1. The Barton Farm decision was expected in April or May.
2. Winchester City Council was discussing resurfacing options for The Square.
3. Neville Crisp, Traffic Engineer for Winchester City Council Highways Department, was looking at the parking on Wellhouse Lane. This had been raised by a parishioner, concerned about safety with the narrow bridge and the number of cars parked on the road directly after the bridge. The only known accident on this site was Councillor Porters about 20 years previously. Councillor Pearcey said that the cars slowed down the traffic, and the clerk, who lived on Wellhouse Lane, agreed.
Public participation
4. Mr Williams and Mrs Chandler had no particular issues to raise, but were interested in the Parish Council’s view on the planning application for 145 Springvale, as the site covered both their premises.
Local Policing
5. PCSO Croutear said that there had been several incidents
6. Speed checks were carried out outside The Goodlife in January and four warnings were given
7. There were two thefts from Headbourne Worthy House, both from the garden, at the end of January and the beginning of February.
8. On the 8th March a copper urn and a chainsaw were taken from Lower Farm on School Lane.
9. On the 11th March there was a break in on School Lane, nothing was taken. There was a dog on the premises.
10. Wrought iron gates were stolen from Pudding Lane overnight on the 13th February.
11. There was an attempted break in at Mortimer Close over the weekend just gone.
12. Councillor Pearcey reiterated the need to be vigilant.
Neighbourhood Watch
13. The Neighbourhood Watch Co-ordinator has been away.
Councillor Porter
14. Councillor Porter handed out a summary of issues she was directly involved in concerning Headbourne Worthy.
15. She was trying to arrange a mobile library stop at The Good Life, and possibly home library visits.
16. The Childrens Centre in Kings Worthy, used by children from Headbourne Worthy, was at risk because of funding cuts.
17. There were puddles/drainage issues at the entrance to the Good life and Councillor Porter would refer these to Highways.
18. Councillor Whorwood said that the road surface was breaking up on the hill up towards the postbox on Wellhouse Lane.
19. The clerk undertook to put these issues on the Hampshire County Council website for such matters, and the method of making such reports was explained to everyone present. Councillor Porter said that the clerk should classify the Wellhouse Lane entry as dangerous, being the site of a previous fatal accident.
Minutes of meeting
20. The minutes of the meeting of the 10th January 2011 were agreed. Councillor Whorwood proposed agreement and Councillor Pearcey seconded. Councillor Pearcey signed each page.
Planning
21. Barton Farm had gone to Eric Pickles to decide.
22. Councillor Porter said that if the decision was in favour the Parish Council, Councillor Wood and Councillor Porter should sit down and discuss the best options for Headbourne Worthy. This was agreed.
23. The Motocross public enquiry was finished and a decision was awaited.
24. 22 Nations Hill; the plans for a two storey extension were inspected and there were no objections
25. 145 Springvale; the plans were discussed. Mr Williams said that his house would be knocked down. He was 85 and going to live in Hedge End where his daughter lived. Mrs Chandler said that their house would stay but that she wanted one on the same site for her elderly parents. It was the same developer as 147, and they had both found him very open to suggestions and easy to work with.
26. The feeling of the Council and Councillor Porter was that this development represented the very thing that the Springvale Local Area Design Statement was supposed to prevent, that was piecemeal development, with no connection between each site. Other concerns were the steepness of the road, narrow access for emergency vehicles, loss of greenery and overdevelopment. It was decided that Councillor Pearcey would confer with the clerk the next day so that a timeous objection could be made by the 16th March.
27. 139 Springvale; similar concerns were raised about the plans for this development and an objection would be made.
General Amenities
28. A site meeting had been held at the site of the proposed new footpath, along the side of the A34 from London Road to Nun’s Walk. Colin Piper, the Definitive Map Review Officer from Hampshire County Council had written to the Highways Agency to see if they owned the land and if so, would they be willing to dedicate a footpath along the proposed route.
29. Councillor Whorwood asked what had happened about the low bridge signage scheme, proposed by Neville Crisp. The clerk said that she would follow this up.
Open Space
30. A letter had been sent to Stuart Dunbar-Dempsey, the Open Space Project Officer for Winchester City Council, on the 10th February 2011, outlining the needs of Headbourne Worthy. The next steps would be the publication of the strategy document and a walk round the parish looking for suitable sites for a play/seating area.
31. Kings Worthy Parish Council have been tendering for an all-weather playing area and it was felt that a formal application by letter should be made to Headbourne Worthy Parish Council for use of it’s sport fund, currently standing at £10,496, towards this. This had been discussed by the Parish Council previously. The clerk would speak to KWPC about this.
Financial matters
32. The clerk stated that there was £5462 in the bank. Income of £4575 had been received, of which £400 was for advertising. Expenditure of £3313 had been incurred to date, most recently the largest amount being the clerk’s laptop, costing £496. A list of expenditure made was provided by the clerk.
Newsletter
33. The Newsletter was to be delivered this week and a copy was available. The next Newsletter would be at the end of April, and there would be an item about the Public Meeting on the 23rd May at 7.15. Councillor Pearcey suggested that Margaret Filley, the Neighbourhood Watch Co-ordinator, be invited to speak, and that Don Haggar and Kerry Croutear be invited to represent the police.
Website
34. Councillor Curling said there were 600 hits last month. The front page has been modified by the web team.
35. All the advertising revenue has been received. It runs from October to October and has been a long involved process.
36. Councillor Curling announced his intention of resigning, due to other commitments, and would send a formal letter. He offered to oversee the new co-ordinator of the website, when that was decided. Chairman Pearcey, on behalf of everyone, thanked him for his dedication and service.
Worthys Festival
37. A flyer outlining the events was shown to the councillors, and one would be delivered with every Newsletter.
38. There was a possibility of a grant from Hampshire County Council
Correspondence received
39. An application for a contribution had been received from Kings Worthy Pre-school. As it would be used by children from Headbourne Worthy Councillor Pearcey proposed £100, and Councillor Whorwood seconded. All were in favour.
40. There was a Blueprint follow up meeting at Itchen Abbas Village Hall on the 21st March. Councillor Rutter was attending.
41. The Village Spring clean was due to be held on the 26th March, meeting at Bornholm, Bedfield Lane at 10am. Councillor Rutter and Clerk Hilary Graham would organise it together.
42. Councillor Whorwood said that a Chinook had flown very low over the village and he had contacted the Army to complain. He was referred to Odiham.
