Roy Williams
1. Local policing
PC Haggar outlined recent events:
1. Diesel had been stolen from a lorry in Down Farm Lane.
2. A tool shed in The Dower House had been broken into twice, but nothing had been stolen.
3. Horse tack and feed had been taken from an outbuilding at Upper Farm, Down Farm Lane.
4. Between the 17th and 18th September a Southern Electric van was stolen from Springvale Road.
5. Speed checks had been undertaken on Springvale Road and the Down Farm Lane junction, and further on at the chicane on Wellhouse Lane. No one was speeding. They would be repeating these checks.
6. Councillor Whorwood said that the 30 signs between Kings Worthy and Headbourne Worthy were very small, and was that something that could be looked at?
7. There would be a beat surgery at The Goodlife on the 26th September between 1 and 2pm.
8. Chairman Pearcey mentioned that he had seen a strange woman sitting in St Swithun’s churchyard a few times and the police said they would investigate.
2. Neighbourhood Watch
1. Chairman Pearcey had copies of the recent Newsletter. Margaret Filley, the coordinator, was trying to put more people on the e-mail list rather than having to deliver. There was a new co-ordinator, Tom Crutchfield, from Springvale Road.
3. Minutes of the meeting of 26th July 2010
1. There were no issues with these and all agreed. Chairman Pearcey signed the notes on each page.
4. Matters arising
1. One candidate had come forward for co-option, Lisa Norgate-Campbell. Chairman Pearcey confirmed that she had been resident for one year and Lisa spoke about her interest in local matters and the community. Councillor Whorwood proposed her co-option on to the council as a councillor and Councillor Welland seconded. All were in favour. The declaration and the Register of Interests would be done at the next meeting.
5. Balance on accounts and payments made
1. The clerk said that the bank balance stood at £5,557.26 and those payments to date totalled £1068.24. A list of the payments was circulated.
6. Planning
1. There were four issues. Chairman Pearcey had brought an aide memoire for the new councillors as to what issues were deemed relevant material planning considerations and those that were not relevant.
2. New House, Down Farm Lane
135, Springvale Road.
Cressfield House, School Lane.
The plans for all three were viewed and discussed by the councillors. There were no objections.
3. Red Marley, Nations Hill. This was in Kings Worthy but just on the Headbourne Worthy parish boundary at Nations Hill. Councillor Curling was sending in his own objection as an individual and had circulated his letter.
After discussion it was decided that Councillor Cramoysan would draft an objection for HWPC, the concerns being the blind corner, the proximity of the new access to the junction, the increase in traffic at the junction of Springvale Road and Nations Hill, the inappropriate design in comparison with other buildings in all directions and the loss of trees and greenery.
At this point Roy Williams had to leave. He wanted to express his thanks to the councillors for giving their time free of charge to the community.
7. School Lane
1. A site meeting had been held with Neville Crisp from the Highways Department of Hampshire County Council. The only options were to do nothing or make School Lane one way between London Road and Headbourne Worthy Grange. It was decided that Councillor Welland would prepare a draft questionnaire for consideration at the next meeting. The clerk would respond to Councillor Porter as she was going to raise this issue at a Highways meeting on the 7th October. A new white line has been painted at the London Road end of School Lane.
8. Motocross
1. The clerk of South Wonston had sent a letter from a pro bono solicitor, Hugh Devas, that would be sent to the Planning Inspectorate. They were seeking support from HWPC, as a counter signatory. The letter was seeking to avoid last minute representations from the appellant which would preclude the respondents and Winchester City Council from addressing the issues raised. All confirmed their agreement to the letter.
9. Parish Plan
1. Councillor Rutter had sent a letter to Chairman Pearcey from Steve Tilbury of Winchester City Council concerning a meeting on the 16th September about the future of design and planning in parishes, following the change of government.
HWPC had not received this letter.
There is also a blueprint regarding consultations with parishes and parishioners. It was felt that this would supercede parish plans and that HWPC should have a meeting in November with parishioners, to be publicised in the parish newsletter.
The clerk would follow this up with Councillor Rutter, and see what material was available for circulating round the councillors, and for the next meeting. It would also be a good idea to publish the event at the Headbourne Worthy Sunday brunch, to be held in October.
10. General Amenities
1. Grit bins
Chairman Pearcey said that now would be the time to reinstate the discussion about a grit bin at the Wellhouse Lane end of School Lane. The clerk would contact Councillor Porter to find out whether the council were providing them, the cost, who filled and maintained them, and who gritted the road. The alternative would be to buy one from parish funds, but the same questions would then apply.
2. Parish paths
Chairman Pearcey asked if another Councillor would like to take over this responsibility. He outlined what it entailed and showed a map of the paths. Councillor Norgate-Campbell agreed to take this on.
3. Open space
Councillor Cramoysan spoke about the campaign by the Worthys Young Football organisation to provide new changing facilities suitable for boys and girls. The first step would be to identify a need in the Open Space Strategy Document, both for Kings Worthy and Headbourne Worthy. He would be speaking to Kings Worthy Parish Council at their October meeting and was going to the Kings Worthy Parish Plan meeting the following week.
As Headbourne Worthy had no open space of its own the facility (situated in Eversley Park, Kings Worthy) would be used by the children of the village. Support was given and the clerk would contact Stuart Dunbar-Dempsey of Winchester City Council to find out when the document would be drawn up.
11. Correspondence received
1. Worthies Festival
Jane Rutter was organising this and had asked whether HWPC would be able to extend the parish insurance to cover the events. Councillor Cramoysan had experience of organising events and said that individual venues should have cover of their own.
Otherwise the insurance company would want to know specific details about the events. The clerk would speak to Jane and suggest that she contacts Hyde 900 which held a similar festival, and also ask her to provide the details of the specific cover required.
2. Hampshire Association of Local Councils
A letter had been received giving details of training courses available, and the forthcoming annual conference. The new councillors were advised that the council would pay for appropriate training if necessary and financially justifiable.
12. Website and Newsletter
1. Chairman Pearcey said that HWPC continued to have a good website.
The next newsletter would be issued in November and if Councillor Rutter agreed would be devoted to the ‘Parish Localism’ meeting.
13. Next meeting
1. As the date of the present and next scheduled meeting clashed with those of both the Kings Worthy Parish Council and the commitments of the City Councillors the clerk undertook to consult all parties with a view to changing the HWPC‘s published date of the 15th November to avoid these difficulties arising in future.
The date of the next meeting will be confirmed in due course.
