received after this date will not be considered.
CALA Homes have also submitted a second identical application 10/01063/OUT, to run concurrently with the appeal process.
This will allow them to continue to talk with Winchester City planners on the application before the public inquiry takes place. Winchester City Council must state its own position before the enquiry.
This will be decided at a meeting of the Planning Development Control Committee on 14 June 2010. It is also expected that the second identical planning application will be dealt with at this same meeting.
