CALA Homes, the developer for this massive housing scheme, submitted an appeal to the Planning Inspectorate on 12 April 2010.
Their appeal was submitted on the grounds that Winchester City Council has not determined the application, dated 20 November 2009, within the due time frame.
As the scheme is so massive the Secretary of State has decided that he will make the final decision and not the Planning Inspector.
It is expected that a public inquiry will be arranged for September 2010.
CALA Homes have also resubmitted an identical application to run concurrently with the appeal process.
This will allow them to continue to talk with Winchester City planners on the application before the public inquiry takes place.
