Draft Minutes of Headbourne Worthy Parish Council Meeting held on 12th January 2010

The agenda was shuffled in view of the official representatives.

 

Parish Plan

Steve Lincoln introduced himself and gave out leaflets about Parish Plans.
The Plans are produced by the community for the community, in order to get things done. They can protect or change existing characteristics of the parish, as required.

 

For instance Alresford got a new public car park and South Wonston are working to prevent Motocross.


There are grants available of up to £500 and £750 from separate pots.

 

The first step is a public meeting, to assess the level of interest. If the parish goes ahead a steering group would be appointed to draw up an Action Plan. The steering group would consist of 5-12 people, with at most two councillors, and would get support from the council. This group would gather the hard facts, such as the number of houses in the parish and bus services etc., and then the soft facts such as what people want.

 

The process takes from 12 months to 2 years and the Council has a Toolkit to help the steering group. Councillor Pearcey thanked Steve for the presentation and he left at that point.

 

Councillor Rutter suggested that resident of Headbourne Worthy have an input into Kings Worthy’s Parish Plan in view of the fact that Headbourne Worthy has been asked for funds towards their open spaces.

Local policing


PC Don Haggar gave details of the recent activities.

There was no crime to report over the last two months. A charge has been made for the two earlier incidents in Pudding Lane and Barton Mark. Enquiries are still underway for the burglary at Cherry Tree Cottage.

 

Speed checks had been carried out in Down Farm Lane. It is hoped to extend these when a new laser speed detection device becomes available.

 

Beat surgeries have been held in The Good Life Farm Shop, and they will e-mail the date of the next one so that it can go on the website.

 

“No Calling” signs are underway for Pudding Lane.

 

Margaret Filley is very proactive for Neighbourhood Watch and new coordinators have been appointed. All of Headbourne Worthy is now covered.

 

Councillor Stephens thanked the police for their input and they left.

Minutes of previous meeting.

There were no points arising from the minutes of the meetings of the 13th October and 26th November. Councillor Pearcey proposed and Councillor Curling seconded

Nothing that was not covered elsewhere.

Planning-decisions and new applications


Moto Cross
No one had been able to attend the publicity meeting in December. Two appeals are still going on ahead of the forthcoming application. It will be discussed once the new plans are received.

 

147 Springvale Road
The clerk had revised plans, in respect of additional parking spaces. Councillor Pearcey read out a letter from Studio Four architects dated the 18th December, outlining the amendments. There had been no strong objections apart from residents behind at Mortimer Close. It was decided to reiterate the Parish Council’s objection, less the point about parking, which has now been addressed.

 

Lyndale, Nations Hill
Plans were made available by the clerk. One neighbour further up the hill, at No 12, had objected on the grounds that the proposed extension was too big. The Councillors studied the plans and decided not to object, on the grounds that the footprint of the extension was not much larger than the one storey extension already there.

 

Willis Waye
Councillors Stephens and Wood expressed sadness that the planning had been approved.
Councillor Wood said that the developers will have to contribute to Council funds for village projects, the 106 agreements.

 

Councillor Porter’s e-mail outlined the schemes that various villages had applied for and it was decided to talk about Headbourne Worthy projects at the next meeting. Councillor Wood said that the emphasis is shifting and that in future when a developer contributes the money will have to be earmarked for a scheme at that point.

 

Barton Farm
Since the previous week’s meeting various draft objections had been circulated. A final version was agreed and Councillor Curling would liaise with the clerk the next day.

 

Councillor Rutter read out Councillor Porter’s thoughts that she had received just before the meeting. Hampshire County Council will be objecting because of lack of planning for wide loads, lack of footpaths at Wellhouse Lane even though there is a pedestrian access shown there and more detail is required about transport.

Balance of Accounts

The balance has risen from £5603 last January to £6224 this year.

General Amenities

School Lane
There was support at the last meeting for making it one way from the Worthy Lane end. It was decided that Councillor Spurling would draft a questionnaire about the proposal for Councillor Stephens to deliver.


Councillor Porter has asked for a no left turn at this junction.

 

In the bad weather School Lane has been treacherous, as has other parts of the village. Various locations were discussed for grit bins and  Councillor Wood undertook to get the traffic engineers to contact the clerk.

 

A resident of School Lane, Claire Welland had e-mailed the Parish Council clerk about the possibility of a crossing at the London Road end of School Lane. It was not appropriate at that junction because the speed limit is 40, and the road is too narrow for an island in the middle.

Correspondence received

NALC
As the date of the proposed survey has been extended until the end of January this was moved to the next meeting.

Open Spaces budget

Councillor Stephens outlined that Kings Worthy want to use the Headbourne Worthy Play and Sports funds, two separate pots, for an all-weather pitch and youth shelter.


On a related topic Claire Welland of School Lane has asked for play equipment on Church Green.
It was decided that Councillor Rutter would go on Kings Worthy’s project team and that Councillor Stephens would liaise with Kings Worthy Parish Council. Residents’ views will be sought via the Newsletter.

Parish Precept

This will stay at £3,500 for the next financial year 2010/11

Road safety

The Clerk had an example of a “Choose 30” sticker obtained from the Winchester Council, to stick on bins.


It was felt that a sticker showing just 30 would be more visible.

 

Councillors Curling and Spurling would try to get a quote, The clerk would approach the Hampshire Road Safety department and Councillor Porter.

 

Jo Gualano, a resident of Down Farm Lane, had come up with the idea, and also a photo/shoot for the Newsletter involving her children and others to launch the project. The clerk said that she would put Jo in touch with Councillor Rutter.

Other items

Councillor Wood had a few items to pass on.


Bins should be left out until collected. Collections are behind because of the snow.
The Silverhill project in Winchester is under threat as a subsidiary company involved in the project has gone into receivership.

Communications/Website for village

Website


The website has been short listed (one of 10) for the Hants Web Awards 2009.
Councillor Curling would like a separate accrual account for the website, with the advertising income to fund it. This will ensure ongoing fees/ increased costs for the website i.e Hosting, Domain Name and Maintenance Fess etc are adequately allowed for.

 

Including the special posters used from time to time, such as the Christmas message, will cost in future up to £18 a time. These are done free by the web team at present. Also the website will need upgrading in the next 12 to 24 months. This was agreed. Councillor Curling was also given authority to incur expenditure of up to £50 without authority between Parish Council Meetings.

Newsletter

The copy date is the 15th February.

 

The next litter pick will be featured, the date suggested being the 20th March.

 

The clerk would approach the owners of the house in Green Close with the notable Christmas decorations to see if they would like to be featured. The display is for charity.

The Parish Plan will be featured, with the intention of having the publicity meeting at the same time as the AGM in May. Steve Lincoln would be asked to come and talk at that meeting.

 

Councillor Pearcey would produce an article about locks

City Council Budget

Councillor Stephens will attend the meeting on the 27th January.

Clerk’s Contract

The new contract was agreed. The clerk will log the hours spent on Parish Council matters from the 1st April, as it is felt that the 80 hours allowed annually are insufficient. The pay is pegged at LC1 spine 18 on the National Association of Local Councils pay scales.

Retirement of Chairwoman

Councillor Stephens will retire in May. All the Councillors are up for re-election at that point.

Date of next meeting

It was proposed that meetings be held every 2 months in future as the agenda is to long for the current three monthly meetings. The next meeting will be on the 9th March, following the pattern of the second Tuesday of the month.
