Councillor Pearcey acting as Chairman in the absence of Councillor Rosemary Stephens informed the meeting that its purpose was to discuss and agree the HWPC’s response to a planning application 09/01407/FUL 37 Willis Waye. The site in question straddled the boundaries of Headbourne Worthy and Kings Worthy Parishes and as such both Parish Councils had an interest.
The applicant was Parsons and Joyce Contractors Ltd and the main access to this site was through Willis Waye, but the site was part of a larger site in respect of which a previous application had been refused when access from Springvale Road to land at the rear of 155 Springvale Road was sought (08/01051/Out ). He stated that on that occasion the HWPC had objected and many of the concerns expressed then were still relevant.
Before he formally opened the meeting Councillor Pearcey invited Councillor Tony Jacobs to speak.
Councillor Jacobs said that the KWPC had objected to this application mainly on the traffic issues which affected Church Lane and Willis Waye and their response was on the WCC Planning website. He was aware that the HWPC would also probably object and he had taken the opportunity to liaise so that at any future WCC Development Control Committee meeting, given the 3 minute rule, the two Parish Councils could act together and agree their submission.
Councillor Jackie Porter told the meeting that she had also objected and had highlighted two main issues.
The first was the access off Willis Waye which was of great concern to the residents as the road was narrow and difficult to drive round especially when cars were parked in the evening and would be more hazardous for children.
The second was noise. The residents of Willis Waye had suffered from noise from the A34 for years and the proximity to the A34 of many of the properties in the proposed development with the lack of realistic and more extensive sound mitigation measures gave her great cause for concern.

Councillor Pearcey began by outlining the objections which had to date been entered on the WCC website and were from residents throughout the area . A full discussion ensued and at the conclusion the points that were agreed are as the attached letter (PDF 12Kb) to the planning department. |
