2. CONFIRM MINUTES OF PREVIOUS MEETING
One amendment to previous minutes at No 9 where Councillor Curling stated this should read the 2009 model scheme was adopted on 13/1/09, minutes amended accordingly and proposed by Councillor Pearcey and seconded by Councillor Spurling.
3. MATTERS ARISING FROM THOSE MINUTES
White lines at bottom of School Lane - in hand by highways.
Notice board at Good Life shop - installed.
4. PLANNING
Manor House
- Comment submitted by parish council regarding previous flooding problems. Also the Highway Authority’s suggestion of a footpath on opposite side of Down Farm Lane, it was felt this would be out of keeping in a rural setting.
Councillor Pearcey raised his concern that in the accompanying documentation informal discussion between a councillor and the applicant had been recorded for the purposes of the application as a consultation with the parish council.
He thought that this was misleading and open to misinterpretation and suggested councillors should refrain from having any discussions with applicants prior to the planning application being considered by the parish council in the usual way.
Motocross
- Plans have not been validated as yet and therefore were not available. There will be 13 week consultation period on this application. Winchester City Council are in process of issuing enforcement notice for the site which means no further activity can take place on the site until planning resolved. If there is any activity they will then issue a stop notice. The parish council will have an extraordinary meeting once the planning application has been received.
Barton Farm
- Although Cala Homes have organised public consultations and exhibits any planning application has not yet been submitted and Councillor Wood advised the parish council to respond once the application had been received. The parish council’s main concern was the volume of traffic from this development but Councillor Wood believed the actual application would not be in sufficient detail to make comment on this at that stage and suggested that a careful watch be maintained.
5. FINANCE
End of year accounts validated and annual governance statement agreed.
Precept now being paid in two six monthly amounts.
6. GENERAL AMENITIES
Footpaths
- Councillor Pearcey raised the issue of the stile at the entrance to the footpath beside the watercress beds as this stopped disabled/elderly people from using it. Rights of Way officer to be contacted with a view to removing the stile.
School Lane
- awaiting reply from Neville Crisp regarding on site meeting. Since the railings have been repaired there is now an even bigger drop when turning left into Worthy Road - council to be informed.
Flytipping
- Councillor Stephens stated there was a large amount of rubbish being dumped at the top of Down Farm Lane. Highways Agency to be contacted with a view to fencing this section of the road. Residents to be asked via the newsletter and website to report any sightings of fly tipping to environmental health
Complaints/letters
- a resident in Springvale Road had written to Highways Dept concerning water laying in the road outside 161 Springvale Road - clerk to also contact Highways.
- complaints had also been received about overhanging shrubbery in Church Lane (Kings Worthy) and top of Bedfield Lane outside Laundry Cottage.. Clerk had forwarded these complaints to Highways.
- request had been received for daffodils to be planted in bank in Springvale Road, the council are unable to supply plants for private property but some planting will be considered at the autumn meeting for public areas such as the bottom of Nations Hill and the top and bottom of Bedfield Lane.
7. NEIGHBOURHOOD WATCH/COMMUNITY SAFETY
Nothing of note from Councillor Pearcey.
2005 hours meeting suspended.
Mr Meyrick Griffiths from Headbourne Worthy House stated there had been minor instances of vandalism in the grounds of Headbourne Worthy House late at night. Unfortunately if these instances are not reported then the police will not have any records of a problem. Everybody to be encouraged to report any instances and the PCSO to be asked to make contact with Mr Griffiths to reassure the residents.

8. INFORMATION ON ANY CORRESPONDENCE RECEIVED.
9. COMMUNICATIONS/WEBSITE FOR VILLAGE
Newsletter – any items to Councillor Rutter for next newsletter which will be published before the annual parish meeting. Comments have been received from the residents about how useful the newsletter is and Councillor Rutter was thanked for her work on this.
Website – Councillor Curling stated Kings Worthy had not made a decision concerning the funding of £48 per year for RRS therefore Councillor Stephens to speak their Chairperson Peter Warrender.
10. PARISH PLAN
Councillor Curling raised the issue of having a parish plan, the council queried the benefits of having such a plan. Research to be done into pros and cons and item to be placed in next agenda.
11. ANNUAL PUBLIC MEETING
The annual public meeting will be held on 19th May 2009 and arrangements to be made for a speaker to attend. Representatives from the police service have already accepted an invitation. Councillor Keith Wood has tendered his apologies. Clerk to try to find speaker for evening.
12. ELECTION OF OFFICERS
All serving members agreed to remain in post although Chairperson Stevens gave notice this would be her last year in the chair.
13. DATE OF NEXT MEETING.
The next meeting will be held on Tuesday 14th July 2009 at 1915 hours at St Marys Hall Kings Worthy.
