2. CONFIRM MINUTES OF PREVIOUS MEETING AND EXTRAORDINARY MEETING ON 13TH MAY 2009.
Minutes of previous meeting were read and agreed, proposed by Councillor Pearcey and seconded by Councillor Spurling. Minutes of the extraordinary meeting were read, proposed by Councillor Spurling and seconded by Councillor Stephens.
3. MATTERS ARISING FROM THOSE MINUTES.
White lines at bottom of School Lane - still not completed to be chased up by Highways Dept.
4. PLANNING
Belle Vue, Nations Hill - HWPC made no comment on this application.
Thatched Cottage, Pudding Lane - HWPC have no objections as replacement dwelling.
Church Meadow Field - awaiting planning application, there is an enforcement notice on this site ceasing all work until planning approved.
Willis Waye Kings Worthy - this development will be on the edge of Headbourne Worthy but no official planning application received to date although there has been some public consultation.
Motocross - an enforcement notice has been served on this site and conditions are to restore the site to its original state. There has been an appeal lodged against this enforcement notice. Objections to be submitted by 3rd August and HWPC agreed to object on same grounds as original application.
There has been a full planning application submitted for the continued use of this site as a motocross and other activities including corporate events. HWPC objected to this application and there is a planning committee meeting on Thursday 23rd July 2009 which Councillor Stephens will attend. HWPC to send same objection letter to the enforcement appeal as was sent for original application.
Barton Farm - nothing new to report.
5. FINANCE
Balance of accounts (pdf) will be attached to minutes.
6.GENERAL AMENIITES
Footpaths - Councillor Rutter requested that the parish council pursue the possibility of a footpath running alongside the A34 to Nuns Walk. Councillor Pearcey thought this was a no go area as there is a large gas main at the entrance. Clerk to speak to Rights of Way officer to
enquire whether this would be feasible.
- complaint has been received from resident of Headbourne Worthy house
concerning state of footpath in Bedfield Lane near pumping station - Highways
Dept to be contacted.
- complaint received about overhanging shrubs/brambles in Springvale Road between
Bedfield Lane and A34 bridge - Highways Dept to be contacted.
- complaint received about parking in Wellhouse Lane between railway bridge and School
Lane - there are no parking restrictions here but HWPC will monitor.
School Lane - no response re this. Clerk to ask Councillor Porter whether she can have any influence to arrange meeting.
Fly tipping - Down Farm Lane fairly clean at present.
Complaints/letters - an email has been received concerning a number of parish councils possibly clubbing together to buy a speed limit reminder sign. There would be a large monetary implication for the parish council if they agreed to this. When the 30mph came into force there should have been an evaluation after a short period which has not happened, clerk to chase this up.
Drains - Councillor Spurling reported the drains in Bedfield Lane had been remodelled and it would hopefully solve the problem of flooding there.
7. NEIGHBOURHOOD WATCH
There have been 3 recent burglaries in the village and police are stepping up patrols in the area. There is a need for everybody to be extra vigilant.
8. INFORMATION ON ANY CORRSPONDENCE RECEIVED.
All the old minute/accounts books were now lodged with the records office.

9. COMMUNICATION/WEBSITE
Newsletter - Councillor Rutter thanked for producing newsletter as there has been positive feedback
from residents.
Website - Councillor Curling has some concerns over Kings Worthy’s involvement with the
website and stressed that it is a joint venture. The renewal of advertising subscriptions will be due in September and these will need to be chased up. It was agreed the clerk would e mail Kings Worthy Clerks concerning this.
10. PARISH PLAN
Does Headbourne Worthy need a parish plan? What if the purpose of it? These were two of the questions asked in relation to a parish plan. It was agreed to invite somebody from CAH (Community Action Hampshire) to the next parish council meeting to find out more about it and the cost implications. Councillor Pearcey will summarise all the information the council has at present concerning such a plan.
11. ANNUAL PUBLIC MEETING
Discussion took place concerning lack of public support for this meeting as no members of the public attended this year’s meeting although the parish councillors thought both speakers were very interesting. Both have been written to and thanked. Councillors have agreed to think of some new ideas of attracting members of the public to this meeting.
12. DATE OF NEXT MEETING
The next meeting will be held on Tuesday 13th October 2009 at 1915 hours at St Marys Hall, Kings Worthy . There was a suggestion that a new venue be sought for meetings - clerk to make enquiries.
