Local policing and Neighbourhood Watch
1. PCSO Croutear stated there had been 5 incidents since the beginning of November, following the trend of an increase in crime in the Winchester area, as follows;
i) A female runner was followed by a suspicious male, a car registration was taken but there was no trace.
ii) Bolt cutters were used to break into a garage in Springvale Road.
iii) The fishing lodge at the fishery was broken into overnight but nothing was taken
iv) Steel Services in London Road was broken into and petty cash was taken from the till.
v) A bench was vandalised on Bedfield Lane.
There will be a beat surgery at The Good Life Farm Shop on the 15th January between 2 and 3pm
2. Margaret Filley is continuing with Neighbourhood Watch and a Newsletter has recently been issued. There are enough co-ordinators.
Minutes of Meeting 16th November 2010
3. Minutes were proposed as correct by Councillor Cramoysan and seconded by Councillor Whorwood
and approved.
Matters arising from those minutes
4. The clerk had e-mailed Hampshire County Council for a contact for a site meeting at the London Road to Nuns Walk site, following the A34. Councillors Rutter and Wright stated they would like to attend.
5. An e-mail had been received from a parishioner about raising funds to rebuild Jubilee Hall for the Queens Jubilee in 2012. This had been referred to Kings Worthy Parish Council as Jubilee Hall is inside their boundary. The clerk would check what action KWPC had taken and if necessary refer the parishioner to the committee of the Hall.
6. It was felt that a parish celebration for the Jubilee in June 2012 would be a good idea. Suggestions for the form of the celebration would be sought.
New Councillor Acceptance
7. Councillor Wright read out the declaration and signed it.
8. Councillors Wright and Welland gave the clerk their Register Of Interest form. Councillor Whorwood asked for a new form.
Planning
9. The Motocross hearing was adjourned due to bad weather. Barton Farm goes to a public enquiry on the 8th February lasting 8 days. There was a revised planning application for 20 Nations Hill to crown a beech tree. There were no objections.
10. A parishioner had e-mailed the clerk about the extension to the car park at The Good Life Farm Shop. The particular worry was the removal of a hedge. The clerk had established that the planning agreement had a condition that a landscaping scheme was submitted before the works were carried out, and this had been done.
The landscaping had not been carried out yet but that may be due to planting seasons. The clerk was to refer this to the planning enforcement team.
11. The School Lane questionnaires had come back to the clerk. There were 9 responses out of 12 delivered. 7 responses were for no change. There were some suggestions, for instance a mirror on the bend of the slope down to London Road and a mirror at the bottom of this slope.
The clerk was to prepare an information letter for each resident on School Lane detailing the results, with a copy for Councillor Rutter for the Newsletter. The results were also to be forwarded to the Traffic Engineer Neville Crisp and his opinion about the mirrors sought.
Open Space
12. The clerk had obtained a copy of the Land Registry entry for the land along the edge of Bedfield Lane. It belonged to the owners of the Fishery.
13. Councillor Cramoysan asked if HWPC had been approached about the input into the Open Space Strategy. No correspondence had been received and the clerk undertook to contact Winchester City Council to find out when and in what format the input was required.
When the information was to hand the clerk was to e-mail each Councillor for ideas and Councillor Cramoysan would collate and bring a draft to the next meeting if there was sufficient time. Otherwise an extra meeting could be called.
Blueprint
14. A joint meeting with Kings Worthy had been held and 20 people attended including councillors. The Chairman would prepare a precis for the Newsletter.
15. The Chairman reinforced the need to have a parish plan but Councillor Wood said that it may be best to hold fire on that to see if new formats emerged under Localism.
Clerks pay
16. The Chairman stated that the clerk had kept timesheets as it was felt that the 1.5 hours a week she was paid for were insufficient and the result was just over 3 hours a week. Councillor Rutter proposed a doubling in pay to £1,400 a year and Councillor Welland seconded.
17. In addition it was felt that the Parish Council should have its own laptop instead of the clerk using her own, and Office 2010. The clerk had seen a laptop in PC World for £369 and Office for £90. She was advised to check that the specification was sufficient and to check with Jane Moore of Winchester City Council as to whether there were Office licences available. VAT would be reclaimable.
Financial matters
18. The clerk stated that there was £6245.74 in the bank account, and supplied a list of the payments made to date, totalling £2129.74. (Accounts PDF)
19. The budget for next year amounted to £4210, and the precept at present was £3,500. After some discussion Councillor Curling proposed a 10% increase to £3,850 and this was seconded by all Councillors.
Newsletter and Worthies Festival
20. A flyer would go out with the Newsletter outlining the festival events. The copy date will be the 1st March. Ideas for Jubilee celebrations would be sought, possibly a village party on School Lane.
It will advertise the village spring clean on the 26th March 2011, starting at Bornholm on Bedfield Lane.
Previously this event had been hosted by the Spurlings, and they had also taken the refuse away. The clerk would check with Kings Worthy how they get the refuse removed and possibly ask Serco how this could be done and supply the information at the next meeting.
21. Councillor Curling stated that the website has 175 hits a week on average, an increase of 52% on 2009. The advertising costs have been increased to £50 this year and there are 7 Headbourne Worthy advertisers. This money has been kept out of the budget forecast to fund increased costs of the website in future.
Correspondence received
22. The Royal British Legion had sent a letter to each parish to ask for support with poppy parties to celebrate 90 years of the organisation in June 2011. Headbourne Worthy Parish Council decided not to hold a party.
23. Councillor Welland had been to collect 4 plastic snow shovels from Hampshire County Council. They would be distributed to Councillor Cramoysan, Councillor Wright, Councillor Welland and possibly Geoff Stephens on School Lane.
24. Notification of a vandalised bench on Bedfield Lane had been received. The clerk stated that the insurance excess was £250. It was decided to get a quote from Serco to get it removed and not to replace it as it had very little use. Councillors would think of landscaping ideas before the next meeting.
Date of Next Meeting and the Annual Meeting
25. It was decided to change the meetings permanently to the second Monday of the month because the Guides use the room on Tuesdays giving a late start. The clerk would check availability. If available the next meeting would be on the 14th March.
26. The Public Meeting of the Parish Council was fixed for the 23rd May. |
