2. CONFIRM MINUTES OF PREVIOUS MEETING
There were a couple of amendments to previous minutes. Councillor Jackie Porter is the Hampshire County Councillor and not Winchester as described. Also at item 9 the sentence should read ‘Councillor Curling stated the council need to have freedom of information statement on website’ - minutes amended accordingly and approved.
3. MATTERS ARISING FROM THOSE MINUTES
Any matters arising from those minutes are covered elsewhere on the agenda.
4. PLANNING
- Motocross - Councillor Stephens attended a meeting with councillors from Littleton, South Wonston, along with County and City councillors and personnel from various departments within the councils. Councillor Stephens told the meeting that their was significant damage to the access road and hedgerows. Some of the bunds within the site are now too high. Parish Council to monitor situation.
155 Springvale Road - No decision yet made on this planning application.
5. FINANCE
Accounts to date attached.
Precept for 2009/2010 - Discussion took place about whether the precept should be increased. A vote showed three to one against increasing this year’s precept therefore the precept will remain at £3500.
6. GENERAL AMENITIES
Footpaths - reference access to Nuns Walk. Councillor Pearcey had visited the landowner regarding a permissive path to Nuns Walk but he politely declined and sent a letter to the parish council explaining his reasons.
- Worthys Conservation Volunteers have done a lot of work on Headbourne Worthy end of Nuns Walk on Sunday 21st September - letter sent thanking them.
- finger post has been removed/stolen from top of footpath from church to School lane - new one ordered.
- Councillor Pearcey attended a ‘Paths to Partnership’ forum and now has a comprehensive guide to all paths and who is responsible for any problems.
- 5 signs asking the public to clean up after their dogs have been placed at the end of the footpath alongside the watercress beds and between School lane and St Swithuns.
- white car has been parking on the pavement outside Bedfield House - police to be contacted.
Village 30 - it is unclear when this actually comes into force as there are still some work to be done in relation to signage etc.
Noticeboards - quotation received for new notice board at bottom of Nations Hill which was accepted and to be installed as soon as possible.
Councillor Stephens to visit owner of Good Life Farm Shop to discuss the parish council notice board and the location of it.
Litter Pick Up - concerns expressed about litter being dumped in Wellhouse Lane.
School Lane - bench is on order and should be replaced soon.
Potholes - concerns raised about potholes especially at junction of Bedfield Lane and Worthy road, also large one in carriageway of A33 near Cart and Horses.
7. NEIGHBOURHOOD WATCH
The police team would like an item on the agenda for community safety which will be incorporated into neighbourhood watch on future agendas.
The three priorities given to the police service for Headbourne Worthy were fly tipping in Wellhouse lane, excessive speed and lack of visible police presence.

9. COMMUNICATIONS/WEBSITE FOR VILLAGE
Newsletter – any items to Councillor Rutter for November newsletter.
Website – the website is now up and running although there were some problems it appears to be working well. It is a joint site between Kings Worthy and Headbourne Worthy and local businesses are paying to advertise on it bringing some income to both parishes. It will need to be kept updated and therefore new information will need to be submitted promptly.
10. DATE OF NEXT MEETING
The next meeting will be held on Tuesday 13th January 2009 at 1915 hours at St Marys Hall Kings Worthy.
