2. Confirm minutes of meeting of 21st July and extraordinary meeting on 8th September:
Minutes of the meeting of 21st July were read and agreed, proposed by Councillor Curling and seconded by Councillor Pearcey. Minutes of the extraordinary meeting were read, proposed by Councillor Rutter and seconded by Councillor Spurling.
3. Matters arising from those minutes:
- White lines at the bottom of School Lane had still not been painted. The clerk will liaise with Highways.
- Councillor Rutter’s request that the Parish Council look at the possibility of creating a footpath to Nun’s Walk alongside the A34 had been broached with Rights of Way. However their remit is to look at circular walks, and it would be too costly. Councillor Pearcey said paths would fall within a Parish Plan, which is to be discussed later in the meeting.
- The clerk has dealt with complaints about hedging in Springvale Road and about the footpath at Bedfield Lane near the Pumping station.
4. Planning:
Three new applications had been received:
Down Farm; continuation of the operator’s licence.
Barton Farm; storage of waste.
There were no objections to these two items.
Church Paddock; HWPC had already objected.
Existing Planning issues:
Motocross
This has gone to appeal. A sound test has been carried out over two days involving two bikes. An e-mail has been received by the clerk about another day’s testing and a reply will be sent by the clerk asking for further details and more notice.
Willis Waye
Chairperson Stephens went to a Planning meeting on the 8th October, and Councillor Jacobs from Kings Worthy PC attended. Councillor Keith Wood spoke against and Councillor Howell spoke in favour. Chairperson Stephens said that numbers 23 to 28 are too close to the A34, for noise, and that demolishing one semi-detached will spoil the symmetry of the buildings. There is to be a Planning site visit on the 2 November, and a decision will be made.
Barton Farm
A new sketch by Cala Homes had come to the Parish Council’s attention. There are two consultation events; at The Guildhall on the 15th October from 12 to 7 and at Henry Beaufort on the 17th from 11 to 3. Everyone was urged to go to the meetings and object to the plans, and to keep an eye out for further planning applications.
The sketch shows several footpaths. Councillor Pearcey will consult with the owners of Wellhouse Cottage.
As a separate issue Hampshire County Council are reviewing footpaths in the area in general and a map has been received. This will be put on to the website. Comments have been requested within six weeks. Again everyone was urged to respond to say which paths are used , for example by dog walkers, school children, and walkers in general, without the way being barred.
5. Balance on Accounts:
The balance is £6,498.43. A summary of the accounts (PDF) are attached to the minutes.
The new Parish Clerk was introduced and a contract of employment will be drawn up.
The PC convey their thanks to Sheila Pearcey for her work over the years.
6.General Amenities:
Footpaths; these were discussed under Barton Farm.
Nun’s Walk: volunteers requested for conservation work on the 17th and 18th October at 10.30.
28 Nations Hill: there is a damaged inspection cover outside this property. Councillor Curling complained six weeks ago but nothing has been done. Councillor Rutter suggested that Councillor Curling put it on fixmystreet.com. The clerk will follow this up.
Manor House in Headbourne Worthy, blocked culvert outside. Councillor Pearcey saw people working there.
Culvert next to the watercress beds, behind Worthy Barn; Councillor Porter will ask the Environment Agency whether this has been cleared.
School Lane white lines; already discussed . The bid to have a no left turn at the London Road end will be followed up by the clerk.
30 mile an hour Zones; An e-mail has been sent about the evaluation exercise. Councillor Porter will pursue.
Planting daffodils; Chairperson Stephens has bought the daffodils and was looking for volunteers and suggestions for planting sites. Chairperson Stephens will send an e-mail out.
7. Neighbourhood Watch /Community Safety
Barton Manor Lodge had been broken into again and the owners are considering the purchase of an alarm.
There have been bogus window cleaners in the village and residents should be aware of suspicious vehicles.
There is now a full complement of Neighbourhood Watch co-ordinators.
Councillor Porter talked about Countrywatch, an organisation that reports on national crime and will send an e-mail link to the clerk.

9. Communications:
Newsletter - Entries required, before the weekend, to Councillor Rutter. It will be delivered next week by Councillor Pearcey.
A few lines from the clerk along with a photo will be included.
Website - The Worthy’s website has won the Hampshire Association of Local Councils 2009 Best Website Award. However, notification of this was not received before the official award ceremony. Councillor Curling will arrange a new photoshoot with Kings Worthy and the web designers, and e-mails will be sent. The Parish Council congratulated Councillor Curling for achieving this award
10. Parish Plan:
Councillor Pearcey handed out a synopsis for each member. Joe Dixon and Steve Lincoln are keen to come and talk at the next meeting. He will invite them and ask them to research what similar small parishes have achieved.
