2. CONFIRM MINUTES OF PREVIOUS MEETING
The minutes of the meeting held on 14th October 2008 were read and approved – proposed by Councillor Hamblin and seconded by Councillor Stephens
3. MATTERS ARISING FROM THOSE MINUTES
Any matters arising are covered by this meeting’s agenda.
4. PLANNING
- new application Manor House - concern expressed about parking and comment to be sent to planning that all parking should be off road.
- new application New House tree work - no comment made.
- appeal Carle End - no decision made.
- Motocross - discussion about proforma letter being sent to residents when planning renewal is submitted. The Parish Council feel they need to see the letter first before any decision is made and that their main concern is environmental damage to the roads and hedgerows surrounding the site. Concern was also expressed by some councillors about the noise from the site.
- 155 Springvale Road - application refused.

6. GENERAL AMENITIES
Footpaths - the fingerpost at the top of the footpath from the church to School Lane has been replaced.
- Worthy’s volunteers have trimmed the hedge on this footpath and removed some of the stinging nettles from the church ground.
Village 30 - there was a problem with lack of 30mph signs from Worthy Road into School Lane but this is to be rectified as soon as possible.
- the white lines at the bottom of School Lane need to be reinstated - clerk to contact Highways.
- concerns were once again expressed about the traffic turning left out of School Lane into Worthy Road and right from Worthy Road into School Lane. It was agreed to ask the Highways Dept for a site meeting to discuss the feasibility of of ‘No Left’ and ‘No Right’ turn signs there. Meeting to be arranged.
Noticeboards - new notice board has been erected at bottom of Nations Hill. Councillor Stephens yet to visit Mr Chisnell at Good Life shop re the notice board there and the need for a replacement. Discussion took place over what should replace and the majority verdict was one similar to the new one at the bottom of Nations Hill.
Litter Pick Up - a litter pick up has been arranged for Saturday 4th April 2009, meet 1030 hours at Silver Stream, Bedfield Lane.
7. NEIGHBOURHOOD WATCH/COMMUNITY SAFETY
Crime very quiet at moment but a small amount of vandalism at Bedfield Lane/ London Road where Notices removed from notice board, sign pulled over and sight mirror from house broken.
8. INFORMATION ON ANY CORRESPONDENCE RECEIVED.
Councillor Stephens has the old minute books for the parish and contact to be made with Records Office to see if they are interested in them for their archives although it was agreed the details should be made available for people to view.
9. COMMUNICATIONS/WEBSITE FOR VILLAGE
Newsletter – Newsletter – any items for next newsletter to be published 2nd March to be forwarded to Councillor Rutter
Website – Councillor Curling stated the website provider would implement RSS feeds on both websites for £48 per council which would be £1 per week each. The council agreed to support this.
Freedom of Information - most of work has been done and council adopted the model scheme on 13th January 2009. Councillor Hamblin will look at system and amend any errors and check we are complying with guide.
10. PARISH PLAN
To be included on agenda for next meeting and consideration to be given as to whether Headbourne Worthy needs a parish plan.
11. DATE OF NEXT MEETING
The next meeting will be held on Tuesday 14th April 2009 at 1915 hours at St Marys Hall Kings Worthy. The Annual Parish Meeting will be held on Tuesday 19th May 2009 at 1930 hours at St Marys Hall Kings Worthy.
