The Chairman expressed the deep condolences of the parish council to the clerk, Hilary Graham on the sad loss of her husband John.
COUNCILLOR PORTER
Concerns had been raised over the narrow footpaths in Church Lane and how they could be made safer. Although located in Kings Worthy parish area Headbourne Worthy parish council would be included in any consultation.
Attempts were being made to obtain some money from the Willis Waye development for this project. Councillor Welland expressed concerns about the safety of crossing Bedfield Lane.
County Council cuts would be happening over the next few years.
COUNCILLOR WOOD
Stated that Blueprint may become irrelevant under localism bill but still important to complete as people’s views still important.
Concessionary fares are being moved from city council to county council but no decisions over finances etc yet been made.
Barton Farm still an ongoing issue.
LOCAL POLICING AND NEIGHBOURHOOD WATCH
PC Haggar stated there had been two burglaries at the Good Life Farm Shop and a stone thrown through a window in Nations Hill.
Also the engine from the Audi stolen in Wellhouse Lane and had been recovered by Stockbridge police and two persons arrested.
There will also be a beat surgery Saturday 20th November between 1400 and 1500 hours at the Good Life Farm Shop.

Minutes were proposed as correct by Councillor Cramoysan and seconded by Councillor Whorwood and approved.
MATTERS ARISING FROM THESE MINUTES
The clerk had received an e mail from Highways Dept saying grit bins had already been ordered and if there was a spare one it would be placed at junction of School Lane and Wellhouse Lane.
PLANNING
There are number of planning applications under consideration by the planning department but the parish council did not make any comments regarding them.
Motocross – there is to be a public enquiry on 16th November 2010 lasting 2 days.
Barton Farm - there is to be a public enquiry on 8th February 2011 lasting 8 days.
GENERAL AMENITIES
School Lane - Councillor Welland was thanked for producing a questionnaire for the residents of School Lane and it was agreed Councillor Pearcey and Councillor Welland would hand deliver these questionnaires. The closing date is 17th December 2010 and the results would be reviewed at the next meeting when a decision will be taken as to whether there should be any further action on this matter.
Nuns Walk - Councillor Rutter asked to revisit the access to Nuns Walk alongside the A34 between the bridge and meadow Cottage, Councillor Pearcey stated this was a drainage ditch for A34 and there was a gas main at the entrance.
Clerk to try to arrange meeting with somebody from footpaths at County Council.
The brunch at Good life was a success with about 40-50 people attending and thanks were given to Jo Gualano for arranging this.
OPEN SPACE STRATEGY
Concern was expressed that there is no open space provided in Headbourne Worthy and some councillors felt that the requirement for open space was not being complied with, they felt not enough was being done to find somewhere for children’s playground, sports activities etc. Councillor Rutter suggested looking at the land beside the pumping station in Wellhouse Lane and clerk making enquiries to ascertain who owns this land.
BLUEPRINT
What is Blueprint?
This is not dissimilar to parish plan and is asking the public what their vision is for the next 20 years.
The parish council has arranged a public meeting on Thursday 25th November for their views which will be collated and forwarded to Winchester City Council. Some concern was expressed over running the event and eventually it was decided Councillor Pearcey would open the meeting by outlining what Blueprint was about.
The participants would be divided into groups of 6 to look at the 6 ‘characters’ that are included in the pack and then there would be a discussion at the end.
The clerk to purchase felt tip pens and large pads of paper.
FINANCIAL MATTERS
Deferred to next meeting and to include next year’s precept.
NEWSLETTER/WEBSITE
The Worthies website came third out of 40 entrants in this year’s competition so thanks again to Councillor Curling for his hard work.
Councillor Rutter asked that the Worthies Festival be included as an item on the agenda and thanked the Worthies Sports and Social Club for their hospitality for the launch party of the festival. She also asked for any ideas for the festival and for any volunteers willing to open their gardens.
CORRESPONDENCE RECEIVED
An e mail had been received about the possibility of rebuilding of Jubilee Hall for the Queen’s Jubilee in 2011, any discussion was deferred to the next meeting.
DATE OF NEXT MEETING
The next meeting is to be changed to Monday 10th January 2011 and the subsequent meetings the second Tuesday of every other month from thereon in.
