Councillor David Pearcey
Clerk Hilary Graham

APOLOGIES:

Councillor Dennis Curling
Councillor Jane Rutter
Councillor David Spurling
Councillor Julian Hamblin
Councillor Ron Hatchett

Winchester City Councillor Keith Wood.

PUBLIC PARTICIPATION AND REASON FOR MEETING:

Present:

Mr and Mrs Chandler from Springvale Road.

The meeting was called to discuss and agree Headbourne Worthy Parish Council’s response to a planning application to develop 147, Springvale Road, Headbourne Worthy, planning reference 09/02020/FUL.

The proposal was for two extra properties, both detached, with three and four bedrooms, and the addition of a two bedroomed semi to the existing bungalow.

Mr Chandler advised the council that they had no objection to the development, because the present bungalow is rented and poorly maintained, whereas new properties will be maintained.

Councillor Pearcey had visited the occupiers of two neighbouring properties in Springvale Road, who were both against the development. The owner of Leaflands, behind the proposed development, in Mortimer Close, had written to Winchester Council to object.

The Chandlers left at this point and a full discussion between the council members followed. The attached letter (PDF 8Kb) to Winchester City Council Planning Department summarises Headbourne Worthy Parish Council’s views.
